ANNUAL TOWN MEETING
Monday, January 19, 1931, and adjournment to Wednesday, March 18, 1931.
On a warrant duly issued by the Selectmen under date of January 6, 1931, and signed by Thomas B. Mulvehill, Edmund G. Dalton, Harold W. Baker, Arthur J. Forrest and Herbert A. Baker, Selectmen of Norwood, the proper service of which Warrant was duly attested by Patrick J. Coyne, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to elections and Town Meetings having been complied with, the meeting was called to order, the articles contained in the Warrant and the action thereunder being as follows:
Article 1. To choose all necessary Town Officers. The following are to be chosen by ballot; namely, one Selectman for three years; one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one member of Board of Health for three years; two members of School Committee for three years; two trustees of Morrill Memorial Library for three years; two members of Planning Board for three years; six Constables for one year.

Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a town treasurer may use when acting as Collector.
Voted: To so authorize the Treasurer.
Article 4. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Voted: To so authorize the Treasurer.
Article 5. To see what disposition the Town will make of money re- ceived for dog licenses.
Articles 5, 6, 7, 8, 9, 10, 11, 13, 14, 15 and 16 be referred to the Finance Commission for consideration and report with recommendations at the Adjourned session of this meeting.
Article 12. To see if the Town will vote to instruct the Board of As- sessors to take appropriate action as provided by law for the early collec- tion of poll taxes, or take any other action in the matter.
Voted: To so instruct the Assessors.
Article 17. To see if the Town will vote to change the name of a public way accepted by vote of the Town as Pond Street so that said way shall be called Oak Road, or take any other action in the matter.
Voted: That Article 17 be laid on the table.
Voted: That this meeting adjourn.

SPECIAL TOWN MEETING
January 30, 1931
On a warrant duly issued by the Selectmen under date of January 20, 1931, and signed by Edmund G. Dalton, Harold W. Baker, Arthur J Forrest, Herbert A. Baker and Peter J. Feeney, Selectmen of Norwood, the proper service of which Warrant was duly attested by Thomas C. Lydon, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this Warrant and the action thereunder being as follows:
Article 1. To see if the Town will vote to accept, under the provisions of law relating to the assessment of betterments, as a Town Way, an ex- tension of Nichols Street to be known as Nichols Street as laid out by the Selectmen and to raise by taxation and appropriation, or to borrow and appropriate a sum of money to meet the expense of the cost of construction of said Town Way so accepted, or take any other action in the matter.
Voted: To accept and that the sum of $18,000 be raised by taxation, to meet the expense of construction.
Article 2. To see what sum of money the Town will vote to raise and appropriate to meet the expense in whole or in part of the relocation of Winter Street between Prospect Street and the Westwood Town Line as made and decreed by the County Commissioners of the County of Norfolk, or take any other action in the matter.
Voted: By taxation the sum of $10,000.
Voted: That this meeting adjourn.

SPECIAL TOWN MEETING March 18, 1931
On a warrant duly issued by the Selectmen under date of March 10, 1931, and signed by Edmund G. Dalton, Harold W. Baker, Herbert A. Baker and Peter J. Feeney, Selectmen of Norwood, the proper service of which warrant was duly attested by Thomas C. Lydon, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this Warrant and the action thereunder being as follows:

Article 1. To see what sum of money the Town will vote to raise and appropriate to meet the payment of unpaid bills contracted and incurred in several accounts and Departments prior to December 31, 1930, or take any other action in the matter.
Voted: That the sum of $6,569.97 be appropriated for the following: (By taxation, $4,585.47 and by transfer $1,984.50).

ADJOURNED ANNUAL TOWN MEETING
Adjourned Town Meeting of January 19, 1931, to Wednesday, March 18, 1931.
On a notice duly attested by Town Clerk and Accountant, the following articles of the Warrant of the Annual Town Meeting, which were referred to the Finance Commission, were acted upon :
Article 2. To hear and act on the reports of town officers and com- mittees.
Voted: To accept the report of the Finance Commission as printed.
Voted: To accept the report as presented by the Committee on Addition to Morrill Memorial Library.
Voted: To accept the report of Town Officers as contained in the fifty- ninth Annual Report.
Article 5. To see what disposition the Town will make of money re- ceived for dog licenses.
Voted: That the subject matter of Article 5 be taken up and acted upon together with sub-division D-8 of Article 6.
Article 6. To see what sums of money the Town will vote to raise or borrow and appropriate for the current fiscal year, for the following pur- poses, or take any other action in the matter.
A. General Government.
1. Selectmen. (a) Salaries; (b) Incidentals.
Voted: 1. (a) That the Selectmen receive no salaries. (b) By taxation $300.00 for salary of Clerk of Selectmen, and the further sum of $200.00 by taxation, for the incidental expense of the Selectmen.
2. (1) Town Clerk and Accountant and (2) Town Bookkeeper. (a) Salaries and (b) Incidentals.
Voted: (a) For salary, by taxation $2,550.00 and by transfer the sum of $1,700. (b) by taxation the sum of $3,815.00 and by transfer the sum of $12,050.00 for incidental expense.

3. Town Treasurer and Collector of Taxes. (a) Salary and (b) In- cidentals, including premium on suretyship bond.
Voted: (a) by taxation the sum of $2,000.00 and by transfer the sum of $750.00 for salary, and (b) by taxation the sum of $5,007.00 and by transfer the sum of $2,250.00 for incidentals.
4. Assessors. (a) Salaries and (b) Incidentals.
Voted: (a) by taxation $3,200.00 and (b) by taxation the sum of $3,950.00.
5. Certification of Bonds and Notes.
Voted: By taxation the sum of $300.00.
6. Finance Commission. (a) Incidentals.
Voted: By taxation the sum of $500.00.
7. Law. (a) Salary. (b) Incidentals.
Voted: (a) By taxation the sum of $2,000.00 and (b) by taxation the sum of $450.00.
8. Election and Registration. (a) Salary and (b) Incidentals.
Voted: (a) by taxation the sum of $400.00 and (b) by taxation the sum of $950.00.
9 .. Memorial Municipal Building. (a) Maintenance, (b) Improve- ments.
Voted: (a) by taxation the sum of $6,700.00 and by transfer the sum of $1,400.00, and by taxation the sum of $500.00 for the use of the Carillon Committee.
10. General Manager. (a) Salary and (b) Incidentals, including premium on suretyship bond.
Voted: (a) by taxation the sum of $2,550.00 and by transfer the sum of $3,450.00 and (b) by taxation the sum of $2,600.00 and by transfer the sum of $1,300.00.
11. Engineering. (a) Salary, (b) incidentals.
Voted: (a) by taxation the sum of $3,200.00, and (b) by taxation the sum of $3,750.00 for incidental expense, and the sum of $1,000.00 by taxation for special work completing Survey Plans for the Board of Asses- sors.
12. Board of Survey. (a) Incidentals.
Voted: By taxation the sum of $700.00.
13. Planning Board. (a) Incidentals.
Voted: (a) By taxation the sum of $1,000.00.
