REPORT OF THE SUPERINTENDENT OF SCHOOLS

To the School Board of the Piermont School District: As district superintendent, I am herewith presenting for your consideration a brief report for the first half of the school year of 1918-19.

Thus far my work has been mainly that of getting acquainted with the general school conditions, of put- ting good tools in the way of good books and supplies into the hands of the teachers, of checking up the daily program in each school and of advising and assisting teachers in regard to the many problems which arise from day to day. Nothing revolutionary has been un- dertaken. The educative process is of slow growth and the yearly result may not be startling but each year should see continuous progress in the way of higher standards of scholarship, of better attendance, of more adequate housing conditions, of higher grade teachers and of general school efficiency.

In general the text books were badly worn and out of date. As far as the appropriation allowed these have been replaced by the best modern texts. The new books include arithmetics, geographies and English texts for all grades, histories for grades 4, 7 and 8, and dictionaries for the rural schools. As far as possible the old books have been used for exchange in order to lessen expense. There is still need of new physiologies of histories for grades 5 and 6, of supplementary read- ing for all grades and of wall maps for use in geogra- phy and history. At present there are no usable maps in the district.

The total enrollment for the present year in the seven schools is 75. The largest number in any school is fifteen at Clay Hollow, the smallest 5 in the Rodiman school. Three of last year's teachers returned in the fall and Mrs. Martha Clough took charge of the Brook Road school in the winter, so that the district has the

23

advantage of four experienced teachers. Miss Higgin- bothan at Clay Hollow is a graduate of the Worcester Normal School. The problem of keeping competent teachers is a most vital one and the only solution is to advance salaries.

The average monthly salary for teachers in the town last year was $38.37. This year it is $45, an in- couraging increase. In comparison with the wages of other kinds of labor at present we can not complain that our teachers are at all grasping, especially when we think of what is required of them in the way of refine- ment and education.

The average number of weeks in town schools last years was something less than 32. It is hardly reason- able to expect that under average conditions schools can accomplish as much in 32 weeks as other towns which have from 36 to 40 weeks. Perhaps this accounts for the fact that some pupils are unable to complete the elementary work in eight years.

It seems to me that there are at present excellent opportunities in Piermont for a partial consolidation of schools through transportation. The schools on the brook road and state road could easily and quickly be brought to the village where there is plenty of room. For the larger part of the year this could be done by motor bus or truck very satisfactorily. Success here would require comfortable and responsible transporta- tion and careful and competent supervision during the noon hour.

I have found in Piermont some excellent teachers, capable and interested pupils and a public sentiment favorable to permanent progress.

Respectfully submitted,

NORMAN J. PAGE
