Shall a law described as follows :- This law amends chapter 271 of the General Laws by striking out section 22A, as previously amended, and inserting in place there- of a new section 22A, which provides that conducting or promoting a game of whist or bridge in connection with which prizes are offered to be won by chance, or allowing such a game to be conducted or promoted, shall not au- thorize the prosecution, arrest or conviction of any per- son for such acts under chapter 271 of the General Laws, which deals with crimes against public policy, if the en- tire proceeds of the charges for admission to such game are donated solely to charitable, civic, educational, frater- nal or religious purposes. This new section does not con- tain, as did the section now stricken out, provisions au- thorizing the licensing and conducting of the game of beano,-

Pursuant to the foregoing warrant issued by the Se- lectmen the qualified voters of the several precincts of the Town of Milford assembled at the time and places de- signated for the purposes therein expressed.

This year we not only had the usual Civilian Ab- sentee Ballots but also had absentee ballots for service men who were 21 years of age at the time of election and were citizens, then, we had absentee ballots for regis- tered voters in service. There were 450 applications re- ceived and 373 absentee ballots received and cast in their respective precincts.


The polls were declared open at 8 A.M. and declared closed at 8 P.M.


The ballots cast in the several precincts and the vot- ing lists were sealed and certified to by the Election Of- ficers, and delivered to the Town Clerk November 7 and 8, 1944.

Vital Statistics


Parents and others are reqeusted to carefully ex- amine the following lists and if any errors or omissions are discovered report them at once to the Town Clerk, that the record may be corrected, as it is of importance that the record of Vital Statistics should be complete. Herewith are extracts from the General Laws of Massa- chusetts Chapter 46.


Section 3. Every physician or hospital medical offi- cer registered under Section nine of Chapter one hundred and twelve, in this chapter called officer, shall keep a record of the birth of every child in cases of which he was in charge, showing date and place of birth, the name, . if any, of the child, its sex and color, the name, age, birthplace, occupation, and residence (including the street, number, if any, and the ward number, if in a city) of each parent, the maiden name of the mother, and the name of the physician or officer, if any, personally at- tending the birth. If the child is illegitimate, the name of and other facts relating to the father shall not be set forth except upon written request of both the father and mother. Said physician or officer shall within fifteen days after such birth, mail or deliver to the clerk or registrar of the town where such birth occurred, a report stating the facts herein above required to be shown on said record and also the said written request, if any; provided, that if said report is not so made within forty- eight hours after such birth, said physician or officer shall, within said forty-eight hours, mail or deliver to said clerk or registrar a notice stating the date and place of birth, the street number, if any, the ward number, if in a city, and the family name. Upon presentation to him of a certificate of the Town Clerk stating that any such birth has been duly reported, the Town Treasurer shall pay to such physician or officer a fee of twenty- five cents for each birth so reported. Any physician or any such officer violating any provision of this section shall forfeit not more than twenty-five dollars.

Section 4. A member or servant of a family in which a child is born, having knowledge of the fact re- quired for record relative to such births, shall furnish the same upon request of the clerk of the town where such child was born or its parents reside, or of any per- son authorized by him. Such member or servant refus- ing to furnish such facts shall be punished by a fine of not exceeding ten dollars.
