Report of Superintendent of Schools
TO THE SCHOOL BOARD OF JAFFREY:
I herewith submit to you my second annual report. Fortu- nately the rearrangement of supervisory districts under the new educational law, placing the entire state under supervision, made but little change in the geographical arrangement of this district. The acquaintance with school conditions in the several districts in this union, gaincd during the past year, has been of great assistance in carrying out the work under the direction of the State Department.
The complete change in the working force of the Conant High School presented a matter of considerable difficulty in view of the great shortage of teachers. For Headmaster we secured Mr. Walter L. Mason of Boothbay Harbor, Maine, a graduate of the University of Maine, a teacher of more than ten years' experience. His ability both as a teacher and as an executive was shown from the outset, and with the capable and well trained assistants obtained, the school has been able to maintain a creditable standard. Not only is the school approved by the State Department, but we also maintain our standing with the College Entrance Board, which admits, without exam- ination, graduates of the school to all colleges working under this agreement.
The enrollment of the high school has been 54 as against 53 last year, and the average attendance 50 as against 43 last year. This improvement in attendance and the greatly improved spirit of the school has been an important factor in maintaining the standard of the school.
Last year we recommended the election of another teacher to assist in the development of the junior high department, and Mr. William R. Higgins was secured in April to take part of the work in grades seven and eight. At the opening of school in September Miss Smith, who taught the sixth grade last year, was made principal of the junior high department. The seventh and eighth grades are now receiving the attention they deserve and I am sure the results will be shown in greatly improved work as they advance into the high school.
In the primary building Miss Costello was transferred at her own request from the first to the fourth grade, and Miss Mabel Enslin, a graduate of Fitchburg Normal School, a teacher with two years experience, succeeded Miss Costello in the first grade. This was the only change in the primary school. The room in Union Hall that was opened a year ago to relieve the congestion in the first two grades has been continued with Miss Wetherbee

in charge. Thirty pupils are thus given special attention, allowing 48 in the regular first grade and 45 in the regular second grade.
These grades are still too large for the best work to be done, but conditions are vastly better than they were before the open- ing of the room in Union Hall. We need a similar room for the backward pupils in grades three and four, but there seems to be nothing available at present.
The two rural schools remain practically the same size as last year. There are fourteen pupils at No. 4, and thirteen at No. 9, Both schools are taught by the same teachers as last year.
We were able to secure a supervisor of Music this year and Miss Ethel C. Grimes of Peterborough has charge of this work which is keenly appreciated by both pupils and teachers. Miss Grimes devotes one day each week to the village schools and also attends to the work in the rural schools.
At the opening of the next school year the high school will have three courses offered, Academic, Commercial and Domes- tic Arts. The old general course is being offered this year for the last time. The development of the Commercial and Do- mestic Arts courses to give four full years of work will confine the teachers of these courses pretty closely to the work in their own departments and in order to properly develop the junior high department a new teacher will be needed at the opening of another year.
Noon lunches have been served by the Domestic Arts depart- ment as was the case last year and have continued to be popular.
The matter of transportation has been one of grave concern on account of the large number of pupils carried both on the route from Jaffrey Center and Squantum. The school board have purchased two Wayne School cars to run on these routes which, we believe, will make conditions much more satisfactory. These cars were ordered in December, but owing to the conges- tion of freight they have not yet arrived.
The evening school has been carried on three evenings a week since the middle of October. The enrollment has not been as large as last year but the conditions seem to warrant its contin- uance. Mr. Mason has attended to the greater part of the work although Miss Hildreth and Mr. W. W. Hildreth have assisted during part of the time.
Probably the most important problem facing not only Jaffrey, but also every other school district in this section, is that of retaining an efficient teaching force for another year. General Streeter of the State Board of Education quotes figures showing that twenty-two per cent. of the teaching force of the

entire country have dropped out of the profession during the past ycar. The positions thus left are either still vacant or filled largely by immaturc and untraincd teachers.
The reason most generally assigned for these conditions is the inadequacy of salaries to hold teachers now in service and attract new ones to that service. Our New Hampshire normal schools are graduating barely fifty per cent. of the number grad- uated only a year ago. .
In order to meet this situation a substantial raise in salaries must be granted and I believe we shall not look in vain to the citizens of Jaffrey in this matter. We have fared exceptionally well in our schools during this period of unrest. One half of our teaching force of last year returned and the new members are all but two experienced teachers, and those two have received excellent training for their work. Having assembled such a ca- pable teaching staff under present conditions I feel that we should exert every effort to retain it.
These are the conditions as I have found them in our local schools; also the few suggestions based upon a careful consideration. Our schools are not ideal. Schools open to criticism do not exist. To one critic the school accomplishes too little. Another finds his child is working too hard. Does one ever consider that this year a teacher may have a class whose unity is marked? It may be possible to find next year's class for the same grade one of stragglers. There is the possibility of one-half the scholars in a class holding back the entire number. This we have tried to eliminate by special divisions for grades, one, two, five and six. We need a similar room for pupils from grades three and four. Instead of telling what ought to be done here simply be- cause it is done somewhere else l believe it is better to first see what the local conditions allow us to do.
The normal conditions of school life allow regular promotions. If a child is physically able to attend school; if he brings with him the co-operation of his parents; if he is not tied hand and foot by outside engagements; if he entrusts his welfare to his teacher, the doubts about his promotion are in the imagination.
Our schools are the centers for the growing, working life. From them comes the best. In every child there is a best. It is the aim of the Jaffrey schools to find that best.
