TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS


Worcester, ss.


To either Constable of the Town of Milford in said


County, Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of the Town of Milford qualified by law to vote in TOWN AFFAIRS, to meet in the Town Hall in said Town on Monday, the nineteenth day of October, A. D. 1936, at eight o'clock in the evening, then and there to act upon the following articles, namely :


Article 1. To hear and act upon the reports of any committees of said Town.


Article 2. To see if the Town will vote to appro- priate the sum of Seven Thousand ($7000.00) dollars from available funds, to the account of the School De- partment, or take any action in relation thereto.


Article 3. To see if the Town will vote to appro- priate the sum of One thousand ($1000.00) dollars

from available funds to the account of the Police De- partment for New Equipment, or take any action in relation thereto.


And you are hereby directed to serve this Warrant by publishing at least seven days before said meeting an attested copy of this Warrant in the Milford Daily News, a newspaper published and having a general circulation in the Town of Milford, and by posting at least seven days before said meeting attested copies of this warrant in five or more public places located in said Milford.

At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs, held this nineteenth day of October, A. D. 1936, the said inhabitants proceeded as follows :


The meeting was called to order by John T. Mc- Loughlin, Moderator at 8:15 o'clock P. M.


The Town Clerk read the warrant and the officer's return thereon.


The following Monitors checked the names of Town Meeting Members present, Walter L. Adams, Mem- bers at Large; M. Henry DeCoste, Precinct 1; Angelo Barbadoro, Precinct 2; William J. Moore, Precinct 3; George F. Grayson, Precinct 4; Alton H. Metcalf, Pre- cinct 5.


M. Henry DeCoste was appointed a Monitor for Precinct 1 to fill a vacancy.


George F. Grayson was appointed a Monitor for Precinct 4 to fill a vacancy.


Alton H. Metcalf was appointed a Monitor for Pre- cinct 5 to fill a vacancy.


The Monitors reported the following numbers of Town Meeting Members present.

The number reported was not sufficient to constitute a quorum.


The Moderator declared a recess for five minutes.

Voted : That a Committee of three be appointed by the Moderator as a Committee on a Rule, they to re- port a rule governing the method of roll calls of the attendance of Members at meetings, said roll calls to- be checked by the monitors of each Precinct, and to be duly filed with the Town Clerk, said roll calls shall be printed in the annual Town Report, giving in de- tail members present and members absent.

Recommends that the following rule be adopted for the regulation of attendance at future town meetings: "The monitors of each precinct shall receive from the Town Clerk a list of representative meeting mem- bers in their precinct and shall by roll-call then check the names of the members present or absent on said list. These lists shall then be filed with the Town Clerk and shall be published in the Annual Town Re- port in the minutes of each Town Meeting with details relating to those members present or absent at said meeting."

Your Finance Committee also recommends that the sum of ($650.00) SIX HUNDRED FIFTY DOLLARS, be taken from available funds for the purchase of a- new cruising car for the Police Department as provid --- ed in Article 3 in the warrant.
