Everyone was interested in the success of the campaign. The women perfected a district and county organization similar to that of their brothers. The thirty-six universities, colleges, normal schools, training schools, seminaries and academies which comprised the Student's Divi- sion, contributed $75,603.50, while the "Victory Boys and Girls Earn and Give Division," with an enrollment of 9,017 boys and girls who agreed to earn the money, gave $31,032.12.

THE Y. M. C. A. CAMPAIGNS

Two campaigns for funds for the Army Y. M. C. A. were conducted in Wisconsin in 1917, the first in May was for a fund of $100,000 from the state and more than $120,000 was contributed in one week. The second campaign, in November, two months after the first drafted men had left home for the training camps, was for a state quota of $750,000.

In less than one week's time $878,655.55 had been collected by the campaign committees, while the amounts raised in the colleges, and pledged by boys in an "earn and give" drive, brought the amount well over $900,000.

When the first campaign was waged, the citizens of the state knew but little of the wonderful work the Y. M. C. A. was planning to carry on in the training camps and even with the troops in France. But with the calling out of the National Guard for federal service and the es- tablishment of "Y" huts first at Camp Douglas and then at Camp Mc- Arthur, the soldiers soon spread the worth of the "Y" to the soldier among their friends at home. Then with the movement of the first

quota of drafted men to the training camps at Camp Grant and Camp Custer, thousands of boys who had never been in a Y. M. C. A. building before found the "Y" huts took the place of home in the army and urged their friends and relatives to support the institution.

The state was divided into ten districts of from five to nine counties, with a district chairman and a campaign director for each. County chairmen were named by the district chairmen, and in most cases they in turn organized teams of workers in the cities and villages. Emer- son Ela, Madison, was chairman of the state executive committee, with the ten district chairmen members of the committee, while Howard Hubbell, and F. E. Anderson, of the State Association, Milwaukee, were campaign manager and secretary respectively.

THE RED CROSS

According to the best information that can be obtained, Wisconsin contributed in cash, through contributions, membership dues and arti- cles made and delivered, $9,280,790.15 to the American Red Cross Society between the time the United States entered the war and Jan. 1, 1919.

In April, 1919, Walter Davidson, of the Central Division, Chicago, declared: "At this date it is not possible to give figures which will show the relative results of Red Cross activities in the state of Wiscon- sin as compared with other states, but it can safely be stated that Wisconsin has always occupied a first-class position in the Red Cross and has demonstrated loyalty and intense interest in the humanitarian work represented by the Red Cross."

To Madison belongs the distinction of being one of the earliest Chap- ters of the American Red Cross to be organized in the United States. The Madison Chapter was in existence prior to October, 1914, when the Central Division office was established in Chicago. The Eau Claire Chapter was established in 1915. In 1916 Chapters were organized at Racine, Oshkosh, Milwaukee, Lake Geneva, La Crosse, Janesville, Green Bay, Fond du Lac and Beloit and previous to the declaration of a state of war in April, 1917, Chapters were established at Waupaca, White- water. Menomonie. Beaver Dam and Appleton.

In April, 1917, S. M. McFedries, of Milwaukee, was appointed State Director for Wisconsin and immediately took active charge of the or- ganization of Chapters throughout the state. Due to his leadership Chapters were established in the remaining counties during the summer of 1917, and where Chapters were strong enough to develop a larger ter- ritory their jurisdiction was extended to include more than one county.

WISCONSIN'S WAR ACTIVITIES

433

By September, 1917, seventy-eight Chapters were organized in Wis- consin. The Milwaukee Chapter had jurisdiction over Milwaukee, Wau- kesha, Washington and Ozaukee counties, while Rock county had Chap- ters in both Janesville and Beloit.

The first Red Cross War Fund was raised in the spring of 1917, shortly after we entered the war and before the state was fully organized, but Wisconsin contributed $3,661,340 to the fund.

The next contribution to the Red Cross was made in .the Christmas membership campaign of 1917, when 632,400 members were secured, each contributing $1 as dues for one year.

Wisconsin contributed $2,232,244.92 in the second Red Cross War fund in May, 1918, and in December the Christmas membership brought in $689,728 from as many members in the state.

But that was not all that Wisconsin gave to the American Red Cross during the war. With the organization of the Chapters in each county, the women of the state became interested in making supplies of vari- ous kinds for the soldiers, sailors and refugees. Work shops were opened in nearly every city in the state where patriotic women congre- gated to make surgical dressings, hospital dressings and supplies, refugee garments, etc., while thousands of women, unable to go to the work shops, took to knitting sweaters, helmets, vests, sox, etc.

The call for all these articles was urgent and the woman who was seen at the theater, on trains, street cars, etc., who did not have her knitting with her was an exception to the rule. Thousands of women took their knitting to church with them and kept their fingers busy with their needles, while listening to the sermon.

Given rules were prescribed for every article. The sweaters, helmets, wool sox, etc., must have a given number of stitches on the needle. Every article was required to pass a rigid inspection and many were re- jected until the workers learned to follow the rules. As a result of the campaign waged by the various Chapters, Wisconsin women, through their Red Cross Chapter, turned over to the Central Division office of the American Red Cross, between Oct. 1, 1917, and Dec. 31, 1918, 8,640,362 articles, valued at $2,065,078.23, as follows:
