No public porter or handcartman shall ask, demand, or receive any greater rate or price for trans- porting any article or articles, than is herein allowed, under the penalty of five dollars for each offence. No public porter or handcartman shall be entitled to receive or recover any pay or fare from any person from whom he shall have asked or demanded any greater price or rates than he may be autho- rized to receive by this title.
No public porter or handcartman shall be entitled to recover or receive any pay or fare from any per- son for the transportation of any article or articles, unless his name and number of his license, and the rates shall be fixed, and the badge worn, agreeably to law.
Upon the trial of any cause commenced for the recovery of any of the aforesaid prices or rates, it shall be incumbent on the plaintiff'in such action, to prove that the badge was worn, and the prices fixed agreeably to law, at the time the services were rendered, or which the suit was brought.

The United States are divided into the following nine Judicial Circuits, in each of which a Circuit Court is held twice every year, for each State within the Circuit, by a Justice of the Supreme Court, assigned to the Circuit, and by the District Judge of the State or District in which the Court sits.
