Article 17. To see if the Town will vote to raise and appropriate the sum of


Four Hundred dollars ($400.00), for the purpose of installing 250 feet of 2 inch cement lined water main into Town Park, with 162 feet of 1 inch cement lined pipe, to the tennis courts, or take any action in relation thereto.


Article 18. To see if the Town will vote to raise and appropriate the sum of Five thousand dollars ($5,- 000.000), for the purpose of purchasing a plot of land to be used as and developed into an enclosed Athletic Field, or take any action in relation thereto.


Article 19. To see if the Town will vote to accept and allow the report of the Selectmen on the laying out as a public way, a private way known as Della Street running from Union Street, westerly, about 400 feet, and raise and appropriate the sum of Two thou- sand dollars ($2,000.00) for the purpose of laying out and constructing said street, or take any action in rela- tion thereto.


Article 20. To see if the Town will vote to raise and appropriate a sum of money for the purpose of con- structing a sidewalk and repairing and draining Union Street, or take any action in relation thereto.


Article 21. To see if the Town will vote to raise and appropriate the sum of Four Hundred Thirty-two dol- lars ($432.00) to be used for paying the salary of the

Clerk of the Works on the High School Addition Proj- ect No. 4410, or take any action in relation thereto.


Article 22. To see if the Town will vote to raise and appropriate the sum of Eight Hundred Dollars ($800.00) for taking down, moving, relocating, repair- ing and re-erecting the two portable school houses now located on the Stacy School lot, or take any action in relation thereto.


Article 23. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2,- 000.00) for alterations to be made in the present High School building or take any action in relation thereto.


Article 24. To see if the Town will vote to raise and appropriate the sum of Four Thousand dollars ($4,- 000.00) for the purpose of laying out and construct- ing suitable walks and drives, and to do the necessary grading on approaches to the new High School Addi- tion, or take any action in relation thereto.


Article 25. To see if the Town will vote to raise and appropriate the sum of Nine Hundred Seventy-four dollars and Seventy-six cents ($974.76) for the pur- pose of paying the unpaid bills of the School Depart- ment, or take any action in relation thereto.


Article 26. To see if the Town will vote to substi- tute the following vote in lieu of the votes passed un- der Articles 4 and 5 of the Warrant for the Special Town Meeting held on September 16, 1935, viz:


That there be appropriated the sum of Forty-five Thousand Dollars ($45,000.00) for the purpose of meeting part of the cost of improving the Cedar Swamp Pond Property, so-called, now owned by the Town and of constructing a dam in said pond, in accordance with plans drawn by the E.R.A. Engineering Department at Boston, Massachusetts, PROVIDED, however, the project therefor is approved by the Works Progress Administration and a sum of money is allotted by it to pay the labor costs necessary to carry out said proj- ects, and provided further that the Selectmen before proceeding with the construction of said projects shall save the Town harmless from and on account of all land damages.


Article 27. To see if the Town will appropriate the sum of Sixty Dollars ($60.00) to repair and paint the Square Markers for Deceased War Veterans, or take any action in relation thereto.

Article 28. To see if the Town will raise and appro- priate a sum of money for the purpose of constructing a sidewalk on Centre Street, sometimes called Beach St. Extension, or take any action in relation to the same.


Article 29. To see if the Town will vote to raise and appropriate a sum of money for the purpose of con- structing a sidewalk on East Street, or take any action in relation to the same.


Article 30. To see if the Town will vote to author- ize its Selectmen to sell or lease all its land located in the vicinity of the Lapworth Factory and to execute and deliver proper deeds, or other instruments, there- for, or take any action in relation thereto.


Article 31. To see if the Town will vote to raise and appropriate the sum of Eight Thousand Dollars ($8,000.00) for the purpose of purchasing the Man- guso Property on Main Street next to Calzone Park, or take any action in relation thereto.


And you are hereby directed to serve this Warrant by publishing at least seven days before said meetings an attested copy of this Warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meetings, attested copies of this Warrant in five or more public places located in said Milford.


Hereof Fail Not, and make due return of this War- rant with your doings thereon to the Clerk of said Town, at the time of meetings aforesaid.

At a legal meeting of the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs, held on this ninth day of March A. D. 1936, the said inhabitants proceeded as follows :


The meeting was called to order by John T. Mc- Loughlin, Moderator, at eight o'clock P. M.


The Town Clerk proceeded to read the warrant.


After reading Articles 1 and 2 it was voted to dis- pense with the reading of the remainder of the Arti- cles of the Warrant.


The Moderator appointed the following committees :


Rule I. To distribute, sort and count ballots. At large, Walter L. Adams, Chairman of Finance Com- mittee, Precinct 1, William H. Casey, Precinct 2, An- gelo Barbadoro, Precinct 3, William J. Moore, Precinct 4, Alfred E. Daigle, Precinct 5, Charles W. Gould.


Rule II. To check voting lists.

Meeting Members, and it was found that there were 164 Town Meeting Members present.


Article 1. Voted : To accept the reports of all Town Officers as printed in the Annual Town Reports.


Frank C. Berry presented a report for the War Me- morial Committee.


REPORT OF THE WAR MEMORIAL COMMITTEE March 9, 1936


At the Town Meeting of December 9, 1935, it was voted that a committee of ten, two from each precinct, be appointed to have charge of establishing a war me- morial, and that the Town establish a war memorial in accordance with plans submitted after a competi- tion among Milford designers and architects.


The first meeting was held at the Town Hall, on Wednesday, December 11, at 7:15. At this meeting many questions arose as to the intent of the motion. After general discussion from the members present, it was voted to have the Town Solicitor present at the next meeting to make clear the intent of the motion.


On December 13, 1935, Town Solicitor William A. Murray was present at the meeting and explained the meaning of the motion, made rulings on the type of memorial, the location, and the power of the commit- tee. It was voted to insert a paid advertisement in the local paper asking for bids with complete details and specifications. All bids were to be in by 12:00 noon on December 30, 1935. The committee was not to be responsible for any expense incurred in making these designs.


The committee met on January 4, 1936, to consider the bids submitted, and again on January 6, they met to make a decision. Designs were submitted by Mr. Craig, Cook and Phillips, Slattery, Monti and Rossi, King, and Kerr. The vote taken showed:

1 in favor of Monti and Rossi


1 in favor of Kerr.


After this meeting the committee decided that it had done the work requested, and left the rest in the hands of the men who were to check on the award, and see that everything was OK. As it worked out, in some way or other the award has been withheld, and no

progress had been made on the World War Memorial selected.

REPORT OF MILFORD FINANCE COMMISSION ON APPROPRIATIONS FOR 1936


To the Citizens of Milford :


Your Finance Committee have carefully gone over the requests of the various departments and are pre- senting in this report recommendations which we feel are the maximum which the citizens should be called upon to pay for conducting the business of this Town during 1936.


These recommendations are also liberal enough so that any department,-except for an emergency en- tirely beyond its control,-should be able to plan their budget, carry on their usual functions and complete the year without any additional appropriations or un- paid bills.


We must also call to your attention the fact that no appropriation in excess of that allowed in the budget of 1933, can be final until it has the written approval of the State Emergency Finance Board.


Each town department rightly feels that their own particular department is very important to the welfare of the entire population and each board feels that more service could be rendered by that department, if it could only get more money appropriated for their functions. They are probably correct in their feeling, --- but,-can the taxpayers of Milford afford to pay for more services from any departments? The major- ity of this board feel that the taxpayers have as much tax load now as the present incomes justify, and really there should be a reduction instead of an increase. Ad- ditional fixed charges, due to High School and Sewer Department bond and interest payments, will prob- ably prevent any noticeable reduction.


We have given reasons in explanation of each change of recommendation from that asked for by department

heads, and we hope the voters will carefully consider the cost before advocating any increases.


As a close to this foreword may we again call to your attention a fact which is well known, but some- times forgotten,-you must pay in cash the money you authorize the departments to spend, and you must pay it in 1936.
