I also found that Cummings W. Plaisted's family, though living in Jefferson, were being supported by Lancaster. An investigation proved it to be a county charge, and we thus escaped a large expenditure.
It seems to have been customory to allow each one of the poor to go to the stores and trade for themselves and in that way some large bills were frequently run up. As soon as possible I changed this plan, and now the only way the town assumes a debt is upon an order from the overseer. This seems to be a more pleasant way.
The largest single item of expense is the physicians bills, which seem to be beyond the control of the overseer. as sickness and medical attendance go together. However, the past year the charges have been as moderate as circum- stances would permit. I wish to acknowledge many courte- sies and much assistance from the medical fraternity in keeping the expenses at such a low figure.

I have taken this space and gone into these details and itemized amounts of the entire transactions, so that the tax- payers might be able to act understandingly in the matter.
