RECORD OF TOWN MEETINGS
ANNUAL TOWN MEETING
Monday, January 16, 1939, and adjourned to March 24, 1939.
On a warrant duly issued by the Selectmen under date of January 3, 1939 and signed by Charles E. Houghton, John E. Folan, Charles F. Holman, Harry B. Butters and Francis W. Smith, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All the requirements of the statutes and by-laws relating to elections and town meetings having been complied with, the meeting was called to order, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To choose all necessary Town Officers. The following are to be chosen by ballot; namely, two Selectmen for three years; one Town Treasurer and Collector of Taxes for one year; one Finance Commissioner for three years; one Moderator for one year; one Member of the Board of Health for three years; two members of the School Committee for three years; two trustees of the Morrill Memorial Library for three years; two members of the Town Planning Board for three years; six Constables for one year.

Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.
Voted: To so authorize the Treasurer.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1939, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: To so authorize the Treasurer.
Voted: That Articles 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 18 and 19 be referred to the Finance Commission for consideration and report with recommendations at the adjourned session of this meeting and with respect. to Article 17 this article be laid on the table to be taken up and acted upon at the adjourned session of this meeting.

SPECIAL TOWN MEETING
March 24, 1939
On a warrant duly issued by the Selectmen and dated March 14, 1939 and signed by Charles E. Houghton, Charles F. Holman, Harry B. Butters

and Francis W. Smith, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer, to sell at public auction or at private sale and convey by an appropriate deed or deeds to be executed in behalf of the Town, the following described parcel of land owned by the Town and acquired through tax title, at a price not less than the cost to the Town of acquiring such parcel, together with such sum or sums as will be the equivalent of the taxes that would have been thereafter assessed upon the same together with interest thereon, if the Town had not acquired title thereto; namely :
A parcel of land containing approximately one acre, 30,680 square feet, situated on Hawthorn Street and shown on the Assessors' Survey Plan, Map 13, Sheet 4A, Lot 25.
Voted: To so authorize the Treasurer.
Article 2. To see if the Town will vote to purchase by appropriate deed of conveyance from the Westover Corporation assumed owner thereof a parcel of land containing 1,720 square feet and being shown as Parcel No. 2 on a plan made by A. W. Thompson, Town Engineer, entitled "Town of Norwood, Mass. Plan of Land Exchange in Vicinity of Norwood Senior High School" and dated December 28, 1938 and to convey to said Westover Corporation by appropriate deed as the consideration for said purchase a parcel of land owned by the town containing 1,720 square feet and being shown on said plan as Parcel No. 1, and no longer required for public pur- poses, thereby making an exchange of said properties respectively or take any other action relative thereto. (On petition of School Committee.)
Voted: To so authorize the Selectmen.
Article 3. To see if the Town will vote to purchase and install through replacement or otherwise oil burning equipment at the Senior High School building and to raise and appropriate a sum of money for said purpose or take any other action in the matter. (On petition of School Committee.)
Voted: That action under this article be indefinitely postponed.
Article 4. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen to borrow money for ordinary maintenance expenses under the authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933 as amended by Chapter 281 of the Acts of 1936 and as further amended by Chapter 57 of the Acts of 1938.

Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer and with the approval of the Selectmen be and hereby is authorized and directed to borrow not more than $20,000 for ordinary maintenance expenses under the authority of and in accordance with the provisions of Chapter 49 of the Acts of 1933 as amended.
Article 5. To see what sum of money the Town will vote to raise and appropriate to meet the expense of the purchase of eyeglasses for needy school children.
Voted: By taxation the sum of $100.
Article 6. To see what sum of money the Town will vote to raise and appropriate for the purpose of meeting the cost of acquiring a parcel or parcels of land containing approximately seven acres generally southerly of Wilson Street, for a site for a public playground and deemed by the Selectmen as Playground Commissioners desirable therefor, as shown on a plan by A. W. Thompson, Town Engineer and filed in the office of the Town Clerk and Accountant or take any other action relative thereto.
Voted: To so authorize the Selectmen to acquire and the sum of $2400 be raised by taxation.
Article 7. To see if the Town will vote to accept Section 16B of Chapter 147 General Laws (Ter. Ed.) inserted by Section 2 of Chapter 426 Acts of 1938 which section provides for one day off in every six days for members of the police department in the towns accepting said section. To be effective May 1st, 1939. (On petition of William F. Mullane, et al.)
A motion was offered that this article be indefinitely postponed. Motion lost.
A motion was offered that this article be referred back to the Finance Commission. Motion lost.
Voted: To so accept.
Article 8. To see if the Town will vote to appropriate a sum of money from the Highway Fund, provided by Chapter 2 of the Acts of 1939 for any of the purposes authorized by said chapter.
Voted: That the sum of $19,350 be appropriated from the Highway Fund.
Article 9. To see if the Town will vote to refund Emergency Storm Damage loans issued in 1938 under Clause 9, Section 8, Chapter 44 General Laws and determine what portion of said loans shall be raised in the tax levy of 1939 or take any action in relation thereto.
Voted: That to meet the Emergency Storm Damage loan of $57,000.00 due on October 1, 1939 and issued under authority of Clause 9, Section 8, Chapter 44, General Laws and vote of the town at town meetings held on October 1 and on November 14, 1938 respectively, there be raised in the tax levy of 1939 the sum of $7,000 and that the Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to refund the sum of

$50,000 and to issue bonds or notes of the town therefor, said bonds or notes to bear on their face the words, Emergency Storm Damage Loan, Act of 1939, and to be payable in accordance with Section 19, Chapter 44, General Laws, and Chapter 63, Acts of 1939, so that the whole loan shall be paid in not more than ten years from the date of issue of the first bond or note, or at such earlier times as may be determined by the board men- tioned in Clause 9, Section 8, Chapter 44, General Laws.
Article 10. To see what further sum of money the Town will vote to raise and appropriate for the use of the existing special committee on the H. O. Peabody Fund so-called, or take any other action in the matter.
Voted: By taxation the sum of $500.
Voted: That this meeting be dissolved.

ADJOURNED ANNUAL TOWN MEETING
Adjourned Annual Town Meeting of January 16, 1939 to March 24,1939. Meeting duly called in accordance with the vote of January 16, 1939.
On a notice duly attested by Town Clerk and Accountant, the following articles of the Warrant of the Annual Town Meeting, which were referred to the Finance Commission, were acted upon:

Voted: From the income of the Municipal Electric Light Department the following: (a) Maintenance and operation and repairs, $175,577. (b) Depreciation $19,465 and further voted that if the income of said depart- ment shall exceed the expense of said department for said fiscal year, such excess shall be returned to the Town Treasury, and further voted that with respect to new construction, no action be taken, as no action is necessary with respect to the expenditure of depreciation fund for said purpose.
2. Water Department. (a) Maintenance. (b) Construction. (c) New Equipment.
Voted: From the current receipts of the present financial year of the Water Department the sum of $29,570 for maintenance and operation of said department, and be it further voted that there shall be transferred from the income of said department in reduction of the tax levy all receipts in excess of the amount herein appropriated.
