THE STATE OF NEW HAMPSHIRE


To the inhabitants of the town of Hebron in the County of Grafton in said State, qualified to vote in Town Affairs :


You are hereby notified to meet at Town Hall in said Hebron on Tuesday, the 9th day of March next, at nine of the clock in the forenoon, to act upon the following subjects :


I. To choose all necessary Town Officers for the year ensuing.


2. To raise such sums of money as may be neces- sary to defray town charges for the ensuing year, and make appropriation of the same.


3. To see if the town will vote to raise money for State aid and Trunk line maintenance.


4. To see if the town will vote to accept State aid and raise money for same.


5. To see if the town will vote to accept the pro- visions of Chap. 117, Laws of 1917, on a section of the Sunapee Lake road, so called, and appropriate or set aside from the amount raised for highway work the sum of $200 for this purpose.


6. To see what action the town will take in regard to replacing the wooden Jewell bridge (so called) with an iron one, and bond the town for same.


7. To see what action the town will take in regard to protecting the edges of the lawns on the common.

8. To see if the town will vote to put in surveyors instead of agents to look after the town roads.


9. To see what action the town will take in regard to white pine blister rust and raise money for same.


IO. To see what action the town will take in regard to Old Home day and raise money for same.


Given under our hands and seal the 6th day of Feb- ruary, in the year of our Lord nineteen hundred twenty.

REPORT OF THE SCHOOL SUPERIN- TENDENT


To the Citizens of the School District of Hebron :-


I present herein my first annual report as superinten- dent of schools, the report including the five months from Sept. I to Feb. I.


The outstanding fact in this district, as in all others of the state, is the new educational act which went into operation Sept. 1, 1919, by which the more wealthy com- munities of the state will generously come to the assist- ance of those less fortunately situated, so that the oppor- tunities for education may be as nearly equalized as possible, and every child in the state shall have the privi- lege of attending a standard school. A standard school is defined by the act to be a school (I) maintained for at least thirty-six weeks, (2) in a suitable 'and sanitary building, (3) equipped with approved furniture, books, maps and other necessary appliances, (4) taught by an approved teacher, (5) directed and supervised by an approved superintendent, (6) with suitable provision for the care of the health and physical welfare of all pupils.


I shall confine this report to a statement of what has been done by your school board and superintendent in carrying out the terms of this act in Hebron.


I. Doubt has been expressed as to the possibility of maintaining schools in a region with scattered population, drifting snows and low temperatures. We have succeeded in maintaining schools thus far through one of the severest

winters on record, so that there is no longer any reason for doubt. Up to the end of the present week, Feb. 13, we have completed in the Hebron school twenty-one weeks and in the East Hebron school twenty-two weeks. We shall have ample time to complete the full school year of thirty-six weeks between the middle of March and the first of July.


2. The school buildings of the district are in excel- lent condition and will require only minor changes to make them "suitable and sanitary" buildings within the meaning of the act. They are, in fact, in better shape than any rural schools within the supervisory union. The East Hebron school is small and somewhat cramped for the work which we are trying to do, and especially for that which we may try to do in the future. The comfort and efficiency of the school would be greatly increased if the building could be enlarged by the addition of one or two small rooms for the preparation and serving of hot lunches, for the storage and care of supplies and other school purposes. Land for a playground is also much needed. An automobile highway is not a suitable place for children's games. We have a fund for playground equipment, but no place to put apparatus.


3. The schools are equipped with suitable seats and desks, though I should hope, if new ones are needed in future, that single and not double desks will be purchased, and that they be both adjustable and movable. It is desirable that desks and seats be exactly adjusted to the size of pupils using them, in the interests of straight bodies and good health, and it is a great convenience to be able to clear the room of movable furniture, for various school and community purposes. An abundance of sup-

plies and text books has been provided and the schools are equipped for the work of the year. As the price of school supplies is continually advancing, it has been thought wise to purchase for some time ahead.


4. It is the intention of the educational act that none but trained and qualified teachers shall be admitted to New Hampshire schoolrooms. It is impossible to attain this ideal at present, however, for there are not enough of such teachers to supply the schools. I cannot overstate the gravity of the situation as regards qualified teachers. Not only are teachers leaving the profession in vast numbers, but the supply of young people looking for- ward to teaching and fitting themselves in the normal schools has diminished alarmingly, while the number of children to be taught is constantly increasing. Even if teaching positions are made satisfactory in the matter of salary and in other respects it will take years for the supply of qualified teachers to equal the demand. Mean- while many schools will be without teachers or taught by those not properly qualified for their work. Under these circumstances it will be a crime against childhood for any community to allow competent teachers to depart because their positions have not been made satisfactory.


The district has been fortunate, under the conditions which I have described, in being able to secure experi- enced teachers for both of its schools. Mrs. Bertha Waite Braley has taught the Hebron school and Miss Stella Marion Adams the East Hebron school.
