Annual Report of the Board of Selectmen
The Board organized on March 7, 1944 for the year, John H. Henderson being chosen chairman, who with Patrick Carroll and Adam F. Diorio were elected the previous day.
As was pointed out in our report last year, Milford has contributed heavily to the present war in manpower and in the number of men and women who are serving in the Armed Forces. The vacant spaces under the alphabetical names originally placed on the Honor Roll have become less and less as new names 'have been add- ed, a fact which tells the story. To provide room for additional names, of which there is already a long list, an appropriation for enlarging the Honor Roll will be recom- mended.
An Article was inserted in the Warrant of the 1944 annual meeting confirming the action of the Selectmen in its appointment of the Local Advisory Committee for rehabilitation of veterans of World War II. This Article was favorably acted upon by the town meeting mem- bers. The personnel of the Committee was selected as follows: One member each from John W. Powers Post, American Legion; Milford Post, Veterans of Foreign Wars; Italian World War Veterans; Canadian Legion; and Spanish War Veterans. These members organized and chose their own chairman. Upon recommendation of the Selectmen a sum of money was appropriated at the 1944 Annual Town Meeting for use by this committee in car- rying on its work.
Anticipating that there might be a termination of the war during the year 1944, the Selectmen inserted in the Warrant for the annual meeting, an article authorizing the Board to accept such offers, grants or loans as the Fed- eral Government might make to aid the town in financing the cost of such Public Works Projects as the town might

undertake under Chapter 58 of Acts of 1943. The Town Meeting Members adopted this article so that in case funds were available the Selectmen were in a position to act.
On the same subject-matter, the Selectmen inserted an article in the same Warrant for an appropriation to cover costs of preparing plans, specifications or engineer- ing services which might be necessary in preparing and submitting applications for grants or loans from the Fed- eral Government for Public Works Projects under the same Act. The sum of $1500.00 was appropriated for this purpose.
As by the terms of Acts of 1943, Chapter 58, all Acts and joint resolutions of Congress enacted in 1945, as well as 1944, authorizing such grants or loans, are covered by Chapter 58, we are advised by the Town Counsel it is un- necessary to secure further authority from the annual meeting in 1945.
The committee appointed in 1943 to consider munici- pal Post-War Public Works Projects has functioned as far as it could, in view of the uncertainty of just what ac- tion Congress will take. Under consideration are the completion of the Athletic Field in the Cedar Swamp Pond area, retaining wall for the Town Dump on Cedar Street opposite St. Mary's Cemetery for the purpose of keeping refuse and rubbish out of the pond, renovation of the interior of the Town Hall building, improvements to Hayward Street Playground and establishment of other playgrounds in the South End, Prospect Heights section and other parts of the Town, and the construction of un- finished sidewalks left as part of the uncompleted pro- grams under W.P.A. Persons interested are invited to submit their ideas.
Already additional land adjacent to and north of the Town Dump has been purchased under authority granted at the 1944 Annual Town Meeting.
On the Selectmen's recommendation an additional appropriation of $5,000.00 was raised for War Bonds. Dur- ing the year the bonded indebtedness was reduced $39,000.00.

All of the memorial signs at the various squares com- memorating the services of men who died during World War I were repainted before Armistice Day.
Charles River Street, South Central Avenue, Naples Street and Altieri Court were recommended for accept- ance as public highways by the Selectmen and they were accepted at the Town Meeting.
The repairs to the Town Hall tower as ordered by the State Building Inspector, have been completed, the work and the painting thereof being done by contract, the neces- sity for which was referred to in our report last year. In response to public sentiment we will insert an article in the Warrant of the Annual Meeting in 1945 requesting consideration of an appropriation for the purpose of painting and repairing the remainder of the outside of the structure.
Acts of vandalism and damage continue to occur with respect to the street signs, notwithstanding our recommendations of last year to the Police Department as well as to parents and school teachers who have chil- dren under their care. Nevertheless the Selectmen have had the posts to which the signs are attached, straightened where necessary, all were repainted, and the signs them- selves flattened out and touched up. Considerable dam- age to the posts was done by motor vehicles negligently running against them and bending them over. In only one instance has it been discovered who the owner or the operator was, and in that case damages were recovered. The Highway Surveyor is to be commended for his help in the repair work, for he has at all times given the use of his organization and equipment.
As the committee appointed to investigate the use of the Spruce Street barn by town departments reported that'it was not feasible, we will insert an article in the Warrant of 1945 Annual Meeting for authority to sell the same.
At a special meeting held September 6, 1944, the Selectmen were authorized to sell the Fountain Street

School on Purchase Street. It was sold at public auction to the highest bidder. It is our intention to ask for a recision of the vote at the same special meeting authoriz- ing the sale of the Braggville School because the local community wishes to use it as a community center.
By Acts of 1942, Chapter 11, as amended by Acts of 1943, Chapter 211, war allowance was established for cer- tain dependents of soldiers and sailors serving in World War II. The Commissioner of State Aid and Pensions determines the eligibility of the dependent and the amount to be paid. If he determines an applicant elig- ible, the dependent must accept the amount he fixes. In an extreme case, the Selectmen may grant an additional sum from Soldiers' Relief. The Town pays to the de- pendent the war allowance established by the Commis- sioner and is reimbursed up to $50.00 by the State for each month's payment. But if the Commissioner determines the dependent to be ineligible for war allowance, the Se- lectmen have no power under existing statutes to pay the dependent any sum whatsoever out of Soldiers' Relief.
Cases arise where a dependent's claim for war allow- ance has been disallowed by the Commissioner. The ap- plicant wrongly advised, is given to understand that the Selectmen can meet his or her living and medical ex- penses, etc. out of Soldiers' Relief. This the Selectmen cannot do. But the Selectmen have requested the Com- missioner to re-open the case and re-consider his previous decision disallowing the claim. This entails consultations, letters, further investigation and delay and has met with success sometimes, sometimes not.
The legislative policy of this state makes a distinction between dependents of soldiers and sailors IN SERVICE, and dependents of veterans FORMERLY soldiers and sailors, whose services are terminated. As to that class IN SERVICE, the provisions of law, above stated, as to War Allowances apply; as to that class whose services HAVE TERMINATED the provisions of law as to Sol- diers' Relief apply (General Laws (Ter. Ed. Chapter 115, section 17). Only VETERANS or their dependents are eligible for Soldiers' Relief.

It is hoped that these observations will be helpful so that all interested may know their rights which have been established by the Legislature and not by the Town of Milford.
