The work of a superintendent of schools is both ad- ministrative and educational. I need hardly say that the administrative side of my work has been the absorbing one for the last half-year. The task of organizing the

schools of the various districts, with the assistance of the school boards, in accordance with the new act, has been a large one, in which I can only report progress. To the educational side of my work, the careful inspection.and supervision of teaching, the testing of pupils and the direc- tion of their work, I have been able to give much less time than I hope to give in the future.

The lack of physical fitness revealed by the draft has set Americans to thinking, and in particular has stimulated the people responsible for the conduct of the , schools to review their procedure to see if they have not left something undone, and if in future they cannot rear a race with better bodies. It is the intent of the edtica- tional act that every effort shall be made to remedy physi -. cal defects and to cultivate strong bodies and positive health. A school physician has been engaged by your school board, who will, at the opening of the spring term, examine all the children, and notify parents of defects requiring attention. It will be a part of our school pro- gram, also, to have such calisthenic exercises as will help to neutralize the evils of a sedentary occupation.
It is a pleasure to acknowledge the uniform courtesy and helpfulness of everyone connected with the schools. School board, teachers and parents have worked together for the best interests of the children.

SCHOOL BOARD REPORT
The attendance of our winter term was broken up on account of sickness. The East Hebron school has been furnished with equipment for getting hot lunches; also the village school. There has been money raised by subscription for playground equipment.
Our village school is sadly in need of pupils. Why don't our village friends adopt some children ? They are better pets than cats and dogs, and it would help your school, and at the same time help you.
The East Hebron school yard consists of a few feet of ground in the state highway. It seems necessary that some action be taken this year to secure an enlargement of the playground.

To the inhabitants of the town of Hebron in the County of Grafton in said State, qualified to vote in Town affairs :
You are hereby notified to meet at Town hall in said Hebron on Tuesday, the 8th day of March next, at nine of the clock in the forenoon to act upon the following subjects :
1. To choose all necessary Town officers for the year ensuing.
2. To raise such sums of money as may be neces- sary to defray town charges for the ensuing year and make appropriation of the same.
3. To see if the town will vote to raise money for State Aid and Trunk Line Maintenance.
4. To see if the town will vote to raise money for Trunk Line construction.
5. To see what action the town will take in regard to building an iron bridge in place of the wooden Jewell bridge, and raise money for the same.
6. To see what action the town will take in regard to selling the lots of Davis land on which the tax hasn't been paid.
7. To see what action the town will take in regard to Old Home day.
8. To see what action the town will take in regard to roller skating in town hall.

9. To see what action the town will take in regard to shingling the town hall and raise money for same.
10. To see if the town will vote to grant permission to build a kitchen and dining room on the chapel.

REPORT OF THE SUPERINTENDENT OF
SCHOOLS
To the Citizens of the School District of Hebron:
I present herein my second annual report as super- intendent of schools.
The facts relating to the Hebron schools for the school year 1919-'20 are indicated by the following table :

I think the citizens of Hebron will be interested in some comparative figures showing, in certain particulars, a comparison with the other districts in the supervisory union, Table B, and in other particulars with other towns in this part of the state, Table C.
It will be seen (Table B) that all towns of the union, with the exception of Bridgewater, lost population be- tween the census of 1910 and that of 1920. The great majority of rural towns in the state suffered a similar loss, as did those of the entire country. This move- ment, if continued further, of course spells disaster, and it is the business of every good citizen to do whatever is possible to check it. Is it not plain that good schools are a vital factor in the situation, and that the commu- nity which maintains good schools will be able to offer

attractions in competition with the city which the one failing to maintain good schools cannot offer.
The table shows that Hebron, alone of the strictly rural districts in the union, succeeded in maintaining all schools for the full year demanded by the educational act. The other districts, owing to various difficulties, were obliged to ask permission of the state board to cut the year short in one or more schools. A comparison with the record of the previous year shows a marked improvement, with a gain from 29 to 36 weeks. It will certainly be possible to make as good a record this year.
It will be seen by the table that teachers' salaries have advanced in all districts, together with most of the costs of maintaining schools, and this has led to greatly increased demands upon the State Board. Grants to each district have been largely increased. Hebron is the only district in the union which has not yet applied for state aid, the tax of $5 on a thousand required for receiving such aid having been sufficient this year to maintain the schools.
Table C is comprehensive enough to give a good idea of the range of salaries of elementary teachers in the rural towns of New Hampshire. The last column shows the heavy cost of educating children in rural districts, where each teacher instructs only a small number of pupils. For this table I am indebted to Superintendent W. H. Buker, of Meredith, who has lately collected the figures.
