It was deemed necessary to re-establish the school in the Wm. Foss neighborhood for the fall and winter terms and it will probably be necessary to continue it. The town of Hartland was allowed to repair and use the schoolhouse at Costen's Corner and five children from this town were schooled there, Athens paying tuition. This was done to save conveyance.

The addition to the Washington schoolhouse provided a light, pleasant, and sufficiently commodious primary school room in season for the fall term, leaving the old room for the higher grades. During the spring term, the primary school occupied the old school room and the higher grades the upper room of the Academy. The effects of this division of the schools upon the scholarship of the pupils has been highly gratifying. We wish to express our appreciation of the deep interest the Select- men manifested in the work of providing the new school room.

The Longfellow school on Bunker hill failed to maintain a yearly average of eight pupils and we would recommend that you authorize your Superintending School Committee to dis- continue this school.

The new requirements of the state upon Somerset Academy will add very much to the efficiency of that institution and to the value of its courses of study and enable the School Board to raise the standard of the grammar school work in the common

-

24

schools. But they place the Academy in a difficult position financially for it will lose, for a time, some out of town tuitions and must do thirty-six weeks work in a year, while it only has means to provide thirty weeks of instruction. This is a critical time in the life of the Academy. It is an institution of great value to the town, furnishing an opportunity for the children of poor people to pursue valuable courses of study at a small cost and for pupils, too young to leave home for distant schools, to be at home, at least, once each week and, at all times, to be where their parents can know of their conditions and habits as they could not if the children were at Waterville or Readfield.

In view of these things, we earnestly recommend that the town shall raise the sum of $250 for High School purposes and expend that sum and the state stipend of $250, making $500 in all for the tuition of all qualified High School pupils at Somerset Academy, provided that institution shall maintain thirty-six weeks of school each year of standard grade. We do not believe the town can afford to do less than this, for the benefits that will accrue to the present and future students of the town will be far in excess of the cost.

Respectfully submitted,

CHAS. E. BALL, Dist. Supt. of Schools.

GEO. C. HIGHT, ELLEN P. JONES, L. G. MARCH,

Superintending School Committee.
