SIDEWALKS.
The owner and every person having the care of any building or lot of land bordering upon any street in said city, where there is any foot- way or sidewalk, shall keep such foot-way or sidewalk in a safe and convenient condition for the use of the public, and shall forthwith repair all defects therein in any way endangering or incommoding the public travel upon the same, and shall remove therefrom without delay any and all obstructions that may be placed or found thereon.
PUBLIC CONVEYANCES.
No hack or other vehicle, whether on wheels or runners, drawn by animal power, shall be used or employed to convey any person from place to place in said city, for hire, and no bag- gage wagon, express wagon, cart, dray, truck or other vehicle, whether on wheel- or runners, shall be used or employed to convey any bag- gage, goods, wares, merchandise, freight or ma- terials from place to place in said city, for hire, unless in accordance with these ordinances, nor unless under authority of, and pursuant to a li- cense, for such vehicle, and for each driver thereof, as provided in this ordinance, and in the ordinance concerning licenses and permits. Every such vehicle shall have the number of such license in figures in the Arabic character, of not less than one inch in size, with light fig- ures on a dark ground, or dark figures on a light ground, at all times fastened or painted on the outside and on each side of the vehicle, in a manner approved by chief of police, and so as to be distinctly seen and easily read by passen- gers in the street.
.50 Every vehicle for carrying passengers, for hire, shall at all times have conspicuously posted on the inside, in a manner approved by said chief, and so as to be easily seen and read by passengers, a card containing the name of the owner, the number of the license, and a tariff of the rates of such vehicle.

The west side of Union street, between the south basement entrance of the depot and Cher- ry street, is designated as the stand for the ac- commodation of express and baggage wagons exclusively.
State street, east side, between Chapel street and the Merchant's Hotel, is designated as a stand for stages and omnibuses.
No owner or driver of any vehicle for carry- ing passengers shall charge, demand, or in any way receive for carrying passengers within said city limits, more than the following prices or rates, viz :
CARRIAGE FEES.
For the carriage of a single passenger with one trunk and carpet bag, hat box or other sim- ilar article, from any railroad depot, steamboat landing, or other point or place within said limits, to any railroad depot, steamboat land- ing, or other point or place within said limits, fifty cents.
For the carriage of two passengers, with the amount of baggage stated above for each, from the same railroad depot, steamboat landing, or other point or place, to the same point, place or destination, within said city limits at the same time, seventy-five cents, and for each additional passenger and his baggage, more than two, twenty-five cents. For each additional trunk, hat box or carpet bag, ten cents.
For carrying a child over four and under ten years of age, one-half the above rates.
For a carriage to and from a party or a wed- ding within the city limits, three dollars.
For a carriage to and from a funeral, three dollars.
And for the use of a hackney coach or equiv- alent vehicle, and two horses, two dollars per hour, and at that rate for fractions of an hour.
No owner or driver of any baggage wagon, or express wagon, or other vehicle for the car- riage of baggage or goods of any kind from place to place in said city, shall charge, de. mand, or in any way receive more than the fol- lowing rates or prices, viz :
For the carriage of any trunk, chest, or other article of baggage, or any box, bundle or pack- age of goods of any kind not exceeding sixty pounds in weight, from any point or place with- in the city limits, to any point or place within | done, shall forfeit and pay a like penalty.

For each additional trunk, chest, box, bun- dle, package, or other article, ten cents.

For the use of the same by the hour for any period of time less than half a day, fifty cents per hour, and at that rate for fractions of an hour.
And for moving a chest of tools, from any point or place within said city limits, to any point or place within said limits, fifty cents.
No person who shall employ any licensed vehicle in said city to carry any person or property, shall refuse to pay the just and es- tablished fare therefor, or the fare previously agreed to be paid therefor, under a penalty of five dollars for every such offense.
Every such driver shall take the baggage or other goods of the person for whom he may be employed, from the place in which it may be deposited and deliver the same upon the steam- boat or to the proper baggage master, or carry the same into any part of the basement, first or second story, of the building to which destined, as the case may be, without extra charge.
WATER.
No person shall cover up or encumber any public hydrant, by placing upon or about it any snow, ice, or sleet, rubbish, building materials or other materials ; but a sufficient space shall be left about every such hydrant to allow free access for steamers and hose carriages.
Every person who shall wilfully break or in- jure any public hydrant, shall forfeit and pay a penalty of not less than five, nor more than one hundred dollars for every such offense.
Every person who shall open any public fire hydrant, except under authority of the Fire Department of said city, or under authority of some proper officer of said city, and every per- so who shall willfully and maliciously leave the water of any public hydrant running to waste, and every person who shall willfully and mali- viously leave the water of any hydrant or pump running in any public building, or to the dam- age of others in any tenement building, shall forfeit and pay a penalty of five dollars for every such offense.
Every person sprinkling or watering any street, gutter, sidewalk, or part of a building, shall avoid sprinkling or wetting passengers or vehicles in the street.
Every person willfully or carelessly violating this section, shall forfeit and pay a penalty of five dollars for every such offense, and the per- son or persons in whose employ such act was
