RATES OF POSTAGE ON FIRST-CLASS MATTER.
On letters, sealed packages, mail matter wholly or partly in writing (except proof
sheets and corrected proof sheets and man- uscript copy accompanying the same, and except local or drop letters or United States postal cards); all printed matter so marked as to convey any other or further informa- tion than is conveyed by the original print, except the correction of mere typographi- cal errors; all matter otherwise chargeable with postage, but which is so wrapped. or secured that it cannot be conveniently examined by postmaster's without destroy- ing the wrapper or envelope; all packages containing matter not in itself chargeable with letter postage, but in which is en- closed or concealed any letter, memoran- dum, or other thing chargeable with letter postage, or upon which is any writing or memorandum; and manuscript for publi- cation in newspapers, magazines or peri- odicals, two cents for each ounce or fraction thereof.

SECOND-CLASS MATTER.
Mailable matter of this class embraces all newspapers, magazines and periodicals, exclusively in print, and regularly issued at stated periods from a known office of publication, without addition by writing, mark or sign, and addressed to regular subscribers, 1 cent per pound. By act of March 3, 1879, sample copies may be sent at the same rate. Postage on this matter when sent by others than the publisher or news agent, is one cent for each four ounces or fraction thereof, postage to be prepaid by stamps affixed to said matter.
THIRD-CLASS MATTER.
The following articles are mailable at the rate of one cent for every two ounces or fractional part thereof:
Pamphlets, occasional | publications, books, photographs, hand-bills, posters, sheet inusic (printed), prospectuses, maps, proof-sheets, regular publications designed primarily for advertising purposes or free, circulation at nominal rates, corrected proof-sheets, seeds, cuttings, roots, scions and plants.
FOURTH-CLASS MATTER.
Mailable matter of the fourth class embraces labels, patterns, playing cards, visiting; cards, address tags, paper sacks, wrapping paper and blotting pads, with or without printed advertisements thereon, bill-heads, letter-heads, envelopes with printed addresses thereon, ornamental paper, and all other matters of the same general character. This class in- cludes merchandise and samples, models, samples of ore, metals, minerals, etc), and any other matter not included in the first, second or third classes, and which is not its | -

UNMAILABLE MATTER.
Obscene books, letters, papers, pictures, and postal cards; lottery circulars and let- ters; liquids (except as permitted in the regulations); gunpowder and other explo- sives; live reptiles, animals, and insects "(except queen bees); poisons, and any other articles liable to injure the mails or :the persons of those handling them, and · all matter otherwise mailable by law upon the envelope or outside cover, or wrapper of which, or postal cards upon which in- decent, lewd, lascivous, obscene, libelous, scurrilous, or threatening delineations, epithets, terms, or language reflecting in- juriously upon the character or conduct of another, may be written or printed, are hereby declared to be non-mailable matter.
WEIGHING PACKAGES.
If you have no scales, have all packages weighed at the postoffice. Postage must be prepaid in full or the package will not be forwarded.
FORWARDING LETTERS.
Letters and postal cards only may be forwarded from one postoffice to another without : prepayment of postage, if re- mailed without unnecessary delay.
LETTERS RETURNED TO WRITERS,
"All letters unclaimed upon which are endorsed, the names and addresses of the' writers, will be returned, whether a specific
request for such return is endorsed or not provided the original postage has been prepaid, according to law.
MONEY ORDERS
Are issued on all points in the United States at a trifling cost-on orders not ex- ceeding $5, 5 cents; over $5 and not ex- ceeding $10, 8 cents; over $10 and not exceeding $15, 10 cepts; over $15 and not exceeding $30, 15 cents; over $30 and not exceeding $40, 20 cents; over $40 and not

No limit to the amount of remittances to Foreign Countries. In the United States three orders of $100 each is the limit for one remittance per day.
