FOOD ADMINISTRATION
As in nearly every other war activity, Wisconsin took an early lead in the work of the federal food administration, set the pace for other states and even the federal government to follow, and established such a record that within one week after he was called to Europe after the signing of the armistice, to take charge of the distribution of food for the European coun- tries, Herbert Hoover, sent for Magnus Swenson, his assistant in charge of the food administration in Wisconsin, to take charge of the conservation and distribution of food in the Scandinavian countries. Mr. Swenson sailed for Europe ten days later.
It was a tribute to Wisconsin and to Mr. Swenson, who had devoted prac- tically his entire time, without compensation, to the war work for more than twenty months.
On August 10, 1917, the Food Act was passed by Congress and signed by President Wilson, establishing the United States Food Administration, with Herbert Hoover as Food Administrator. August 13, but three days later, Magnus Swenson, Madison, chairman of the State Council of Defense, was appointed Federal Food Administrator for Wisconsin by Mr. Hoover. Mr. Swenson immediately appointed A. H. Melville, who was associated with him as executive secretary of the State Council of Defense, as executive secretary of the state food administration.
The first and most urgent problem before the state food administration was one of decentralizing the state food administration into county and village units. With this thought in mind, the County Councils of Defense, which had been in existence for some three months, were each asked to nominate a county federal food administrator. These men came from al- most every conceivable vocation and calling and included lawyers, real es- tate men, men retired from business, doctors, retired farmers and manufac- turers. The letter which went to the County Councils of Defense, requested them to nominate a man who was possessed of good judgment, initiative, and who had the respect of the people of his county. A particularly fine lot of men were appointed. These men all acted as volunteers in the serv- ice of the government without compensation. The county food administra- tors were then asked to appoint deputies in each city and trade center in their counties, so that when the organization was perfected in Wisconsin over 800 county and deputy food administrators were acting in cooperation with the state food administration.
The functions of the State Food Administration were: First-to increase the production of food; second-to conserve the consumption of food ; third- to eliminate the waste of food; fourth-to stabilize prices of all licensed food products through the supervision and checking of manufacturers and distribu- tors of food ; fifth-to prevent profiteering in food stuffs as far as possible; sixth-to regulate and police the sale and distribution of foods in the state of Wisconsin. It was determined that these purposes could be best achieved, first-by a campaign of education and publicity ; and second-through the regulatory and police powers given the State Food Administration by the Food Act.
A law establishing the Food Administration placed all manufacturers, wholesalers and jobbers in food and feed, and all retailers of food doing a business of $100,000 a year or over, under license. All of these firms under license, including flour and feed mills of every character, were compelled to operate their businesses according to the rules and regulations of the Food Administration.

organization and administration of the work in the state through the county and deputy food administrators. Deputies in the counties were appointed direct by the county food administrator and were responsible to him just as the county food administrators were responsible to the State Food Ad- ministrator, In order to better administer the work, the State Food Admin- istrator at once established the following divisions, presided over by high- grade men in every instance, who gave their services gratuitously to the government : Enforcement division, Dairy and Poultry division, Licensing, Flour and Feed, Sugar, Home Economics, Library and Graphic Exhibits, Mill Inspection, Inspection of Wholesalers, Bakery, Cooperation with County Food Administrators, Educational, State Hotel Representative, Retail Mer- chant Representative and Threshing divisions. In connection with these various divisions and departments hundreds of men and women volunteered their services in executive and clerical capacities of one kind or another. The service was excellent and enabled the State Food Administration thereby, to finance itself at a very reasonable figure.
Through the courtesy of the State Government, the Wisconsin Division of the Federal Food Administration was housed in the commodious offices of the State Senate, up to Jan. 1, 1919, when the legislature met, when the force had been cut down and it was transferred to rooms on the third floor of the capitol where it remained until the work was finished Feb. 15, 1919.
The principal work of the Food Administration was that of the conserva- tion of food. Through its program of saying, enormous supplies of wheat flour which the Allied Government and Allies were short of, and hundreds of tons of sugar were saved in Wisconsin for export purposes. The people of the state of Wisconsin complied willingly and generously with every re- quest and order which was sent from the, office of the State Food Adminis- trator. The overwhelming majority of the people were absolutely willing to go to any limit that was asked of them in order to do their part in winning the war. Occasionally, it was necessary for the State Food Administration, through its Enforcement Division, to discipline individuals or firms who were indifferent or careless or who wilfully violated the rules of the Food Administration.
