We are in favor of the free and unlimited coinage of silver and gold at the ratio of 16 to 1 without waiting for the action of any foreign nation.
We are in favor of the enforcement of all laws upon the statute books and we arraign the present state adminstration for its shameful bargain with the liquor element by which it is pro- tected in its violation of the prohibitory law in return for the votes it gave the Republican party at the last general election.
Resolved, That our delegates to the next state convention be instructed to use their influence to have engrafted into the national platform the Initiative and Refendum.

The committee on resolutions reported the following which were adopted:
Whereas, Prosperity is once more begining to smile on the land after a season of panic, tur- moil and disaster, that was the direct result and final culmination of a quarter century of rob- bery, outrageous taxation and corrupt business methods on the part of the Republican party. Therefore be it,
Resolved, That the Democrats of Brown County, this day assembled in convention, con- gratulates the people at large and more especially the farmers and laboring men, that under the new Democratic Tariff law the purchasing power of a dollar is extended one-third more in the purchase of food for sustenance and clothing to keep their children warm. We further congrat- ulate the country that during the recent panic that goes down in the annals of history as the tail end of high tariff and Mckinleyism, we had a wise and considerate Chief Executive in the per- son of Grover Cleveland whose wise head and keen foresight undoubtedly prevented war and re- bellion.
That we applaud the benefits derived from the new Democratic tariff law, and deplore the defeat of the income tax law by Supreme Court Judges.
That we favor the free and unlimited coinage of the American product of silver at the ratio of 16 to 1.
That we arraign the present legislature and state administration of Kansas as the most reckless, extravagant, incompetent and disgusting that this great commonwealth has ever had inflicted upon it.
The recent developments relative to a so-called prohibitory law are such as to cause it to descend lower in the estimation of the leading and best citizens in all parties and that we demand

of the next candidate for the legislature from Brown County an uncompromising pledge for its immediate repeal or resubmission to the voters.
That we congratulate the tax payers of Brown county that our present prosecuting attorney has, in less than one year of service, saved them thousands of dollars in discountenancing the usual turmoil and strife that a certain element is always ready to engender as long as the tax payers foot the bill, and further that we denounce the action of Gov. Morrill and Attorney Gener- al Dawes in appointing an assistant attorney for Brown county, as unnecessary and without re- liable solicitation and that we believe that it was done as persecution to the only Democratic office holder in a Republican stronghold to gratify a spirit of revenge and malice on the part of a few disappointed and third-rate office seekers and bosses.

We, the Republicans of Brown County, in convention assembled, re-affirm our devotion to the declaration of principles of the Republican national platform of 1892. Three years of Democrat. ic incompetency have fully demonstrated that a tariff for revenue "only" is a fraud and a delu- sion and a history of our country is a guide to the fact that a tariff for revenue only has always proven disastrous to the best interests and welfare of the American people.

ANNALS OF BROWN COUNTY.
1896.]
We are also in favor of honest money, so that a dollar issued by the government of the United States, whether it be gold, silver or paper money, shall have equal purchasing power in any of the markets of the world. And to this end we are utterly and unalterably opposed to the heresy of free and unlimited coinage of silver on the basin of 16 to 1.
We favor the nomination of that gallant Union Soldier and statesman, and true exponent in Republicanism, Major Mckinley, for president of the United States.
We favor the election of Cyrus Leland, of Doniphan as a delegate at large and also as the member of the National Republican committee from this state. And the delegates elected to the Wichita and Leavenworth conventions by this convention are hereby instructed to use all fair and honorable means to secure both.
We also favor the nomination of that gallant young Republican, W. J Bailey, of Nemaha county for Congress from this district and hereby instruct our delegates to the Leavenworth con- vention to use all honorable means to secure his nomination.
Last but not least, we commend and heartily endorse the honorable, straight forward and business like administration of Gov. E N. Morrill, who by his business methods adopted in all the departments of the state has saved the tax-payers of our state over one hundred thousand dollars within the past year. And we further point with pride to the fact that Gov. E. N Morrill has redeemed every pledge made to the people of our state as the standard bearer of the Republi- can party in the last state campaign.

ANNALS OF BROWN COUNTY.
[1896
The committee on resolutions reported the following which were unani- mousl, adopted:
It is hereby resolved by the Brown County Populist convention:
First, We recognize that the financial question in its various bearings is the leading question of the present campaign.
Second, We are in favor of treating gold and silver exactly alike and to this end we believe in a free and unlimited coinage of gold and silver at the ratio of sixteen to one without waiting for the consent of the people of any other nation.
Third, We believe that the financial question is the great question of today, we believe that there are other questions that should be incorporated in our national platform and we have confi- dence that when the delegates from all parts of the country meet at St. Louis on July 22nd they will give us a platform that will be for the best interests of the country and name candidates that if elected, will faithfully carry out that platform.
Fourth, Whereas the Ohio Republican convention was held two or three months earlier than usual in order to proclaim to the country the platform of Mckinley's state and adopted the fol- lowing financial plank:
"We contend for honest money; for a currency of gold, silver and paper with which to meas- ure our exchange, that shall be as sound as the government and as untarnished as its honor; and to that end we favor bimetalism, and demand the use of both gold and silver as standard money, either in accordance to an international agreement, if that can be obtained, or under such restric- tions and such provisions to be determined by legislation as will secure the maintenance of the parities of the values of the two metals, so that the purchasing and debt paying power of the dol- lar, whether of silver, gold or paper, shall be at all times equal."
