Agricultural Statistics-Joseph A. Becker, Statistician, representing state and federal departments of agriculture.
The Division of Agricultural Statistics, (1) makes forecasts of acre- age, condition and probable yield of crops, (2) compiles final estimates of acreage, production and value of crops, and of the numbers and value of farm animals. Monthly bulletins carry the forecasts and an annual report on January 1 gives final estimates by counties for the year. This work is made possible by the assistance of the assessors of the state and a corps of 1,500 voluntary crop correspondents. By a cooperative arrangement with the U. S. Bureau of Crop Estimates, the Wisconsin Field Agent of that Bureau is also statistician of this division.
Entomology-S. B. Fracker, acting entomologist; H. J. Ninman, Plant Pathologist; W. O. Blanchard, Inspector.
The Division of Entomology has the responsibility for the control of plant diseases and insect pests. It inspects nurseries, orchards, parks, and city trees for such diseases and insects, gives advice in regard to their eradication and takes measures for their control when necessary. Licenses are issued to nurseries and nursery agents. In connection with this inspection the division has charge of barberry eradication, a measure adopted for the protection of grain against black rust. It is also in charge of White Pine Blister Rust eradication, an introduced disease of white pines. All importations of plant material from foreign countries are inspected to prevent the introduction of new insects and diseases. Insecticides and fungicides are inspected and analyzed to see that they conform to the required standards. Administration of the apple grading law is also in the hands of this division. Apiary in- spection is carried on for the eradication and control of the various contagious diseases of bees which have secured a foothold in many parts of the state.

Feed & Fertilizer Inspection-W. H. Stroud, Director and chief chem- ist; D. R. Mihills, field inspector; Helen Churchill, assistant chemist.
The Feed and Fertilizer Inspection Division has charge of the en- forcement of the Feed and Fertilizer laws which were framed for the purpose of protecting farmers against fraud and misrepresentation in the sale of these products.
This Division issues licenses, inspects stocks in stores, warehouses and mills, analyzes feeds and fertilizers, reports violations of the laws for prosecution, assists the district attorney in prosecutions, and dissem- inates information among consumers regarding feeds and fertilizers.
Horse Breeding-Dr. A. S. Alexander, Director.
The Division of Horse Breeding has charge of the work of enrolling and licensing public service stallions. The stallion enrollment law com- pels owners of stallions to advertise the exact breeding of their sires. The effect of this work has been to decrease the number of grade and scrub sires and to increase the number of pure-bred stallions. This division answers inquiries pertaining to the stallion law and horse breeding in general.
Immigration-B. G Packer, Director.
The Immigration Division advises intending settlers about soil, climate, crops and opportunities for farm making in different parts of the state . and protects those in communication with it from possible exploitation

by unfair methods of land selling. A total of 2,346 settlers located in 1917-1918, most of them coming from territory covered by Chicago and Twin City papers received information from this division; 15,784 home- seekers asked advice, of whom 10 to 14 per cent report purchasing as follow-up is completed and 1,370 families were cautioned against activi- ties of unfair land dealers.
Live Stock Sanitation-Dr. O. H. Eliason, Veterinarian; Dr. J. P. West, Dr. W. R. Claussen, Dr. J. F. Palmer, Dr. J. B. Collins, Assistant. Dr. J. T. Purcell and Dr. J. S. Healy, representing the U. S. Department of Agriculture, cooperating on hog cholera and tuberculosis eradication respectively.
The Division of Live Stock Sanitation is responsible for the control and eradication of animal diseases. The supervision of the inspection of interstate shipment of cattle, horses and other animals is also vested in this division, and in connection with the Live Stock Sanitary Board of the department, all quarantine and regulatory measures are issued.
Seed and Weed Control-A. L. Stone, Director; Henry Lunz, Asst .; George Morris, laboratory assistant.
The Seed and Weed Control Division is charged with the enforcement of the state seed and weed control laws. By the enforcement of these laws clean, vital seeds are assured to Wisconsin farmers and noxious weeds limited in their spread and eventually destroyed, thus ensuring maximum crop production and greatly increasing the wealth of the state.
State Fair-Oliver E. Remey, Secretary; H. G. McCrossen, accountant. The State Fair Division conducts the annual Wisconsin State Fair, 1919 marking its sixty-ninth year, on the state fairgrounds at Mil- waukee. The Wisconsin State Fair during the past four years has taken its place in the front rank of the big expositions of America from points of view of educational and commercial results. At the 1918 state fair there were 2,122 exhibitors, not including exhibitors of machinery, commercial exhibitors or concessionaires. The attendance in 1918 was 188,540, only 250 less than in 1917, due to bad weather, and the record attendance for one day, that of 75,944, was established on September 12, 1918, when gate and grand stand receipts exceeded $38,000. The preparation and realization of each year's state fair re- quires the services of a secretary and two assistants the year round. The state appropriates $140,000 for operation and $15,000 for mainte- nance of the state fair each year and takes the receipts. The dates of the 1919 state fair are September 8 to 13, inclusive-six days and six nights.

LIVE STOCK SUMMARY.
With the exception of horses and mules, all classes of live stock have increased both in numbers and value since 1916. The poor corn crop of 1917 caused a decrease in numbers of swine on January 1, 1918 as com- pared with the previous year, but on January 1, 1919 this class had in- creased very substantially again.
High prices for all live stock products, including milk and other dairy products, and wool have stimulated farmers to increase their live stock as far as possible. Sheep are being introduced in large num- bers into the newer agricultural districts of Wisconsin, where abundant pastures make them very successful.
A substantial increase in the total value of milk produced resulted from: (1) an increase in the number of cows, (2) an increased produc- tion per cow, (3) a greatly increased price of milk. The estimated value of milk produced on Wisconsin farms increased from 179 to 215 millions of dollars, a gain of 36 millions or of practically 20%.
The marketing of all classes of live stock showed decided increases over the previous year. This in turn was a result of the very attractive prices paid at the stock yards for all classes of live stock. The value of all animals sold from or slaughtered on farms increased from 97 to 123 millions of dollars, a gain of 26 millions or of practically 26%.
The production of wool increased correspondingly. The price per pound was somewhat higher and gave an increase in total value from 1,400,000 dollars in 1917 to 1,800,000 dollars in 1918.
