To any of the Constables of the Town of Wilbraham in the County of Hampden:


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in Town affairs to meet in Wilbraham Memorial School in said Town on Saturday, the sixteenth day of March next at 8:30 a. m. to bring in their votes for Town Officers and act on the following articles. The polls will open at 8:30 a. m. and may be closed at 6:30 p. m. All business of said meeting and election of Town Officers except the election of such officers and the determination of such matters as by law are required to be elected or determined by ballot shall be considered after 10:00 o'clock a. m.


ARTICLE 1. To choose a Moderator, a Town Clerk, a Town Treasurer, a Town Collector, a Tree Warden and Auditor for the ensuing year; one Selectman for three years who shall be a member of the Board of Public Wel- fare and Board of Health, one Assessor for three years; one Assessor for one year; one Water Commissioner for three years; one Cemetery Commissioner for three years; one Cemetery Commissioner for one year; one Library Trustee for three years ; one School Committee Member for three years; one School Committee Member for one year; four members of a Regional School Committee, one for one year, two for two years, one for three years; one mem- ber of the Planning Board for five years; five Constables for the ensuing year, all on one ballot. Also all other Town Officers.


ARTICLE 2. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer and other officers or committees.


ARTICLE 3. To fix the compensation of all elected Town Officers for the ensuing year.

Recommend that compensation for elected Town Offi- cers be fixed as follows: Town Clerk $1,300.00 per year - all fees to re- vert to the Town Treasury; Town Treasurer, $1,300.00 per year; Mod- erator, $50.00 Annual Town Meetings, $15.00 Special Town Meetings; Town Collector, $2,750.00 per year - all fees to revert to the Town Treasury; Tree Warden, $1.50 per hour (includes use of car); Select-

men, 2 members $600.00 per year, Chairman $650.00; Assessors, $1.50 per hour (includes use of car when needed); Constables, $1.50 per hour when called on duty by Selectmen, plus fees; Auditor, $200.00 per year; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Mem- bers, no salary; Poundkeeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all town officers elected otherwise than by official ballot) fees only as fixed by General Laws.


ARTICLE 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.

ARTICLE 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised.

ARTICLE 11. Recommend.


ARTICLE 12. To see if the Town will vote to instruct the Selectmen to cause a study to be made of the procedure for the holding of the Annual Town Meeting and election of officers, with power, if they see fit, to appoint a com- mittee of citizens to assist them, such a study to include the advisability of a division of the town into convenient voting districts; and to report their recommendations at the next Annual Town Meeting, or if they see fit, at any Special Town Meeting that may be called sooner.


ARTICLE 13. To see if the Town will vote to amend the Town By-Laws so as to provide for the election of a School Committee of five members instead of three members, or take any other action relative thereto.


ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of $2,500.00 or any other sum, to lay 625 feet of 6 inch water main, with appropriate hydrants, on Railroad Avenue, northerly from Boston Road, or take any other action relative thereto.


ARTICLE 14. Will make recommendation at Town Meeting.


ARTICLE 15. To see if the Town will vote to raise and appropriate the sum of $900.00 or any other sum to defray part of the cost of laying 540 feet of 6 inch water main on Bulkley Road, or take any other action relative thereto.

ARTICLE 16. To see if the Town will vote to raise and appropriate the sum of $325,000.00 or any other sum to lay a 16 inch water main from the end of the existing main on South Main Street, westerly on Tinkham Road to Stony Hill Road to the end of the existing 8 inch main; then easterly on Boston Road from the end of the existing 8 inch main to the corner of Main and Maple Streets, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, and/or by borrowing under authority of Chapter 44 of the General Laws, or take any other action relative thereto.


ARTICLE 16. Not recommended.


ARTICLE 16A. To see if the Town will vote to appropriate a sum of money not to exceed $100,000.00 to lay a 14 inch water main from the existing main at the corner of Main Street and Faculty Street and running westerly on Faculty Street and continuing westerly on Springfield Street to the existing water main at the intersection of Springfield

Street and Stony Hill Road; and to lay a 12 inch water main from such intersection northerly on Stony Hill Road a distance of 2400 feet more or less to the beginning of the present 8 inch water main, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, and/or by borrowing under authority of Chapter 44 of the General Laws, or take any other action relative thereto.


ARTICLE 16A. Will make recommendation at Town Meeting.


ARTICLE 17. To hear the report of the Fire Commis- sioners as instructed under Article 15 of the warrant of the Annual Town Meeting held March 5, 1955, consider its recommendations relative to a site for a new fire sta- tion near Wilbraham Center, and determine the procedure for acquiring title to the land chosen for a site.


ARTICLE 17A. To see if the Town will raise and appro- priate the sum of $3,500.00 or any other sum to purchase a site for a new fire station on the west side of South Main Street, opposite the intersection of Monson Road, property now owned by Harold Porter consisting of ap- proximately 13/4 acres more or less, and the Selectmen be authorized and empowered in behalf of the Town to pur- chase said land, or take any other action relative thereto.


ARTICLE 17A. Recommend.


ARTICLE 18. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $5,000.00 or any other sum to pay the garbage collector, with receipts from garbage collec- tion subscribers to be restored as received by the Town Collector to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 18. Recommend.


ARTICLE 19. To see if the Town will vote to amend the Zoning By-Law by changing the classification of the prop- erty below described, from Business District and Residence B District to Industrial, namely land owned by Marjorie Harrington, situated on the southerly side of Boston Road ; bounded and described as follows: northerly by Boston Road 1169.68 feet, easterly by land now or formerly owned by Giacomo Alberici 406.51 feet and land now or formerly owned by Michael Walsh 444.33 feet; southerly by land now or formerly owned by Jacob & Katarzyna Opalinski 1005.69 feet, to the Springfield City Line; and westerly by the City Line 184.22 feet, or take any other action relative thereto.


ARTICLE 20. To see if the Town will vote to raise and appropriate the sum of $2,000.00 or any other sum, to be expended under the joint supervision of the Planning Board and the Board of Assessors for the preparation of maps

and plans for the use of said Planning Board and Board of Assessors, or take any other action relative thereto.


ARTICLE 20. Recommend.


ARTICLE 21. To see if the Town will vote to include on the ballot at the next Annual Town Meeting an article as follows: "Shall Chapter 32B of the General Laws, author- izing any county, city, town or district to provide a plan of group life insurance, group accidental death and dis- memberment insurance, and group general or blanket hos- pital, surgical and medical insurance for certain persons in the service of such Town or district and their dependents, be accepted by this Town ?"


ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of $3,890.00 or any other sum to build a sidewalk on Stony Hill Road from the end of the exist- ing sidewalk eastward, a distance of approximately 800 feet and on Old Boston Road eastward from Stony Hill Road for a distance of approximately 800 feet, or take any other action relative thereto.


ARTICLE 22. Recommend.


ARTICLE 23. To see if the Town will vote to authorize the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town 14 days at least before the sale, property taken by the Town under tax title procedure, provided that the Selectmen, or whomsover they authorize to hold such public auction, may reject any bid which they deem inadequate, or take any other action relative thereto.


ARTICLE 23. Recommend.


ARTICLE 24. To see if the Town will authorize the Select- men to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town, or take any other action relative thereto.

ARTICLE 25. To see if the Town will vote to appropriate and transfer from the Road Machinery Fund the sum of $5,300.00 or any other sum to purchase a 21/2 ton dump truck for the use of the Highway Department, or take any other action relative thereto.

To see if the Town will vote to raise and appropriate the sum of $580.05 or any other sum to pur- chase a 5 H.P. tractor, with mowing machine and snow blowing attachments, for parks, playgrounds, and side- walks to be used under the supervision of the Selectmen, or take any other action relative thereto.

To see if the Town will vote to accept Chap- ter 401 of the Acts of 1956, which provides that upon its acceptance in a town by vote at an Annual Town Meeting, Civil Defense volunteers shall be classified as employees of the town for the purposes of General Laws, Chapter 40, Section 5(1), and Chapter 41, Section 100A, relative to insurance and indemnification of employees against dam- ages claimed arising out of the operation of publicly owned motor vehicles.

To see if the Town will vote to accept as a public way that portion of Brookside Drive now a private way, as shown on plan of Merrill and Sears, dated February 7, 1952, beginning at the now accepted portion of said way and running southerly for a distance of 880 feet more or less, and that the sum of $1,920.00 or any other sum be raised and appropriated for construction of said Brook- side Drive, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the Gen- eral Laws, or take any other action relative thereto.

ARTICLE 31. To see if the Town will vote to accept as a public way that portion of Arbor Lane now a private way, as shown on plan of C. E. Anderson, Associates, dated December 1953, beginning at the now accepted por- tion of said way and running easterly for a distance of 387.82 feet more or less.

To see if the Town will vote to accept as a public way the private way now known as Hitchcock Road, as shown on a plan entitled "Stony Hill Acres" drawn by Merrill & Sears, dated May 18, 1951, beginning at Stony Hill Road and running westerly for a distance of 642.34 feet more or less, and that the sum of $1,240.00 or any other sum be raised and appropriated for construction of said Hitchcock Road, and that betterment assessments be levied

Land Surveyor, beginning at Boston Road and running northerly for a distance of 650 feet more or less, and that the sum of $1,735.00 or any other sum be raised and appropriated for construction of said Lebel Avenue, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws, or take any other action relative thereto.

ARTICLE 34. To see if the Town will vote to accept as a public way the private way now known as Duffield Street, as shown on a plan known as the "Orchards Development" as laid out by C. E. Anderson, Associates, dated July 1953, beginning at Old Orchard Road and running southerly for a distance of 382 feet more or less, and that the sum of $702.00 or any other sum be raised and appropriated for construction of said Duffield Street, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws, or take any other action relative thereto.

ARTICLE 35. To see if the Town will vote to accept as a public way the private way now known as Bradlind Ave- nue, as shown on a plan known as "Bradlind" as laid out by John T.
