As labor and material prices enter so deeply into construction costs it is well to give some of these in this statement.


Labor 60 cents an hour, foreman $6.00 a day, municipal trucks 50 cents to $1.00 an hour, hired trucks $1.50 to $2.50, gasoline 8 1 /2 cents, oil 50 cents, joint compound 9 cents, jute 14 and 24 cents. Road oil applied 5 1/4, penetration 7 4/10 cents a gallon. Sewer pipe 5" 12 1 /2 cents, 12" 37 8/10 cents, water pipe 6" 57 cents, 8" 81 cents foot. Crushed stone $1.72 to $2.20 a ton, gravel 60 cents a ton.

PUBLIC WORKS DEPARTMENT

Dear Sir:


I beg to submit my report as Public Works Superintendent for the past year, 1930, as follows.


The past year has been one of vigorous activity with the Public Works Department, appropriations having been larger for the year 1930 than in any previous year. This was indeed fortunate as it enabled the Depart- ment to employ many men who were unable to secure work elsewhere. The total payroll for the year amounted to $172,274.29, which was ex- pended on Streets, Drains, Sewer, Water, and Park construction and maintenance in all sections of the Town.


The writer does not wish to appear egoistical but he cannot help saying that the many improvements made, and the condition of the Town, at this time, show that the large appropriation was expended in an intelligent and economical manner. This will be shown more clearly in the lists of construction work which will be submitted in this report.

The maintenance of our streets was carried on as usual, the cleanliness of same being very noticeable.


Street signs, traffic signs, and street markings were taken care of in a practical way.


The usual "Clean-up Week" took place during the week of March 31st to April 5th, more people taking advantage of this method of disposing of their rubbish. Our records show 312 barrels collected in 1930 as against 230 barrels in 1929.


Many gravel sidewalks were resurfaced and an edging of Amiesite patch placed. This edging not only holds the gravel in place but also retains the line of the street, making a much better appearance.


Permanent granolithic sidewalks were laid in many streets to the extent of 3,169.7 square yards of walk, 330.5 square yards of crossing, and 408 linear feet of concrete curb.


One hundred seven thousand, six hundred forty-seven (107,647) square yards of street surfacing was treated with a 45, 65, or 85% asphaltic oil and covered with sand or pea stone.


The winter of 1929-30 was extremely hard on our highways, the action of frost causing much damage, especially in the outskirts of the Town. These roads were repaired early in the spring.


There was a general demand for the sanding of streets, at times, during the winter. The Department co-operated to the extent of spreading ap-

proximately 1100 cubic yards of screened sand over our highways and walks when icy conditions prevailed.


The crusher was operated during the season with excellent results. On the widening of Prospect Street and Upland Road alone, a big saving was made, as the cost of material from this plant was only 30¢ a cubic yard as against bids received of 85 and 95e per cubic yard.


Many streets were resurfaced with a 4" crushed stone penetration, some with a gravel bituminous, and others with 7" or 8" crushed stone, State specification. Total improved mileage now 46.3 miles.


One of the most noticeable improvements in our street program was the development adjacent to the new Cornelius Callahan School on the east side of the Town. Plans called for the construction of three streets, the extensions of Monroe Street, Garfield Avenue, and Grant Avenue, through private land, to give access to the school, also to supply water, sewer, and drainage facilities to the house lots along the above mentioned streets as well as the school. In a development of this kind it is the usual method to build the underground construction one year, following up the next year with street surface construction to eliminate settlements. In making the above statement the writer wishes to protect himself as it was necessary to finish this work for the school opening in September.


Many street corners throughout the Town were widened and granite curbing set, thus eliminating in a large measure traffic hazards.

Playgrounds, Parks and Plots


The general condition of Playgrounds, Parks, and Plots in the various sections of the Town during the past year would indicate that proper care had been given to this responsibility of the Public Works Department.


Mowing of grass, raking; planting of trees, and shrubbery were attended to diligently.

One and three quarter acres of the unfinished section at Winslow Park was leveled, loamed, and seeded, leaving approximately two acres to cul- tivate.


At Prospect Street and Upland Road an island 75 feet in diameter was built, seeded, and suitable shrubbery planted. Also, an edging of rustic stone was placed, making a very attractive spot at this entrance to the Town.

Sewers and Drains


The filter beds and Sewer Pumping Station are in good condition.


Sixty new sewer services were added to the system.


Seventy-two sewer services were put into the street line on new streets that were built.


Pipe drains were installed in the Town to the extent of 4,918 feet and 23 catch basins were added to the drainage system during the past year. The number of catch basins and drain manholes now number 478.


All the open drains throughout the Town were cleaned.


The sanitary system now totals 27.4 miles and the drainage system 14 miles.

WATER DEPARTMENT


The extreme dry spell of the past year caused some concern to the officials of the Water Department. The level of the water at the Westwood Pond showing from tests taken on October 23rd an average of ten feet of water over the intake pipe. With the area of the basin lessened in proportion to the depth of water it was decided on November 5th to close this station and use the Ellis Plant for our entire supply of water for the balance of the year.


The wells at Ellis gave excellent results throughout the year. The level of the water in this area while lowered considerably caused the shutting off of but sixteen wells to prevent the suction of air into the system.


With this brief description of our water supply, I recommend the driving of more wells adjacent to the five wells already driven in the Dean Lot, north of Everett Street and bordering on the Forbes' property. These wells which were driven in 1925 will deliver 200,000 gallons of water daily. This figure is based on a test made at that time.
