"The water carriage system consists of a series of drains and sewers, laid at various inclina- tions, for the purpose of receiving and carrying the water we use and the filth we produce in our houses and towns. The efficiency of this system depends, as its name implies, upon the gravita- ting power of the water to remove not only itself, but the organic and inorganic matter which it receives. And as the water derives the requisite power to do this, from the form, the fall, the size, and the construction of the sewer in which it runs, it is imperative that, by no defect in either of these respects, should any of this power be wasted or lost; for the more power the water has, the better it raises and holds the matter in suspension, and propels it forward ; the quicker it carries it to the outfalls; the cleaner it keeps the drains and, sewers; the more free they are from noxious gases; the purer the atmosphere, and the healthier will be the inhabitants of houses and towns.
"At different periods, various forms have been used for drains and sewers-the circle, the semi-circle, the oval, the semi-oval, and parts of these combined. But the best form is that of an egg, broad at the large end, and narrow at the small end, and this end placed downward, as shown in the sketch.
"By this form, the pipe imparts to the same quantity of sewage, greater velocity and scouring power, the sides and crown offer greater resistance to the pressure of the ground, and the amount of excavation required for its execution is less than any other form."

PREFATORY.
The progress of the City of Oakland, during the year 1877, has been one of unexampled prosperity. Notwithstanding the almost universal depression in every department of business during the last year her onward march has been scarcely affected, and present indications leave but little doubt as to her position in the near future among the commercial cities of the Pacific Coast.
The number of references contained in the Oakland department of the present volume is 14,391, of which 12,036 are resident males; included therein are the resi- dents of Berkeley, 515, which, if deducted, reduce the number for Oakland to 11,521. Taking these figures as a basis, and assuming that each name represents three and one-half of population, the present census will be 40,323. The estimated population April 1, 1877, was 35,000; increase for the last twelve months, 5,323, or about fifteen per cent. The article on population, page 25, contains reliable data on this subject, to which attention is respectfully directed.
The value of buildings erected within the corporate limits of the city, during the year 1877-78, is $1,020,000. The value of real and personal property, 1877-78, $25,849,328; increase over 1876-77, $1,848,610. Amount expended for street improvements, $320,285. The present funded debt of the city is $690,800; average rate of interest, 8.42 per cent. The receipts of the city government for the nine months ending December 31, 1877, were $355,292. Expenses, same period, $301,138.
The Alameda department, in addition to the names of the residents of that town, includes an interesting review of its present prosperous condition, with appropriate references to the different organizations sustained by the liberality and enterprise of its citizens. Estimated population, 4,300; increase since July, 1877, 700. Total number of buildings April 1, 1878, 819; erected since June 30, 1877, 225. On page 20 will be found an interesting sketch of the young and prosperous Town of Berkeley, recently incorporated by an Act of the Legislature of the State.
The General Review presents a variety of historical and statistical references connected with the history of the City of Oakland, including an account of the building enterprises the past year, and the progress made in the improvement of the harbor. There will be found also therein reliable statements of the opera- tions of the different departments of the city government, and appropriate refer- ences to the various religious, benevolent, and other societies, military organiza- tions, incorporations, etc., in operation at the present time. Attention is invited to a new, complete, and reliable Street Directory, compiled from official sources, including the locations of over five hundred streets, avenues, etc.
The compiler tenders his acknowledgements for favors extended during the progress of his labors : To Harry B. Livingston, Esq., for valuable and interesting contributions to the General Review; to F. M. THE POLITICS OF THE TIMES.
In political matters the TIMES is straight Republican, but not partisan.
IT MUST BE A NEWSPAPER.
The current thought of the day on every vital question, on both sides of it, as well as the news of the day, will be found in the columns of the TIMES.
The OAKLAND DAILY TIMES will give all men, rich and poor, high and low, wise and otherwise, a chance to be heard ; and that each may know what the other thinks and wants, and does not want, we place on the same page what each has to say. While we have our own views, and hold fast to what we think is the truth, we are glad to make room in the TIMES for the best thoughts, put in few and calm words, even of those who feel that they ought to take the TIMES to task.
ADVERTISING IN THE TIMES.
The OAKLAND DAILY TIMES must not be a mosaic of "handbills.' The great newspapers of the East have only a few columns of advertisements, paid for at a dollar and half a line each insertion. It is not wise to reverse this rule. A good newspsper must have something in it besides advertise- ments. It is better to pay more for less space, as a small advertisement in a good newspaper is better than a column in a newspaper " handbill."
THE WEEKLY TIMES.
It should be the ambition of Oaklanders to have the WEEKLY TIMES sent to thousands of Eastern readers, who are looking toward California as their future home. The TIMES will bring them by hundreds to Oakland. It only costs two dollars a year, postage paid. Send it to your Eastern friends. It is the way to make Oakland grow.
