RECORD OF TOWN MEETINGS
ANNUAL TOWN MEETING
Monday, January 15, 1940, and adjourned to March 28, 1940. On a warrant duly issued by the Selectmen under date of January 2, 1940 and signed by Charles E. Houghton, Charles F. Holman, John E. Folan, Francis W. Smith, and Harry B. Butters, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All the requirements of the statutes and by-laws relating to elections and town meetings having been complied with, the meeting was called to order, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To choose all necessary Town Officers. The follow- ing are to be chosen by ballot: namely, one Selectman for three years; one Town Treasurer and Collector of Taxes, for one year; one Finance Commissioner for three years; one Moderator for one year; one Member of Board of Health for three years; two members of the School Committee for three years; two Trustees of the Morrill Memorial Library for three years; one member of the Town Planning Board for three years; six Constables for one year.
One Selectman for Three Years.
Herbert V. Brady had seventeen hundred and sixty-nine, (1769), elected, sworn by Town Clerk and Accountant.
Charles L. Donahue, had twelve hundred and thirty-nine, (1239). Harry F. Howard, had twelve hundred and fifty-two, (1252). Charles J. Weisul, had three hundred and fourteen, (314). Scattering, eleven (11). ,

Article 2. To hear and act on the reports of town officers and committees.
Voted: That Article 2 be laid upon the table.
Article 3. To see if the Town will vote to authorize the Collector of Taxes to use the same means as a Town Treasurer may use when acting as Collector.
Voted: To so authorize the Treasurer.
Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44, General Laws.
Voted: To so authorize the Treasurer.
Voted: That Articles 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16 be referred to the Finance Commission for consideration and report with recommendations at the adjourned session of this meeting and further voted with respect to Article 17, and Article 18, these

articles be laid upon the table to be taken up and acted upon at the Adjourned Session of this meeting.

SPECIAL TOWN MEETING
March 28, 1940
On a warrant duly issued by the Selectmen and dated March 19, 1940, and signed by Charles E. Houghton, John E. Folan, Charles F. Holman, Herbert V. Brady, Harry B. Butters, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.
All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:
Article 1. To see what sum of money the Town will vote to raise and appropriate to meet the expense of the purchase of eyeglasses for needy school children.
Voted: By taxation the sum of $100.
Article 2. To see if the Town will vote to authorize the ap- pointment by the Moderator of a committee to ascertain and prepare a list of real property owned by the Town other than real property held under foreclosure of tax title, and to report thereon with recommendations as to any disposition thereof not later than the next annual town meeting.
Voted: That the Moderator be and hereby is authorized to ap- point a committee of five members to ascertain and prepare a list of real property owned by the town other than real property held under foreclosure of tax titles, and to report thereon with recommendations as to any disposition thereof not later than the next annual town meeting.
Article 3. To see if the Town will vote to amend the Zoning By-Law, so called, by altering the district boundaries established under Section 17 of said by-law with respect to a certain portion of the Trunk Highway District Division A on the so-called State Highway Route No. 1, namely with respect to an area on the easterly side of said State Highway Route No. 1 and southerly

from East Cross Street, by withdrawing from a Trunk Highway District Division A the area five hundred feet distant from the. southerly intersection of East Cross Street and State Highway Route No. 1 for a distance of 1677 feet, PLUS OR MINUS, south- erly along the easterly line of said State Highway Route No. 1 to the existing Trunk Highway District Division B and making such portion a Trunk Highway District Division B, as shown by a map thereof to accompany said amendment on file at the office of the Town Clerk and Accountant, thereby altering the exiting map showing district boundaries to conform to such change in district boundaries, and to hear and consider the final report with recommendations of the Planning Board with reference thereto, or take any other action in the matter. (On petition of Planning Board).
Voted: That action be indefinitely postponed.
Article 4. To see if the Town will vote to accept provisions of Chapter 31 of the General Laws of Massachusetts for the purpose of placing under Civil Service Classification all employees of the Town not already classified by the acceptance of other provisions of the Law. (On petition of John J. Feeney and others).
Voted: To so accept.
Article 5. To see if the Town will vote to accept paragraph 7, Section 4, General Laws (Ter. Ed.) Chapter 31, relating to the including of janitors of school buildings in cities and in such towns of over twelve thousand inhabitants, as accept said para- graph within the classified civil service. (On petition of Edward J. Campbell and others).
Voted: To so accept.
Voted: That this meeting be dissolved.

Adjourned Annual Town Meeting of January 15, 1940, to March 28, 1940
Meeting duly called in accordance with the vote of January 15, 1940.
On a notice duly attested by Town Clerk and Accountant, the following articles of the Warrant of the Annual Town Meeting,

2. Town Clerk and Accountant and (2) Town Bookkeeper. (a) For salary, by taxation the sum of $1,463 and by transfer the sum of $1,700. (b) By taxation the sum of $5,033 and by transfer the sum of $12,070 of which sums not more than $12,427 for personal services.
3. Town Treasurer and Collector of Taxes. (a) Salary (b) Incidentals, including premium on suretyship bond. (c) To meet the expense of the foreclosure of tax titles held by the town.
