RECORD OF TOWN MEETINGS


ANNUAL TOWN MEETING


Monday, January 20, 1930, and adjournment to Thursday, March 6, 1930.


On a warrant duly issued by the Selectmen, under date of January 7, 1930, and signed by Thomas B. Mulvehill, Harold W. Baker, Arthur J. Forrest and Edmund G. Dalton, Selectmen of Norwood, the proper ser- vice of which Warrant was duly attested by J. Irving Reid, Constable of Norwood.


All of the requirements of the Statutes and By-Laws relating to elections and Town Meetings having been complied with, the meeting was called to order, the articles contained in the Warrant and the action thereunder being as follows:


Article 1. To choose all necessary Town Officers. The following are to be chosen by ballot; namely, two Selectmen for three years; one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one member of the Board of Health for three years; two members of the School Committee for three years; two trustees of Morrill Memorial Library for three years; two members of the Planning Board for three years; six Constables for one year.


Two Selectmen for three years.


Harold W. Baker had twenty-one hundred and seventy-nine (2179) elected, sworn by Town Clerk and Accountant.


Herbert A. Baker had seventeen hundred and sixty-seven (1767) elected, sworn by Town Clerk and Accountant.


Peter J. Feeney had seventeen hundred and thirty (1730).


Nicholas Abdallah had thirteen hundred and seventy-seven (1377).

Article 2. To hear and act on the reports of town officers and com- mittees.


Voted: That Article 2 be laid on the table.


Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a town treasurer may use when acting as Collector.


Voted: To so authorize the Treasurer.


Article 4. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.


Voted: To so authorize the Treasurer.


Article 5. To see what disposition the Town will make of money re- ceived for dog licenses.


Articles 5, 6, 7, 8, 9, 10, 11, 13, 14, 15, 16 and 17 be referred to the Finance Commission for consideration and report with recommendations at the Adjourned session of this meeting.


Article 12. To see if the Town will vote to instruct the Board of As- sessors to take appropriate action as provided by law for the early collection of poll taxes, or take any other action in the matter.


Voted: To so instruct the Assessors.


Article 18. To see if the Town will vote to acquire by purchase or by eminent domain or to lease, for the purposes of a public playground, a certain tract of land with the buildings thereon containing about 5.65 acres more or less and bounded north by Winter Street; east by Broad-

way; south by East Hoyle Street and west by Washington Street, the assumed owner of which is the Norwood Civic Association, and raise by taxation, or raise by taxation and borrow, and appropriate a sum or sums of money for said purpose, or take any other action in relation thereto.


Voted: That no action be taken upon the subject matter of this article at this meeting but that the Selectmen be requested to insert said subject matter on proper petition or on their own motion in the Warrant for a Special Town Meeting to be held on such date as they shall determine.


Voted: That this meeting adjourn.

ADJOURNED ANNUAL TOWN MEETING


Adjourned Town Meeting of January 20, 1930 to Thursday, March 6, 1930.


On a notice duly attested by Town Clerk and Accountant, the following articles of the Warrant of the Annual Town Meeting, which were referred to the Finance Commission, were acted upon:


Article 2. To hear and act on the reports of town officers and com- mittees.


Voted: A. That the report as submitted by Chairman Francis J. Foley of the Finance Commission be accepted.


Voted: B. That the report submitted by Herbert E. Tucker, which was read in open meeting, signed by the Committee on the advisability of pur- chase of the Civic Association property, be accepted and placed on file. This vote of acceptance also constituted a discharge of the Committee.


Voted: C. That the portion of this Article relating to the reports of the Town Officers be referred to a Special Town Meeting to be held during the week of March 16, 1930.


Article V. To see what disposition the Town will make of money re- ceived for dog licenses.


Voted: That this Article be laid on the table and taken up and acted upon together with the appropriations for support of the Morrill Memorial Library under Article 6, sub-division D, Section 6.


Article VI. To see what sums of money the Town will vote to raise or borrow and appropriate for the current fiscal year, for the following pur- poses, or take any other action in the matter.


A. General Government.

Voted: 1. (a) That the Selectmen receive no salaries. (b) By taxation

$300.00 for salary of Clerk of Selectmen, and the further sum of $200.00 by taxation, for the incidental expense of the Selectmen.


2. (1) Town Clerk and Accountant and (2) Town Bookkeeper. (a) Salaries and (b) incidentals.


Voted: (a) For salary, by taxation $2,550.00 and by transfer $1,700.00. (b) by taxation the sum of $4,400.00 and by transfer the sum of $12,050.00 for incidental expense.

C. Health and Sanitation.


1. Board of Health. (a) Salaries, (b) Incidental expense including the expense of contagious diseases and disposal of garbage; also dental, medical and other clinics, and (c) Maintenance of Town Dump.


Voted: (a) By taxation the sum of $250.00 and (b) by taxation the sum of $19,050.00 and (c) by taxation the sum of $2,500.00.

Voted: The sum of $23,000.00 from surplus funds in the Excess and Deficiency Account, the same to be available for maintenance and repairs of highways, culverts and bridges, paving gutters, street signs and guide- boards, and that there be raised by taxation and appropriated, the follow- ing:


(a) Highways, maintenance and repairs $17,900.00


(b) Removal of snow and ice 8,000.00


(f) Highway Equipment. 6,290.00


(g) Gravel pit maintenance and repairs. 2,890.00


(h) Gravel pit, operation . 400.00

To see what sum the Town will vote to raise and appropriate to pay not more than the ordinary and reasonable compensation for care actually rendered or furnished by the Norwood Hospital or other hospitals in the vicinity of Norwood to such persons as may be in whole or in part unable to care for themselves, the same to be in addition to sums appro-

priated for the care of contagious diseases and for institutional relief, or take any other action in the matter.


Voted: By taxation the sum of $1,500.00.


Article 11. To see what sum of money the Town will vote to raise and appropriate for the employment of district or other nurses, or take any other action in the matter.


Voted: That Article 10 and Article 11 be considered and acted upon together.


Article 13. To see what sum the Town will vote to raise and appropriate as required by the provisions of Section 39 of Chapter 33 of the General Laws; namely, for providing suitable quarters for and the maintenance of an Armory for the use of Co. G. 101st. Infantry, Massachusetts Guard, or take any other action in the matter.


Voted: By taxation the sum of $112.50 for the month of January, 1930.


Article 14. To see if the Town will vote to lease a part of the building of the Norwood Civic Association, Inc., for the purpose of providing suitable headquarters for Post No. 70, American Legion for the current year, and raise and appropriate a sum of money for said purpose, or take any other action in the matter.


Voted: To do so and appropriated by taxation the sum of $300.00.


Article 15. To see what sum of money the Town will raise and appro- priate to meet the expense of the care and maintenance of the Norfolk County Hospital as apportioned by the County Commissioners of the County of Norfolk.


Voted: By taxation the sum of $7,744.98.


Article 16. To see what sum or sums the Town will vote to raise and appropriate to meet the necessary expense of Municipal officers and em- ployees of particular departments of the Town incurred outside the Com- monwealth in securing information upon matters in which the Town is interested or which may tend to improve the service in such departments, which sum or sums shall be specified to be and shall be limited to such expenses incurred as aforesaid.


Voted: By taxation the sum of $300.00 for the following: (a) School Department $200.00 and (b) Superintendent of Public Works $100.00.


Article 17. To see if the Town will vote to authorize and direct the Selectmen to petition the next General Court of Massachusetts for legis- lation which will enable the Town to assess a larger proportion of the cost of extending and completing the sewerage system therein than is now possible under the provisions of Chapter 311 of the Acts of 1901, or take any other action relative thereto.


Voted: To so authorize the Selectmen.


Voted: That this meeting be dissolved.

All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator James A. Halloran, the articles contained in this Warrant and the action thereunder being as follows:


Article 16. To see what sums of money the Town will vote to raise and appropriate to meet the payment of certain bills and interest charges in- curred prior to January 1, 1930.


Voted: By taxation the sum of $3,309.87 and the further sum of $8,133.00 by taxation to meet overdraft in the interest account for the year 1929, and that the sum of $3.70 be appropriated from receipts in the Municipal Light Department and the sum of $498.00 be appropriated from receipts of the Water Department to meet payment of certain bills incurred in the year 1929 in the respective accounts.


Article 2. To see what sums of money the Town will vote to raise and appropriate to meet the general expense of the public works division which includes superintendence of sewer, highway, parks and water department activities.


Voted: That the sum of $17,300 be appropriated for the following:


Salary of Superintendent of Public Works $ 3,600.00


Incidental Expense of public works division which includes superintendence of sewer, highway, parks and water depart- ment activities 13,700.00


of which sum so appropriated the sum of $10,965.00 shall be raised by taxation, and by transfer the sum of 6,335.00


Article 3. To see if the Town will vote to accept as town ways, any or all of the following described streets as laid out by the Selectmen and to appropriate a sum or sums of money to meet the expense of taking ease- ments in land therefor, and the cost of construction of said proposed streets so accepted, or take any other action in the matter; namely,


1. An extension of Oak Road to be known as Oak Road.


2. An extension of Plimpton Street to be known as Plimpton Ave., sub- stantially in the location of an existing private way.


3. An extension of Pond Ave. to be known as Pond Ave., substantially in the location of an existing private way.

4. An extension of St. James Ave. to be known as St. James Ave., sub- stantially in the location of an existing private way.


5. A new way leading easterly from Washington St. to be known as St. John Ave., substantially in the location of an existing private way.


6. An extension of West St. to be known as West St.
