Article 10. Article 14. To see what sum the Town will vote to authorize the Board of Assessors to apply from free cash in the treasury in offset to the amount appropriated to be raised by taxation for the current financial year, or take any other action in the matter.


Voted: That the Board of Assessors be and hereby are authorized to apply from free cash in the treasury in offset to the amount appropriated to be raised by taxation for the current financial year not more than $50,000.


Article 15. To see if the Town will vote to authorize the Selectmen to lease for a period not exceeding five years a building or parts of building for the purpose of providing suitable headquarters for Post 2492, Veterans of Foreign Wars of the United States subject to regulations to be made by the Selectmen therefor as provided by law, and to raise and appropriate a sum to provide for the payment for the rent reserved under such lease for the current year or take any other action in the matter.


Voted: To so authorize and further voted to appropriate by taxation the sum of $500.


Article 16. To see what sum of money the Town will vote to raise or borrow and appropriate for providing cooperation with the Federal govern- ment in unemployment relief and other projects of direct or indirect benefit to the Town or its inhabitants.


Voted: By taxation the sum of $10,000 and the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be authorized to borrow on notes of the town, subject to the provisions of Chapter 72 of the Acts of 1939, from time to time as may be required not more than $16,000.


Article 18. To see what sum of money the Town will vote to appropriate from the income of the Alice H. Plimpton Library Trust Fund, for the pur- chase of pictures to be selected by the trustees of the Memorial Library. (On petition of the trustees of the Morrill Memorial Library.)


Voted: That the sum of $125 be appropriated from the income of the Alice H. Plimpton Library Trust Fund for said purpose.


Article 19. To see if the Town will vote to authorize the trustees of the Morrill Memorial Library to dispose of certain library books and magazines no longer required for library purposes or take any other action relative thereto. (On petition of trustees of Morrill Memorial Library).

SPECIAL TOWN MEETING


June 2, 1939


On a warrant duly issued by the Selectmen and dated May 23, 1939 and signed by Charles E. Houghton, John E. Folan, Charles F. Holman, Francis W. Smith and Harry B. Butters, Selectmen of Norwood, the proper service of which warrant was duly attested by John L. Collins, Constable of Norwood.


All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran. The Moderator, Judge James A. Halloran called to the attention of the meeting the absence of Town Clerk Pendergast through illness and noted the fact that this was the first time in his recollection during the long years of service that Mr. Pender- gast as Town Clerk was absent from a Town Meeting and that in recogni- tion of his faithful service and because of his absence through illness, ap- propriate action might well be taken. Thereupon Charles E. Houghton, Chairman of the Selectmen offered the following resolution which was unanimously adopted by a rising vote:


RESOLVED: That this meeting recognizes the absence of our Town Clerk James E. Pendergast from the platform at our town meeting for the first time in twenty-four years and it is their desire and the sense of this meeting that our condolences, and best and sincere wishes for a speedy recovery be extended to him.


The articles contained in the warrant and the action thereunder being as follows:


Article 1. To see if the Town will vote to discontinue a certain town way namely, the way laid out by the Selectmen on August 16, 1938 and duly reported to and accepted by the Town at a special town meeting held by adjournment on September 27, 1938 and with respect to which an Order of Taking was adopted on October 10, 1938 and duly recorded with Norfolk Deeds in the Registry of Deeds for Norfolk County on November 7, 1938 which way extends generally westerly from State Highway Route No. 1 to the easterly line of location of the Old Colony Railroad Company and is shown on a plan entitled, "Town of Norwood, Mass. Plan and Profile of a New Town Way on the westerly side of State Highway Route No. 1 running between said State Highway and the easterly line of location of the Old Colony Railroad Company", made by A. W. Thompson, Town Engineer, dated July 13, 1938 and filed in the office of the Town Clerk and Accountant and which way has never been entered upon or possession thereof taken for the purpose of constructing the same.


Voted: So to do.


Article 2. To see what sum of money the Town will vote to borrow and appropriate for the construction of sewers for sanitary and surface drainage

purposes, the same to be in addition to sums heretofore appropriated for said purposes or take any other action in the matter.


Voted: That action under this article be indefinitely postponed.


Article 3. To see what sum of money the Town will vote to borrow and appropriate to meet the expense of extensions of water mains or take any other action in the matter.


Voted: That the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized and directed to borrow on bonds or notes of the Town in ac- cordance with the provisions of Chap. 44 of the General Laws (Ter. Ed.) as amended, the sum of ten thousand dollars ($10,000) which sum is hereby appropriated for the extension of water mains.


Article 4. To see what sum of money the Town will vote to raise and appropriate for maintenance and repairs of highways, the same to be in addition to sums heretofore appropriated for said purpose or take any other action in the matter.


Voted: By taxation the sum of $27,030.


Article 5. To see what sum of money the Town will vote to borrow and appropriate for highway resurfacing the same to be in addition to sums heretofore appropriated for said purpose or take any other action in the matter.


Voted: That the Town Treasurer and Collecter of Taxes in his capacity as Town Treasurer with the approval of the Selectmen be and hereby is authorized and directed to borrow on bonds or notes of the town in ac- cordance with the provisions of Chapter 44 of the General Laws (Ter. Ed.) as amended the sum of sixty-five thousand dollars ($65,000) which sum is hereby appropriated for highway resurfacing the same to be in addition to sums heretofore appropriated for said purpose.


Article 6. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity as Town Treasurer to sell at public auction or private sale and convey by an appropriate deed or deeds to be executed in behalf of the Town a parcel of land owned by the Town and acquired by tax title situated southerly of Wilson Street containing about 16 acres, 36,790 square feet and shown on Assessors' Survey Plan, Map 11, Sheet 1A, Lot 4, at a price not less than the cost to the Town of acquiring such parcel of land together with such additional sum or sums as will be the equivalent of the taxes that would thereafter be assessed upon the same together with interest thereon if the Town had not acquired title thereto or take any action in the matter.


Voted: To so authorize the Town Treasurer.


Voted: That this meeting be dissolved.

SPECIAL TOWN MEETING


August 31, 1939


On a warrant duly issued by the Selectmen and dated August 22, 1939 and signed by Charles E. Houghton, Charles F. Holman, John E. Folan, Harry B. Butters and Francis W. Smith, Selectmen of Norwood, the proper service of which warrant was duly attested by Joseph F. Boteilho, Constable of Norwood.


All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:


Article 1. To see if the Town will vote to refund, by the issuance of bonds or notes under authority of Massachusetts Acts of 1939 Chapter 63, approved March 15, 1939, Emergency Storm Damage Notes to the amount of $50,000 issued in 1938 under Clause 9, Section 8, Chapter 44, General Laws (Ter. Ed.) and maturing October 1, 1939, and to ratify, confirm and approve the vote of the Town passed at the Special Town Meeting held on March 24, 1939 under warrant for said meeting dated March 14, 1939, providing in substance that to meet the Emergency Storm Damage Loan of $57,000 due October 1, 1939 there be raised in the tax levy of 1939 the sum of $7,000 and that the remaining $50,000 be raised by the issue of bonds or notes of the Town under authority of said Chapter 63 Acts of 1939, or take any action in relation thereto.


Voted: So to do.


Article 2. To see if the Town will vote to fund the Town's share of the deficit in the state tax assessment in 1938 and authorize the Town Treas- urer and Collector of Taxes in his capacity of Town Treasurer, with the approval of the Selectmen, to borrow in accordance with the provisions of Chapter 464 of the Acts of 1939.


A motion was offered by Edmund F. Murphy, Chairman of Finance Commission, seconded by Charles E. Houghton, Chairman of Selectmen, that action under this article be indefinitely postponed. On rising vote, motion declared lost.


A motion was offered by Edward A. Flaherty, duly seconded, in the following form, and was declared carried.


Voted: That for the purpose of funding the Town's share of the deficit in the state tax assessment in 1938 the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer with the approval of the Select- men and the Emergency Finance Board established under Chapter 49 Acts of 1933 as amended be and hereby is authorized to borrow the sum of $30,000 and to issue bonds or notes of the town therefor, said bonds or notes to bear on their face the words "Town of Norwood State Tax Fund- ing Loan Act of 1939" and to be payable in accordance with Section 19

Chapter 44 General Laws and Chapter 464 Acts of 1939 and the sum of $4,830 shall be raised by taxation so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or notes or at such earlier times as may be determined by the Emergency Finance Board.


Article 3. To see if the Town will vote to amend Section 1 of the By- Laws of the town relating to the prevention of fires and the preservation of life, so-called, with respect to the department of Inspector of Buildings by striking out in the third paragraph of said Section the sentence "The In- spector shall be an able and experienced architect or builder."


Voted: To so amend.


Article 4. To see if the Town will vote to authorize the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer to sell at public auction or at private sale any land or lands acquired through foreclosure of tax title and owned by the town and to convey such land or lands by an appropriate deed or deeds to be executed on behalf of the town, said sales to be made subject to the approval of the Selectmen and at a price not less than the cost to the town of acquiring and holding such land or lands to- gether with such sum or sums as will be the equivalent of the taxes that would have been thereafter assessed upon the same together with interest thereon if the town had not acquired such title thereto, or take any other action relative thereto.


Voted: To so authorize the Town Treasurer.


Article 5. To see if the Town will vote to amend ARTICLE III, Financial Affairs of the by-laws of the town by adding thereto at the end thereof the following section, namely,


Section 8. (a) The Town Treasurer and Collector of Taxes in his capacity of Collector of Taxes shall collect, under the title of Town Collector, all accounts due the town.


(b) All accounts due the Town when this section takes effect and all accounts coming due thereafter shall forthwith be committed by the several board and officers of the town to the Town Collector, together with all available information in relation thereto.


(c) If it shall seem advisable to the Town Collector that suit should be instituted on behalf of the town for the establishment or collection of any account due the town, he shall so notify the Selectmen and he shall report to them semi-annually and at such other times as they may direct upon all uncollected accounts in his hands. The Selectmen shall take such action with respect to all such accounts as they deem expedient and con- sistent with the interests of the town. or take any other action relative thereto.

Article 6. To see if the Town will vote to raise the sum of two hundred thirty-five and 90/100 dollars and appropriate the same to pay to the City of Boston a charge for tuition of Norwood pupils at the Boston Trade School for the year 1937, or take any other action relative thereto.


Voted: By transfer the sum of $235.90.


Article 7. To see what sum of money the Town will vote to borrow and appropriate to meet the expense of extensions of water mains the same to be in addition to monies heretofore appropriated for said purpose, or take any other action in the matter.


Voted: That the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer be and hereby is authorized and directed to borrow with the approval of the Selectmen on notes of the Town in accordance with the provisions of Chapter 44 of the General Laws the sum of $6,000 which sum is hereby appropriated to meet the expense of extensions of water mains, the same to be in addition to monies heretofore appropriated for said purpose.


Article 8. To see what sum of money the Town will vote to raise and appropriate for maintenance of the fire alarm system, the same to be in addition to sums heretofore appropriated for said purpose or take any other action in the matter.


Voted: By transfer the sum of $350.


Article 9. To see what sum of money the Town will vote to raise and appropriate for the fire department for the purchase of new equipment and the replacement of equipment and for salaries and for incidentals, the same to be in addition to sums heretofore appropriated for said purposes, or take any other action in the matter.


Voted: By taxation the sum of $4,200 for the following purposes: Pur- chase of New Equipment, $950; Salaries, $2,850; Incidental expense in- cluding replacement of equipment, $400.


Article 10. To see what sum of money the Town will vote to raise and appropriate to meet the necessary expenses of municipal officers and em- ployees of particular departments of the town incurred outside the Com- monwealth in securing information upon matters in which the town is interested or which may tend to improve the service in such departments, which sum shall be specified to be and shall be limited to such expenses incurred as aforesaid, the same to be in addition to monies heretofore appropriated for said purpose, or take any other action in the matter.


Voted: By taxation the sum of $150 for General Manager's Department.

December 15, 1939

Butters, Selectmen of Norwood, the proper service of which warrant was duly attested by Joseph F. Boteilho, Con- stable of Norwood.


All of the requirements of the Statutes and By-Laws relating to Town Meetings having been complied with, the meeting was called to order by the Moderator, Judge James A. Halloran, the articles contained in the warrant and the action thereunder being as follows:


Article 1. To see if the Town will vote to appropriate the sum of $500 from the income of the Alice H. Plimpton Library Trust Fund to be used by the Trustees of the Morrill Memorial Library to renovate, equip, and furnish a reference book room in said library or take any other action relative thereto. (On petition of Trustees of Morrill Memorial Library.)


Voted: So to do.


Article 2. To see what sum of money the Town will vote to borrow and appropriate under the authority and subject to the provisions of Chapter 72 of the Acts of 1939 the same to be in addition to sums previously appro- priated for the purposes of Public Welfare including aid to dependent chil- dren and old age assistance, or take any other action in the matter.


Voted: That the Town Treasurer and Collector of Taxes in his capacity of Town Treasurer be and hereby is authorized to borrow with the approval of the Selectmen the sum of Seven Thousand Five Hundred ($7500) Dollars in accordance with the provisions of Chapter 72 of the Acts of 1939 and to issue bonds or notes of the town therefor payable in not more than ten (10) years and the proceeds of said loan are hereby appropriated for public welfare.


Article 3. To see what sums of money the Town will vote to transfer from available balances in existing appropriations for the current year and make said sums available by the appropriation thereof to meet the ex-

penses of the current year in the following appropriation accounts: Soldiers' Benefits, Maintenance and Repairs of Highways, Water Department Maintenance and Operation, School Department Maintenance of Buildings, School Department Auxiliary Agencies and Public Welfare Relief.


Voted: That there be transferred from available balances the following amounts: Police Department Incidentals, $270; Gypsy and Brown Tail Moths and other insect pest Extermination including the Purchase of New Equipment, $150; Vacations of Laborers in the Public Works Dept., $300; Decoration of Soldiers' Graves on Memorial Day, $S0.00; Municipal Electric Light Department, Maintenance and Operation, and Repairs, $1,200; Maintenance and Improvement of Highland Cemetery and the Old Parish Cemetery, $1,200; Public Welfare, other Administration Ex- pense, $150; Assistance to Aged Citizens, Administration Expense, Personal Services, $375; Aid for Dependent Children, $1,000; Aid for Dependent Children, Administration Expense, Personal Services, $457.51; Support of Schools, Instruction, Salaries, $200; and the same be and hereby are ap- propriated as available for expenditure in the following appropriation accounts, namely: Soldiers' Benefits, $1,600; Public Welfare Relief, $1,982.51; Maintenance and Repairs of Highways, $400; Water Depart- ment, Maintenance and Operation, $1,200; School Department, Mainte- nance of Buildings, $150; School Department Auxiliary Agencies, $50.00.

To see if the Town will vote to hold and use for public play- ground purposes twelve certain parcels of land, with total area of approxi- mately 6 acres 8,176 square feet, suitable therefor and already owned by it, said parcels lying generally northeasterly of East Cross Street and generally westerly of State Highway Route No. 1 or take any other action relative thereto.
