ARTICLE 30. To see if the Town will vote to amend the Zon- ing By-Laws as follows: Delete paragraph 5, Section 15 and sub- stitute the following: "5. In all districts, the removal of sod, loam, clay, sand, gravel, or quarried stone, from the premises on which they are located, except when incidental to and in con- nection with construction of a building for which a permit has been issued or of a driveway, sidewalk or path serving such

building or the traveled portion of a way lying within a sub- division shown on a plan approved by the Planning Board and duly recorded in the Hampden County Registry of Deeds, shall be deemed a non conforming use of land, and shall be permitted only if written permission of the Board of Appeals be obtained and under such conditions as the Board of Appeals may impose and make a part of the permit. The Board of Appeals shall in each instance impose such conditions as will protect the neigh- borhood and Town against permanent and temporary hazards because of conditions which may be left after operations are com- pleted or because of the methods of handling such material at the site or of transporting such materials through the Town."
ARTICLE 31. To see if the Town will vote to amend the Zon- ing By-Laws by changing from Residence "A" to "Neighborhood Shopping" property located at the intersection of Boston Road and Silver Street starting at Boston Road and running southerly on Silver Street for a distance of 357 feet more or less, thence westerly along Boston and Albany Railroad for a distance of 700 feet more or less, thence northerly for a distance of 265 feet more or less, thence easterly for a distance of 500 feet more or less, thence northerly for a distance of 160 feet more or less, thence easterly along Boston Road for 200 feet more or less to point of beginning.
ARTICLE 32. To see if the Town will vote to authorize the Board of Selectmen to take by eminent domain, or acquire by purchase, land to be used as a recreational area to provide for swimming, picnicking and other recreational activity, and de- scribed as follows: Generally known as Spec Pond Recreational Area, a parcel of land on the northerly side of Boston Road sup- posed to be owned now or formerly by State Line Potato Chip Company, Inc., George W. and Nellie Motyka and Construc- tion Service, Inc., and bounded as follows: Southerly by Boston Road, 1220.08 feet; westerly by other lands of State Line Potato Chip Co., Inc. and Construction Service, Inc., 1581.77 feet; northerly by the Boston and Albany Railroad, 1679.72 feet; east- erly by Narreau and other land of Motyka, 1332.87 feet. That a sum of money be appropriated, or take any other action rela tive thereto.

ARTICLE 33. To see if the Town will vote to authorize the purchase, and retention for future public use, of the property located on the east side of Main Street owned by the Wilbraham United Church and being the site of the wooden church build- ing formerly occupied by that Church and appropriate the neces- sary funds therefor, or take any other action relative thereto.

ARTICLE 34. To see if the Town will vote to raise and appro- priate the sum of $5,000.00 to be used by the Water Commis- sioners for the purpose of obtaining hydraulic engineering service and preparing a master plan for the Town of Wilbraham rela- tive to future water main extensions, and also instruct the Water Commissioners to report to the townspeople at a Special Town Meeting before November 1, 1961, or take any other action relative thereto.
ARTICLE 34. Recommend.
ARTICLE 35. To see if the Town will vote to rescind the vote of March 14, 1959 known as Articles 26 and 27, when by majority vote the Town accepted the provisions of the General Laws, Chapter 40, Sections 42G, 42H, and 42I whereby the Town may levy special assessments to meet the whole or part of the cost of laying pipes in public and private ways for the conveyance or distribution of water to its inhabitants.
ARTICLE 35. Not recommended.
ARTICLE 36. To see if the Town will vote to appropriate the sum of $97,000.00 or any sum to install and purchase a 10- inch water main from the now existing water system (with appropriate hydrants) to the Palmer line; determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, and/or by the issuance of a loan under authority of Chapter 44 of the General Laws.

ARTICLE 37. To see if the Town will vote to accept Section 16A of Chapter 51 of the General Laws, thereby establishing an election commission, or take any other action relative thereto.
ARTICLE 38. To see if the Town will vote to accept the pro- visions of the General Laws under Chapter 40, Section 8A for the purpose of establishing an Industrial Development Commis- sion, or take any other action relative thereto.

ARTICLE 39. To see if the Town will vote to raise and appro- priate the sum of $600.00 for expenses for the current year for use by the Industrial Development Commission as authorized under Chapter 40, Section 5, paragraph 47 of the General Laws, or take any other action relative thereto.

To see if the Town will vote to adopt the fol- lowing By-Laws: "No person shall fire or discharge any firearms or explosives of any kind within the limits of any highway, park, or other public property, or on any private property except with the consent of the owner or tenant thereof or the agent of either; provided, however, that this By Law shall not apply to the lawful defense of life or property, or to any discharge of firearms in accordance with law enforcement," or take any other action relative thereto.
ARTICLE 41. To see if the Town will vote to instruct the Selectmen to discharge the moral obligation of the Town and settle the claim for personal injury of Charles E. Dorey resulting from a fall in the Town Hall Building on June 6, 1960; and raise and appropriate any sum of money therefor; or take any action relative thereto.

ARTICLE 42. To see if the Town will vote to authorize the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town 14 days at least before the sale, property taken by the Town under tax title procedure, provided the Selectmen, or whomsoever they authorize to hold such public auction, may reject any bid which they deem inade- quate, or take any other action relative thereto.
ARTICLE 43. To see if the Town will vote to rescind the action taken in Article 2 and Article 3 of the Special Town Meeting Warrant of January 16, 1961, authorizing the purchase of land of Andrew L. and Elenora Gruszka, River Road, and Stanley J. and Fannie B. Krzesik, River Road.

ARTICLE 46. To see if the Town will authorize the Selectmen to institute or defend suits and employ counsel for the purpose of protecting the interests of the Town, or take any other action relative thereto.
ARTICLE 47. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1961, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.

ARTICLE 48. To transact such other business as may properly come before said meeting.
