Annual Report of the Board of Selectmen.
The Board organized on March 3, 1936, Mr. Hayes being unanimously chosen Chairman. The close of the year witnessed the completion of Medway Street, under State and County aid, and Purchase Street con- struction begun. An allotment has been made for 1937 by the State and County to finish this street to the Middlesex County line at Hopkinton, thus connect- ing Milford with other places in all directions by a system of modern, improved highways.
The second major project brought to Milford the P.W.A., viz., the construction of the Imhoff-Trickler Plant at the Sewage Disposal Plant, was finished. By Federal grants, the cost to the Town was reduced to about $54,000.00 out of a gross cost of $122,000.00. Therefore, the Town by this single project has secured a modern sewage disposal plant, capable of meeting the people's needs for years to come, and ended the continual complaints brought by the State Board of Health on account of the pollution of the Charles River.
The W.P.A. projects, as in 1933, 1934 and 1935, under the C.W.A. and E.R.A., have been continued in operation throughout 1936. A detailed statement of this work is found in the Report of the Co-ordinator. Through the generosity of the tax payers, the Town has yearly appropriated sufficient money to supply the materials necessary to keep the W.P.A. workers at work. As a result of this, and the return to industry of some recipients, the cost of Soldiers' Relief in 1936 was reduced to $12,162.47 as against $13,135.75 in 1935.
The chief defect in W.P.A. is the lack of local con- trol in the selection of the workers. We have at- tempted to straighten out the injustices that have aris- en in the selection of the workers by having actual relief cases, with dependents, restored to the rolls. We join with the Mayors and Selectmen throughout the state in the present movement to give to the muni-

cipalities the power of placing the workers, as local officials know local needs. The present Governor has taken up this appeal, and favorable action is hoped for in the near future.
The details of the work falling upon the Board of Selectmen are increasing yearly, requiring special meetings weekly and numerous hearings and confer- ences with Town Departments and outside parties.
Recommendations
Traffic-Notwithstanding the fact that a uniform set of traffic rules were legally adopted by the Board, January 2, 1934 (approved by the Department of Pub- lic Works, January 23, 1934), and subsequently amended May 29, 1934, December 10, 1935, and April 21, 1936, the traffic situation still continues to be the source of many complaints. Exchange Street congestion could be remedied by reducing the width of the sidewalks, thus widening the roadway; and we have asked the engineer, having charge of W.P.A. project:, to prepare specifications therefor.
Section 6, Article 4 of the Traffic Rules, prohibits parking on the north side of that street. In the mean- time, if that Section were enforced Exchange Street congestion would be much simplified.
There have never been any time limit restrictions for parking on any Milford street. Merchants and others complain that motor vehicles are parked in front of their premises throughout the entire day, over- night in many instances, and one merchant complains of a motor vehicle left in front of his store from Fri- day night to Monday morning.
