At the Westwood Pumping Station considerable work was done on the buildings. The roof of the station was repaired, gutters and conductors renewed, windows which had become loosened were reset, and the station, inside and out, was painted. The shop and coal sheds also were painted. The filter beds were thoroughly cleaned and the sand renewed. Two thousand two hundred fifty-seven cubic yards of selected sand was used to make the required depth necessary for proper filtration. The collecting well was repatched with cement and asphalt to prevent leakage. Also, the well was treated with two coats of a white cement paint which not only helps in preventing leaks but gives a highly sanitary appearance to the basin. This entire plant is now in a very excellent condition.


The Ellis Pumping Plant continued to operate successfully during the entire year, no serious break downs occurring. The wells were cleaned when necessary and three valves and ten lead connections were renewed. This plant also is in fine condition.

Work Done for Other Departments


While considerable work was done for other departments of the Town, the grading job at the Junior High School was the largest consisting of cutting down and moving of trees, moving shrubbery, and the grading and seeding of the lawn. Also, the building of the driveway with a 4" stone penetration pavement.


The razing of buildings after the fire at the Civic Club, and removal of debris was done by the Public Works Department.


At the Memorial Library the lawn was graded and seeded, and granite edge wall set.

REPORT OF MUNICIPAL LIGHT DEPARTMENT

General Remarks


It is with pleasure that I submit herewith the report of the Municipal Light Department for the year ending December 31, 1930.


December 31, 1929, we lost one of our largest power customers when the Railroad closed up their repair shop which used about 500,000 kw. hrs. per year. Yet with this loss we have been able to gain in business enough to make up the loss and 73,514 kw. hrs. over what we bought in 1929.


July 1, 1930, we reduced our lighting rate .01 per kw. and cooking rate .005 per kw., thus making lighting rate .06 and cooking .025 per kw. hr. With our low rate for cooking, water heating, and other appliances, all homes may have continuous hot water at all times at a cost comparable with other methods of heating. Cooking can be done at less actual cost than by fuel-burning methods. Electric Cookery brings the modern touch to the kitchen-a kitchen of cleanliness-a kitchen of pride, economy and convenience.


During the year we ran and re-arranged our lines both for commercial and street lighting, adding about 8 miles of wire to each.


We replaced 250 poles and added 50 new poles to our lines, making new additions and replacements in the past three years of about 1300 poles, and as a result it puts our lines in A-1 condition starting the new Year of 1931 and also good for many years to come.

of our pole lines, is the reduction of line losses which are now at a very low per cent, in fact much below the average.


We removed our old wood storage buildings and replaced with a modern two story fire-proof building, giving us more and safer capacity.

Wire Inspections and Meter Division


The duties of this Division are as follows:


1. Inspection of all new wiring.


2. Approving meter locations where new meters are installed.


3. Drawing orders on the Maintenance Department for all new services after wiring has been inspected and approved.


4. Changing Customers' services when necessary for Maintenance Department to re-locate poles.


5. Wiring and maintenance for Public Works Department.


6. Testing, checking, numbering and filing records of meters.


7. Cutting out meters for vacancies and non-payment.


8. Investigating complaints for Billing Department.


9. 464 Permits issued for 1930.


10. The results of the past three years' inspections have been most gratifying. Many changes of old work have been made. In many cases large expenditures have been made by property owners in the past year to correct hazardous and dangerous conditions. This is doing the Town and our customers a good service as it insures better feeling between cus- tomers and Light Department to know we are giving them best lighting conditions.

I sincerely hope the provision in the new building code will be approved in the near future for the charging of wiring permits issued. I feel that this would meet with the approval of all the Electricians doing work in the Town.


Fire and Police Signal Division


During the past year we installed a quick acting transformer and re- timed all of the boxes. This puts outside boxes on a 2 second time and all inside signals on a one second time.


This gives the firemen about one minute more time to reach a fire than with the old system.


The lines are in first class condition, the boxes being inspected each month.


No additional boxes were added during the year, it might be well to consider a little later to run additional circuits, add more boxes and al- ternate them along the streets.


The Police Telegraph and Telephone System and the various Traffic Signals have all been checked monthly throughout the year.
