TOWN WARRANT COMMONWEALTH OF MASSACHUSETTS HAMPDEN, ss.


To any of the Constables of the Town of Wilbraham in the County of Hampden:


GREETING:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in elections of Town Officers, to meet in Wilbraham Memorial School in said Town on Sat- urday, the fifth day of March, A.D., 1960, at 8:30 o'clock in the forenoon, then and there to give in their votes on one ballot to the election of officers of said Town, for the following officers, to wit:


To choose a Moderator, a Town Clerk, a Town Treasurer, a Town Collector, a Tree Warden and an Auditor for the ensuing year; one Selectman for three years who shall be a mem- ber of the Board of Public Welfare and Board of Health; one Assessor for three years; one Water Commissioner for three years; one Cemetery Commissioner for three years; one Library Trustee for three years; two School Committee Members for three years; one Member of the Regional School Committee for three years; one Member of the Regional School Committee for one year; one Member of the Planning Board for five years. The polls shall open at 8:30 a. m. and shall close at 6:00 p. m.


And you are further hereby required to notify and warn the inhabitants of said Wilbraham, qualified to vote in Town Affairs, to meet in Minnechaug Regional High School in said Town on Saturday, the twelfth day of March, A.D., 1960 at 10:00 o'clock in the forenoon, then and there to act on the following articles; viz:


ARTICLE 1. To choose one Poundkeeper; two Measurers of Wood and Charcoal; two Surveyors of Lumber; three Field Drivers; two Weighers of Grain - all for the term of one year.


ARTICLE 2. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer and other officers or com- mittees.


ARTICLE 3. To fix the compensation of all elected Town Officers for the ensuing year.

ARTICLE 3. Recommend that compensation for elected Town Officers be fixed as follows: Town Clerk, $1,450.00 per year (all fees to revert to the Town Treasury) ; Town Treasurer, $1,450.00 per year; Moderator, $50.00 Annual Town Meetings, $15.00 Special Town Meetings; Town Col- lector, $2,900.00 per year (all fees to revert to the Town Treasury) ; Tree Warden, $1.50 per hour (includes use of car); Selectmen, 2 mem- bers $600.00 per year, Chairman, $650.00; Assessors, $1.50 per hour (includes use of car when needed); Constables, $1.50 per hour when called on duty by Selectmen, plus fees; Auditor, $200.00 per year; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Members, no salary; Poundkeeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected otherwise than by official ballot) fees only as fixed by General Laws.


ARTICLE 4. To see what disposition the Town will make of the Dog Tax of 1959.


ARTICLE 4. Recommend $905.80 be added to Library Appropriation.


ARTICLE 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensu- ing year and appropriate the same and vote how the same shall be raised.

ARTICLE 6. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


ARTICLE 6. Recommend.


ARTICLE 7. To see if the Town will vote to raise and appro- priate the sum of $8,850.00 to meet the Town's share of the cost of Chapter 81 Highway Work, and that in addition the sum of $16,225.00 be transferred from unappropriated available funds in the treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 7. Recommend.


ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of $1,500.00 to meet the Town's share of the cost of Chapter 90 Highway Maintenance, and that in addition the sum of $3,000.00 be transferred from unappropriated avail- able funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 8. Recommend.


ARTICLE 9. To see if the Town will vote to raise and appro- priate the sum of $5,000.00 to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition

the sum of $15,000.00 be transferred from unappropriated avail- able funds in the treasury to meet the State and County's share of the cost of the work; the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.

ARTICLE 10. To see if the Town will vote to appropriate and transfer from the Road Machinery Fund the sum of $1,500.00 or any other sum to purchase two (2) Two-Way Radios for use of the Highway Department, or take any other action rela- tive thereto.

ARTICLE 11. To see if the Town will vote to appropriate and transfer from the Road Machinery Fund the sum of $3,700.00 or any other sum to purchase a Catch Basin Cleaner for use of the Highway Department, or take any other action relative thereto.

ARTICLE 12. To see if the Town will raise and appropriate the sum of $2,500.00 or any other sum to reconstruct Woodland Dell Road for a distance of 500 feet more or less and the approach to the Fire Station, or take any other action relative thereto.

ARTICLE 13. To see if the Town will vote to accept as a public way the private way now known as Highmoor Drive, as shown on sub division plans of George E. and Joan Y. Morrison, drawn by Kenneth C. Sherman, Engineer, dated October 1955 and October 1957 as filed with the Planning Board, beginning at Main Street and running easterly for a distance of 2300 feet more or less.


ARTICLE 14. To see if the Town will vote to accept as a public way the private way now known as Glenn Drive, as shown on a sub division plan drawn by Durkee, White and

Towne, Engineers, dated April 1, 1958, filed in the Assessor's Office, beginning at Lance Lane and running easterly to Brainard Road for a distance of 1400 feet more or less.


ARTICLE 15. To see if the Town will vote to accept as a public way the private way now known as Devonshire Drive, as shown on sub division plan of Esquire Estates, Revised Lay- out of Lots, dated February 1957, drawn by Smith & Wallen, Engineers, and filed with the Planning Board, beginning at Stony Hill Road and running westerly for a distance of 2521 feet more or less.


ARTICLE 16. To see if the Town will vote to accept as a public way the private way now known as Pine Drive, as shown on sub division plans drawn by Smith & Wallen, Engineers, dated March 1954 and March 1955, known as Woodland Heights and filed with the Planning Board, beginning at Three Rivers Road and running westerly for a distance of 1755 feet more or less.


ARTICLE 17. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $15,000.00 or any other sum to be spent by the Water Department for additional household and business installations for water service, the cost of which is to be collected by the Town from the individuals or concern requesting installations, and which is returned to surplus funds, or take any other action relative thereto.


ARTICLE 17. Recommend.


ARTICLE 18. To see if the Town will vote to raise and appro- priate the sum of $2,500.00 or any other sum for the preparation and publishing of a history of the Town in 1963, or take any other action relative thereto.

ARTICLE 19. To see if the Town will vote to appropriate and transfer from unappropriated available funds in the treasury the sum of $5,500.00 or any other sum, to pay the garbage collector, with receipts from garbage collection subscribers to be restored

as received by the Town Collector to unappropriated available funds in the treasury, or take any other action relative thereto.


ARTICLE 19. Recommend.


ARTICLE 20. To see if the Town will vote to raise and appro- priate a sum of money to construct an ice hockey rink in a con- venient location within the limits of the Town, for the use of members of the Junior Hockey Association and other residents of the Town, or take any other action relative thereto.


ARTICLE 20. Refer to the Playground Committee for further study.


ARTICLE 21. To see if the Town will vote to appropriate a sum of money to enable the Board of Assessors to contract for a professional revaluation of the taxable property of Wilbraham, or take any other action relative thereto.


ARTICLE 21. Defer action pending further study.


ARTICLE 22. To see if the Town will vote to appropriate the sum of $15,000.00 or any other sum for a Reserve Fund to be transferred from the Overlay Surplus Account, or take any other action relative thereto.


ARTICLE 22. Recommend.


ARTICLE 23. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of increasing the Stabili- zation Fund, or take any other action relative thereto.


ARTICLE 23. Recommend $35,000.00 be transferred from available funds and $10,000.00 be raised from taxation.


ARTICLE 24. To see if the Town will raise and appropriate the sum of $1,650.00 or any other sum, which represents the net cost to the Town after deducting the turn in value of the present cruiser, for the use of the Wilbraham Police, or take any other action relative thereto.

ARTICLE 25. To see if the Town will vote to raise and appro- priate the sum of $2,500.00 or any other sum to be expended

under the joint supervision of the Planning Board and the Board of Assessors for the preparation of maps and plans for the use of said Planning Board and Board of Assessors, or take any other action relative thereto.


ARTICLE 25. Recommend.


ARTICLE 26. To see if the Town will vote to authorize the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town 14 days at least before the sale, property taken by the Town under tax title procedure, provided the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inade- quate, or take any other action relative thereto.


ARTICLE 27. To see if the Town will authorize the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town, or take any other action relative thereto.


ARTICLE 28. To see if the Town will vote to amend the By- Law as voted under Article 30 of the Annual Town Meeting held March 15, 1958, to read as follows: "That the Annual Town Election for all Town Officers to be chosen thereat, be held the first Saturday following the Annual Town Meeting which is to be held in March of each year, the date of which Annual Town Meeting to be determined by the Selectmen, and that all provisions of the Town By-Laws which are inconsistent herewith be and are hereby amended to accord with the provi- sions of this vote."


ARTICLE 29. To see if the Town will vote to accept the pro- visions of General Laws, Chapter 136, Section 4B, an act entitled "License to operate Bowling Alleys on the Lord's Day, as en- acted in the Acts of 1946, Chapter 207, Section 3.


ARTICLE 30. To see if the Town will vote to amend the Zon- ing By-Laws as follows: Delete paragraph 5, Section 15 and substitute the following: "5. In all districts, the removal of sod, loam, clay, sand, gravel, or quarried stone, from the premises on which they are located, except when incidental to and in con-

nection with construction of a building for which a permit has been issued or of a driveway, sidewalk or path serving such build- ing or the traveled portion of a way lying within a sub-division shown on a plan approved by the Planning Board and duly recorded in the Hampden County Registry of Deeds, shall be deemed a non conforming use of land, and shall be permitted only if written permission of the Board of Appeals be obtained and under such conditions as the Board of Appeals may impose and make a part of the permit. The Board of Appeals shall in each instance impose such conditions as will protect the neigh- borhood and town against permanent and temporary hazards because of conditions which may be left after operations are completed or because of the methods of handling such material at the site or of transporting such materials through the Town."


ARTICLE 31. To transact such other business as may properly come before said meeting.


And you are directed to serve this warrant by posting attested copies thereof, one at the Post Office at North Wilbraham, one at the Post Office at Wilbraham, and one at Glendale Church, seven days at least, before the time for holding said election and meeting. Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk on or before the time for holding said election and meeting.
