STATE OF NEW HAMPSHIRE


To the inhabitants of the town of Piermont, in the coun- ty of Grafton in said State, qualified to vote in town af- fairs.


You are hereby notified to meet at Town House in said town on Tuesday, the 12th day of March next, at nine of the clock in the forenoon, to act upon the following sub- jects :


To choose all necessary town officers for the year en- 1 suing and to elect a delegate to the constitutional conven- tion.


2 To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appro- priation of the same.


3 To raise such sums of money as may be necessary for highways and bridges.


4 To see what amount of money the town will raise to secure state aid for permanent highways.


5 To see if the town will vote to raise the amount of money necessary to secure state aid for maintenance of roads under state aid.


To see if the town will vote to grant a discount on 6 taxes paid before a certain date fixed by the town.

In order to meet the requirements of Chapter 129, Sec. 4, Laws of 1917, which requires all outstanding notes' written on demand, to be retired before Jan. 1st, 1919- Demand notes to the amount of $12,692.50 have been re- tired. This was accomplished in part by the issue of Serial notes as provided for in Chapter 129, Sec. 2, laws of 1917, and in part by the payment in full of some of the notes. This leaves the following notes (which are demand notes) to be provided for before January 1st, 1919:

There are two ways that funds to retire the above notes may be provided. One is to appropriate at our March meeting the amount needed. The other is to borrow on a Serial note or notes. Under the present conditions it is extremely doubtful if funds can be borrowed at a reason- able rate of interest if at all. The Serial notes which have been issued provide for the full payment of the present town debt (excepting as above) on January 31st, 1932. This meets the requirements of the present law as we understand it.


The law changing the ending of the fiscal year from February 15 to January 31st, caused some confusion and delay in settling up the town's affairs. The adoption of the uniform system of town accounting which is required by law, has been somewhat expensive to install, but the supplies furnished will be ample for several years and must Le of value hereafter.

REPORT OF SUPERINTENDENT OF SCHOOLS.


To the Inhabitants of the Town of Piermont, I present my second school report.


There were eight schools in session during the spring. At the close in June, nine pupils were graduated, four con- tinuing their studies in the fall.


Eight schools were opened in September. 78 pupils enrolled, a decrease of a little more than 20% from one year ago.


Two schools retained the same teachers of the previous year, Miss Cook in the Primary, Miss Morrison in the In- termediate. Several families moving reduced the attend- ance in the village schools to thirty. At the close of the fall term it was thought best to close the Primary building, putting the children into two rooms, thereby eliminating the expense of one school.


The teacher in the Turnpike school could not return for the winter and as the school board was not able to find a teacher, no school has been in session. Only four pupils in the school they were permitted to take books from the school, so to study at home, as the parents were not will- ing to have them carried to other schools, on account of the distance.


In East Piermont were only two pupils and they were taught at home, twenty weeks, which plan was satisfacto- ry to the parents and a saving to the town.


I am pleased to see more names of parents in the vis- itor's column, and hope they keep steadily increasing, as in no way can we manifest our interest in the work of the school, than by our presence there.


I regret the absence of the ninth grade in our schools, for I feel that the pupils certainly need the work of that grade, whether they enter High school or never go beyond the Grammar.


Schools have been in session 32 weeks, with two weeks more, but as the town calls for a report closing January 31st, I make it at this time. I have made 55 visits during the three terms. Owing to the extreme cold weather have not been able to visit as much this winter as usual, visited most of them twice, and intend to once more before they

close. At all times I have been shown courtesy and friendliness by teachers and pupils, and in return have tried to encourage and help, in my suggestions. Respectfully submitted, JENNIE C. ANDROSS.
