On the 1st of September Governor Howell issued these General Orders :

TRENTON, September 1st, 1791.
By the command of the President of the United States, the troops in requisition from the State of New Jersey, which were detailed from Major General Dayton's command and from the Cavalry and Artillery of this State, by order of the 23 1 of Angust last, are to rendezvous at Trenton, where they will be provided with everything necessary for the expedition, and wait further orders. Dispositions have been made by order of the national executive for the supply of provisions, forage, fuel and transportation to the general rendezvous at Trenton, where they will be met with tenta and camy equipage necessary for their march. The troops from the second division will take up their line of march by the most direct ronte to New Brunswick, where they will apply to Mr. John Bray for provision and forage, and those of the third and fourth and first divisions to Trenton, to which place the troops of the second will also proceed. The stipulate 1 price of rations will be allowed from the time of march till their assembling at Trenton, to such as may not draw from the public stores and choose to furnish themselves; but if inter- mediate appointments are judged necessary to be made, three days' notice must be sent to Mers:s. Hurt & Bray by the Brigadier commanding the detachment, who will take the necessary precautions. No longer time will be allowed for the arrival of the troops at rendezvous, than what will appear to have been absolutely necessary for accomplishing their march, after receiving marching orders, which period the officers com- manding companies, &c., are required to note with precision, together with the name of the place where they halt each day ca their route. The strictest regard to discipline and good order ia to he observed on the march and the rights of property are to be scrupolonaly preserved to individuals.

The detail thus made having assembled at the rendezvous at Trenton were mustered into the service of the United States for three months. The cavalry was mustered September 14th, and on the 17th was ordered to cross the Delaware river The artillery was mustered September 20th, and the infantry at different dates, such as 20th, 21st, 24th, 26th, 27th, 29th, the artillery and the frat detachment of the infantry com- mencing their march into Pennsylvania September 22d.
In their line of march they passed through Newtown, Norristown, Reading, Harrisburg and Carlisle. At the latter place they were reviewed by the President of the United States.
About this time President Washington issued another Proclamation.
WHEREAS, From a hope that the combination against the constitution and laws of the United States in certain of the western counties of Pennsylvania would yield to time and reflection, I thought it enficient in the first instance rather to take measures for calling forth the militia, than immediately to embody them; but the moment is now come when the overtures of forgiveness with no other condition than a submission to law have been only partially accented-when every form of conciliation not inconsistent with the being of government has been adopted without effect; when the well-disposed in those counties are unable by their influence and example to reclaim the wicked from their fury, and

are compelled to associate in their own defence; when the proffered lenity has been perversely misinterpreted into an apprehension that the citizens will march with reluctance ; when the opportunity of examining the serious consequences of a treasonable opposition has been employed in propagating principles of anarchy, endeavoring through emissaries to alienate the friends of order from its support and inviting ita enemies to perpetrate similar acts of insurrection ; when it is manifest that violence would continue to be exercised npon every atterapt to enforce the laws. When, therefore, government is set at defiance, the contest being whether a small portion of the United States sball dictate to the whole Union, and at the expense of those who desire peace, induige a desperate ambition.
Now, therefore, I, George Washington, President of the United States, in obedience to that high and irresistible duty, consigned to me by the Constitution "to take care that the laws be faithfully exeented," deploring that the American name should be sullied by the outrages of citizens on their own government; commiserating such as remain obstinate from delneiot ; but resolved in perfect reliance on that Gracious Providence which so signally displays its goodness towards this country, to reduce the refractory to a dne subordination to the laws : do hereby declare and make known, that with a eatisfaction which can be equalled only by the merits of the militia summoned into service from the states of New Jersey, Pennsylvania, Maryland and Virginia, I have received intelligence of their patriotic alacrny in obeying the call of the present, though painful, yet commanding necessity ; that a fores which, according to every reasonable expectation, is adequate to the exigency, is already in motion to the scene of disaffection ; that those who have confided, or shall confide in the protection of the government shall meet full snccour under the standard and from the arms of the United States; that those who having offended against the laws have aince entitled themselves to indemnity, will be treated with the most liberal good faith, if they shall not have forfeited their claim by any subsequent conduet, and that instructions are given accordingly.
And I do moreover exhort all individuals, officers and bodies of men, to contemplate with abhorrence the measures, leading directly or indirectly to those crimes which produce this resort to military coercion ; to cheek, in their respective spheres, the efforts of misguided or designing men to substitute their misrepresentation in the place of truth, and their discontents in the place of stable government; and to call to mind that as the people of the United States have been permitted, under the Divine favour, in perfect freedom, after solemn deliberation, and in an enlightened age, to elect their own government, so will their gratitude for this inestimable blessing be best distinguished by firm exertions to maintain the Constitution and the laws.
And lastly, I again warn all persons whomsosver and wheresoever not to abet, aid or comfort the insurgents aforesaid, as they will answer the contrary at their peril; and I do also require all officers and other citizens, as far as may be in their power, to bring under the cognizance of the laws all offenders in the premises.
In testimony whereof I have cansed the seal of the United States of America to be affixed to these presents and signed the same with my hand. Done at the city of Philadelphia, the twenty-fifth day of September, one thousand eeven hundred and ninety-fonr, and of the inde- pendence of the United States of America, the nineteenth.

After the troops ordered ont by the President had all assembled at Carlisle they marched to Shippensburg. Stransborg, crossed the Blne Monntains to Bedford, Parkinson'e Ferry, Brown'e Ferry, to Pittsburg. At Bedford President Washington gave instructions to Governor Henry Lee, of Virginia, and appointed him to command the army. From this time forward many arrests were made, until finally, over- awed by the approach of such a large and efficient force, " the whiskey boys " succumbed, asked the clemency of the government authorities and pledged their future submission to the law. The army commenced ita return march November 21st, 1794, and the New Jersey Militia arrived in New Jersey December 20th, and was discharged at Trenton, December 23d, 24th and 25th, 1731.
In organizing the troops from New Jersey, the Governor of the State, Richard Howell, whose former service was as Major, Second Regi- ment, New Jersey Continental Line, in the Revolutionary War, took command of all the State force called out for this tour of duty, and waa assigned, October 9th, to a division which was known as the " right wing of the army "
Brigadier General Anthony Walton White, at that time Adjutant-General of the State and during the Revolutionary War Colonel of the First Regiment, Continental Dragoons, was ordered in command of the New Jersey Cavalry, and in October was selected to command all the cavalry in the army.
Brigadier General Joseph Bloomfield, of the First Brigade, Fitat Division of the militia of the State, and formerly Major in the Third Regiment, New Jersey Continental Line, was ordered in command of the New Jersey brigade, which consisted of two batteries of artillery and four regiments of infantry.
Major-General Frederick Frelinghnysen, Colonel of the First Battalion, Somerset County, New Jersey, Militia in 1777, took command of a Legion composed of Philadelphia Horse, McPherson Blues and several other organizations. Lieutenant-Colonel Jonathan Ford Morris, of the Somerset County Brigade of Militia, commanded, as Captain, a company of Jerseymen in this Legion.
