d. New Construction.


Voted: That the sum of $60,000 be raised and appropriated for the en- largement and extension of the electric light plant, the above sum to be in addition to the depreciation fund, and to meet said appropriation, the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer, with the approval of the Selectmen, be authorized to borrow the sum of $60,000 and issue bonds or notes of the Town therefor payable in accordance with Chapter 44, General Laws, so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or at such earlier time as the Treasurer and Selectmen may determine.

SPECIAL TOWN MEETING


April 30, 1941


On a warrant duly issued by the Selectmen and dated April 21, 1941, and signed by Harry B. Butters, Charles F. Holman, Charles L. Donahue and John E. Folan, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.


All the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Francis C. Foley, the articles contained in the warrant and the action thereunder being as follows:


Article 1. To see if the Town will vote to hold and to use for Electric Light Department purposes a parcel of land on Short Street, said parcel being 150 feet easterly from Washington Street and containing 12,824 square feet, having a frontage of 50 feet on Short Street, said parcel being a part of Lot 94, as shown on Assessor's Plan, Map 9, Sheet 7C, suitable therefor and already owned by the Town, or take any other action in the matter.


Voted: To so do. No appropriation for the maintenance or improvement thercof, is required or intended.


Article 2. To see if the Town will vote to accept as a new Town Way as laid out and reported by the Selectmen and to be known as Belmont Street and to authorize the Selectmen to take by eminent domain pro- ceedings an easement for said new way, and to raise and appropriate a sum of money for the purpose of the original construction of said way including land damages if any, or take any other action in the matter.


Amendment offered by Mr. George F. Willett. Beginning with, "in con-

nection with said original construction that the question of damages be left undetermined." This motion was not seconded.


Voted: To so accept and to so authorize the Selectmen, and by taxation the sum of $5,643 to meet the cost of the original construction and further voted that in connection with said original construction no betterment be assessed and no damages awarded.


Article 3. To see if the Town will vote to accept as a new Town Way as laid out and reported by the Selectmen and to be known as Peabody Road and to authorize the Selectmen to take by eminent domain proceed- ings an easement for said new way, and to raise and appropriate a sum of money for the purpose of the original construction of said way including land damages if any, or take any other action in the matter.


Amendment offered by Mr. George F. Willett, seconded by Clement A. Riley, Beginning with, "in connection with said original construction that the question of damages be left undetermined." Mr. George F. Willett later withdrew the Amendment.


Voted: To so accept and to so authorize the Selectmen, and by taxation the sum of $110 to meet the cost of the original construction the same to be in addition to sums heretofore appropriated for Highway Construction and further voted that in connection with said original construction no better- ment be assessed and no damages awarded.


Article 4. To see what sum of money the Town will vote to raise and appropriate formaintenance and repairs of Highways, the same to be in addition to sums heretofore appropriated for said purposes, or take any other action in the matter.


Voted: By taxation the sum of $25,844.


Article 5. To see what sum of money the Town will vote to raise and appropriate for Highway construction including damages, said money to be used in conjunction with any money which may be alloted by the State or County, or both, for this purpose; or take any other action in relation thereto.

Article 1. To see if the Town will vote to amend the Zoning By-Law, so called, by altering the district boundaries established under Section 17 of said By-Law with respect to a certain portion of the present General Residence District on the so called State Highway Route 1 more particu- larly described as follows: Beginning at a point on the northerly side line of Dean Street, distant 179 feet more or less from the intersection of said northerly side line of Dean Street with the easterly side line of State High- way, Route 1, so called, thence running northeasterly 600 feet more or less, on a line parallel with and distant 150 feet from side line of State Highway, Route 1, thence turning and running S 43º 17' E 253.16 feet more or less to a point, thence S 12º 36' 30'' E 339.05 feet to a point, thence S 85° 34' 40" W 170.21 feet to a point, thence turning and running southerly 11.37 feet more or less to a point in the northerly side line of Dean Street, thence by a curved and straight line along the northerly side line of Dean Street, 360.76 feet more or less to the beginning, by withdrawing the area from General Residence District and establishing the same as Business District, as shown on a plan on file with the Town Clerk.

To see if the Town will vote to amend the Zoning By-Law, so called, by altering the district boundaries established under Section 17 of said By-Law with respect to a certain portion of the present Trunk High- way District Division A on the so called State Highway Route 1 more par- ticularly described as follows: Beginning at the northerly end of the present Trunk Highway B Zone, on the easterly side of State Highway, Route 1, northerly of Dean Street; thence running 215 feet more or less northeasterly on State Highway, thence turning and running southeasterly 159 feet more or less, thence turning and running southwesterly 167 feet more or less on a line parallel with and distant 150 feet from the easterly side line of State Highway, Route 1, thence turning and running northwesterly 150 feet to a point of beginning, by withdrawing the area from Trunk Highway Division A and establishing the same as Trunk Highway Division B as shown on plan on file with Town Clerk.
