Article 9. Asks authority to use available funds against the total of Town appropriations for 1944. To be used by the Assessors in setting the Tax Rate for 1944. Finance Commission recommends that a sum not to ex- ceed $50,000.00 be authorized for this purpose from the Excess and Deficiency account.

Article 10. Asks that a sum of money be raised and appropriated for Chapter 90 Maintenance. Finance Com- mission recommends that $1,000.00 be provided for this purpose, and has included this amount under Article 2, provided that equal amounts are allotted by both State and County.


Article 11. Seeks to establish the annual salary of the Highway Surveyor. Finance Commission recom- mends the annual salary to be set at $2,800.00 per annum.


Article 12. Asks the town to raise and appropriate a sum of money for the purpose of purchasing and install- ing a new air compressor unit and new storage tanks for the fire alarm system. Finance Commission recommends the sum of $1,600.00 for this purpose.


Article 13. To vote the acceptance of Altieri Court. The Finance Commission takes no action.


Article 14. To see if the Town will vote to raise and appropriate or transfer from available funds from the Treasury a sum of money for the purchase of War Bonds or other bonds. Finance Commission recommends that this article be passed over.


Article 15. To see if the Town will vote to appro- priate from the Fire Damage account to the Sewer De- partment the sum of $900.00 for the purpose of repairing the building at the Sewer Disposal Plant, damaged by fire. The Finance Commission recommends favorable action on this article.


Article 16. To seek authority for the Selectmen to accept such offers, grants or loans as the U. S. A. may make to aid the Town in financing the cost of such post- war projects under Chapter 58 of Acts of 1943 as the Town may undertake for Public Works projects. The Finance Commission takes no action.


Article 17. Asks that the Selectmen be authorized to purchase from George W. Ellis a parcel of land located on the westerly side of Cedar Street north of the Town dump, and asks the sum of $50.00. The Finance Commis- sion takes favorable action.

Article 18. To see if the Town will vote to raise and appropriate the sum of $4,566.00 for the purpose of constructing a sewer in Florence and North Streets Ex- tension to Ravenna Street. The Finance Commission recommends that this article be passed over. .


Article 19. To see if the Town will vote to raise and appropriate a sum of money to meet the expenses of re- pairing Town Hall Tower. The Finance Commission recommends favorable action on this article.


Article 20. To see if the Town will vote to authorize the Selectmen to appoint a committee of five citizens, one from each precinct, for the purpose of investigating the rental costs to the Town incurred by Town Departments located outside Town Hall Building, and to consider the feasibility of fitting up the former Trade School Building on Spruce Street for the purpose of housing said depart- ments and to report their findings at the next Town Meeting. The Finance Commission takes no action on this article.


Article 21. To see if the Town will vote to raise and appropriate the sum of $391.98 for the purpose of pay- ing Frank A. Barbour for Engineering Services rendered in connection with the preparation of plans and specifica- tions and construction of sewers on Fountain and Con- gress Streets, Central, Alden, West and Freedom Streets, incurred in 1943. The Finance Commission takes no ac- tion on unpaid bills.


Article 22. To see if the Town will vote to raise and appropriate a sum of money for the purpose of bind- ing, in suitable covers or books, the sketches, plans and maps and other data being the unfinished work of the Assessors Block Plan Project W.P.A. The Finance Com- mission recommends passing over this article.


Article 23. To see if the Town will vote to raise and appropriate a sum of money to meet the expenses of re- modeling the interior of the Town Hall Building. The Finance Commission takes no action on this article.

Article 24. Seeks authority to indemnify an officer or employee for expenses or damages incurred by him in the defense or settlements of claims for damages caused by the operation of motor vehicles owned by the town. The Finance Commission takes no action due to lack of information.


Article 25. Asks that $700.00 be appropriated for the purpose of preparing and publishing a Valuation Book covering valuations of all the real and personal estates in Town. The Finance Commission recommends favorable action on this article.

Article 28. Seeks to increase the salary of the Super- intendent of Sewers. In as much as an increase has been included under Article 39, the Finance Commission recom- mends that this article be passed over.


Article 29. Seeks a sum of money for the purpose of meeting the cost of preparing plans, etc. which may be necessary in preparing and submitting applications for grants or loans of Federal money for Public Works. The Finance Commission takes no action.


Article 30. Seeks to ratify the action of the Select- men in appointing a local advisory committee for Re- habilitation of Veterans of World War 2 on their return from service. The Finance Commission takes no action.


Article 31. To see if the Town will vote to raise and appropriate $1,000.00 for the use of the local advisory committee for Rehabilitation of Veterans of World War 2 on their return from service. The Finance Commission takes no action.


Article 32. Seeks to raise and appropriate the sum of $750.00 for the purpose of constructing a surface drain, etc., on Charles River Street. The Finance Commission recommends that this article be passed over.

Article 34. Seeks to establish the salary of the Tree Warden at $1,750.00. The Finance Commission recom- mends that this article be passed over.


Article 35. Seeks to fix the term of the Tree Warden for three years. The Finance Commission recommends that this article be passed over.


Article 36. To see if the Town will appoint a com- mittee relative to establish a Town Forest. The Finance Commission recommends that this article be passed over.


Article 37. To see if the Town will vote to accept Section 3A of Chapter 115 (Ter. Ed.). The Finance Com- mission takes no action.


Article 38. To vote the acceptance of Maple Street. The Finance Commission takes no action.


Article 39. To see if the Town will vote to raise and appropriate a sum of money for the purpose of providing adjusted compensation for the year 1944 for certain of- ficers and employees of the Town including School Teachers. The Finance Commission recommends favor- able action.


Article 40. Seeks to fix the salary of the chairman of the Board of Health at $200.00 a year, and the salary of each remaining member at $150.00 a year. The Finance Commission recommends that this article be passed over.


Article 41. To see if the Town will raise and appro- priate a sum of money to pay unpaid bills of the Health Department. The Finance Commission takes no action on unpaid bills.


Article 42. Asks for a sum of money for the purpose of stocking the waters with fish in the Town of Milford. The Finance Commission recommends that this article be passed over.

Whatever you have added or subtracted from our recommendations will increase or decrease the Tax Rate. To the Voters of Milford:


If you have followed our recommendations in this Town Meeting you have voted to raise and appropriate $681,604.81. Allowing for all the other items which are added or credited to this sum you will have to raise by. taxation $762,126.62. With a net valuation of $14,707,300.00 you will therefore have a Tax Rate of $33.12 per thousand dollars of valuation.

Article 1. Voted: That the reports of all the Town Officers as appearing in the Town Report for the year ending December 31, 1943 be accepted.


Voted: That Article 39 be acted upon first.


A motion was made that the sum of Twenty thou- sand one hundred dollars ($20,100.00) be raised and ap -. propriated for the purpose of providing a special com- pensation adjustment of One hundred and fifty dollars. ($150.00) for the year 1944 for all full-time appointive em- ployees of the Town, including school teachers, and in- cluding those school teachers who received a step raise in pay and those who received an increase in pay resulting from promotion to a higher salaried position, the Super- intendent of Sewers and the elected office of Tax Collec- tor; excepting such employees who may have received an increase in salary effective September 1, 1943.


This adjustment shall be in lieu of any other in- creases in pay until December 31, 1944.


The payment of said compensation adjustment to be retroactive to January 1, 1944 and is to be made as follows:


$37.50 payable April 1, 1944, if said employees are in the employ of the Town on April 1, 1944, and the sum of $12.50 on the last pay day of each month beginning with April to said employees who are in the employ of the Town of Milford on respective payment dates.

IN MEMORIAM


The death of Angelo Barbadoro, member of the Finance Committee for many years, and Monitor of Precinct 2 since the inception of our present form of government, brought to a close a life devoted to his family, and the best inter- ests of the Town of Milford, since he migrated from Italy in 1900. He was always keenly con- cerned with all the activities of the Town, giving generously of his time and energies on numerous occasions through many years.


In grateful acknowledgement of his loyalty and services, we, the members of the Committee, wish to spread on the Town records this expres- sion of appreciation in behalf of the townspeople.


As a mark of respect, we request the Town Clerk to send a copy of these Resolutions to the family.

Voted: That the Town vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1945 and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year, in accordance with Sec- tion 17, Chapter 44 of the General Laws.


Standing vote 121 in favor, none opposed.


Voted: To pass over the remainder of the Article.


Article 4. Voted: That the Town vote to authorize the Selectmen to take charge of all legal proceedings for or against the Town.


Voted: To pass over the remainder of the Article.


Article 5. Voted: That the compensation of the Tax Collector for 1944 be set at three thousand dollars ($3,000.00).


Voted: To pass over the remainder of the Article.


Article 6. Voted: That the sum of sixteen hundred twenty-one dollars and ninety-seven cents ($1,621.97) re- turned from the County for 1943 Dog Taxes be appro- priated to the Salary and Wages Account of the Town Library.
