Article 11. To see if the Town will vote to accept the provisions of Section 44 of Chap. 32 relating to municipal pensions for school janitors (on petition of School Committee).

Article 12. To see if the Town will vote to authorize the abandonment of certain easements for drainage purposes in land of the Deacons of the First Baptist Church of Norwood and that the Selectmen shall declare said easements to be abandoned, or take any other action in the matter.


Voted: To so authorize the abandonment of certain easement for drain- .age purposes in land of the Deacons of the First Baptist Church of Nor- wood, which easement was secured by the Town of Dedham by instrument under date of September 21, 1861, and recorded in the Norfolk Registry of Deeds, Book 302, Page 58.


Article 13. To see if the Town will vote to raise and appropriate the sum of $117.49 to meet an overdraft in the appropriation for the widening of Washington Street, or take any other action in the matter.


Voted: By taxation the sum of $117.49.

SPECIAL TOWN MEETING September 24, 1931


On a Warrant duly issued by the Selectmen and dated September 16, 1931, and signed by Harold W. Baker, Arthur J. Forrest and Herbert A.

Baker, Selectmen of Norwood, the proper service of which Warrant was duly attested by Joseph T. Flood, Constable of Norwood.


All of the requirements of the Statutes and By-Laws relating to Town Meeting having been complied with, the meeting was called to order by the Moderator, James A. Halloran, the articles contained in this Warrant and the action thereunder being as follows:


Article 1. To determine by written ballot the preference of the voters of Norwood for the site of the proposed Federal Post Office Building in said Norwood. (Petition of Herbert M. Plimpton and others.)


Voted: That the preference of the voters of Norwood for the site of the proposed Federal Post Office Building in Norwood be determined by written ballot in the form and manner voted by this meeting. On voice vote this motion was declared carried.


The following motion was submitted by Herbert A. Baker, which motion was duly seconded, VOTED: That the written ballot to express the prefer- ence of the voters for the site of the proposed Federal Post Office Building in Norwood be in the following form, namely,


Voted: That the Selectmen be instructed to inform the appropriate officials of the Government of the United States that the preference of the voters of Norwood for the site of the proposed Federal Post Office Building is: (Indicate choice by x.)

D. 1931 at six forty-five o'clock in the forenoon in such manner as to conform as near as may be to the provisions of law relative to the conduct of elections by ballot for Town officers and for such purpose the polls shall be open at seven o'clock in the forenoon on said October 2, 1931, and shall remain open until seven o'clock in the afternoon when they shall be closed, and be it further VOTED, that the Town Clerk and Accountant as Town Clerk be and hereby is authorized and directed to prepare and pro- vide for use at said adjournment of this meeting written ballots in said form and to make all other necessary arrangements and to take such further action as to permit said ballot to be taken as herein provided.


An amendment was offered by George F. Willett, seconded by Hugo B. C. Riemer that a provision be made for second choice. This amend- ment was not carried.


The original motion as submitted by Herbert A. Baker was then taken up for action and voted upon and was declared carried.


Article 2. To see if the Town will vote to authorize the Selectmen

to sell to the United States, for the sum of $22,000.00 the "Everett School Lot" so-called, containing approximately 29,700 square feet, as a site for a United States Post Office Building. (Petition of Herbert M. Plimpton and others.)


Under Article 2, Herbert A. Baker stated that in as much as this Article was inserted in the Warrant in order that this meeting might be a legal meeting, and that the subject matter of the Article had been acted upon at a previous meeting and moved that consideration and action be in- definitely postponed. This motion was duly secondcd and declared carried.


A motion was offered by James M. Folan that an informal count of the voters present at this meeting be taken.


Moderator Halloran named Russell W. Williams, George F. Willett and Herbert A. Baker as Tellers to count the voters present. The Tellers returned a count of seven hundred fifty-six (756).


Voted: That this meeting adjourn to meet en Friday, October 2, 1931.

On a Warrant duly issued by the Selectmen and dated October 27, 1931, and signed by Harold W. Baker, Arthur J. Forrest and Herbert A. Baker, Selectmen of Norwood, the proper service of which Warrant was duly attested by Charles R. Donnell, Constable of Norwood.

Article 1. To see what further sums of money the Town will vote to appropriate from any available revenue for the following purposes, the same to be in addition to the amounts heretofore appropriated for said purposes for the current financial year, namely :


(a) General Government Incidentals, (b) Maintenance of Municipal Office Building, (c) Police Department Salaries, (d) Police Department Incidentals, (e) Fire Department Salaries, (f) Maintenance and Opera- tion of Highways, (g) Highway Construction, (h) Snow and Ice Removal, (i) Public Welfare, (j) Maintenance and Operation of Municipal Electric Light Department, (k) Improvement of Highland View Cemetery, (1) Maintenance of Public Playgrounds.

Voted: By borrowing the sum of $3,000.00.


Article 4. To see if the Town will vote to accept under the provisions of law relating to the assessment of betterments as a Town Way, an ex- tension of Garfield Avenue from Hill Street to the existing Garfield Avenue, as laid out by the Selectmen, and to raise or borrow and appropriate a sum of money to meet the expense of the cost of construction of said Town Way including land damages, so accepted, or take any other action in the matter.


Voted: To so accept, and that the Town Treasurer and Collector of Taxes be authorized to borrow the sum of $4,150.00 to meet the cost of land damages and of the original construction of said way.


Article 5. To see if the Town will vote to accept under the provisions of law relating to the assessment of betterments as a Town Way, an ex- tension of Garfield Avenue between Adams Street and Monroe Street, to be known as Garfield Avenue, as laid out by the Selectmen, and raise or borrow and appropriate a sum of money to meet the expense of the cost of construction including land damages of said Town Way so accepted, or take any other action in the matter.


Voted: To so accept, and that the Town Treasurer and Collector of Taxes be authorized to borrow the sum of $350.00 to meet the expense of land damages.

Article 6. To see if the Town will vote to authorize the Selectmen to take by eminent domain the necessary easements for sewer and water purposes in lands involved in a proposed extension of Highland Street and to provide that the money necessary to meet the expense of the taking of said easement be made available from funds appropriated under Articles II and III of this Warrant, or take any other action in the matter. Voted: To so do.


Voted: That this meeting be dissolved.
