Annual Report of the Board of Selectmen


The Board organized with the unanimous choice of John H. Gardella as Chairman. During the year, the second section of Purchase Street was completed under State and County aid, and application has been made for an allotment in 1938 to complete the construction of this main thorough- fare.


An additional allotment from the Federal Public Works Administration was secured for the purpose of constructing an office building and fencing at the sewage disposal plant. This, with the Milford High School Addition, represents the PWA projects sponsored by the Town of Milford and provide two substantial permanent improvements at but a fractional cost. The gross cost of these two projects is $279,716.30 of which the Town's portion of the expense was $164,576.42, the balance of $115,139.88 necessary to meet the cost, being a 100% grant.


One of the two Federal allotments for abolition of grade crossings in Central Massachusetts was secured for Milford at the Medway Street crossing. The total cost of the project is $103,307.65 all of which is met by Federal funds, and an agreement was made with the Boston & Albany Railroad to save the Town harmless from all land damages. Thus a dangerous railroad crossing at grade has been eliminated, Medway Street traffic has been made safer, including access to the new Italian Cemetery, without any cost to the Town of Milford.


For the fifth consecutive year, the Federal Government has continued its aid to Milford by paying the labor cost of public works on condition that the Town bear the cost of materials, equipment and overhead. A detailed list of these WPA projects is given in the Report of the local Co-ordinator. Every substantial expenditure made there- from by the Selectmen has been on the basis of competitive bidding, as a result of which they were secured by the Town at a minimum of cost, and all persons had an oppor- tunity of sharing in the business.


On account of the safe surplus on hand the Town of Milford, unlike many cities and towns in the Common- wealth, has not borrowed a single dollar for relief or other emergency purposes. Although the Legislature passeda

special act permitting this because of the serious financial condition of some municipalities, Milford has not been obliged to avail itself of the legislation. This is strikingly demonstrated by the fact that we were able to supply from this surplus fund the sum of $72,321.56 which was dis- tributed as follows; $25,171.56 to meet the cost of rebuild- ing the old high school after the fire; $22,000.00 to supple- ment the relief costs of the Welfare Department ; $25,000.00 to apply on account of the tax rate; and $150.00 for the proposed leasing of playgrounds.


This surplus can be maintained by the practice of business economy in the disbursement of Town funds, and the dili- gent collection or adjustment of back taxes. Without a rigid adherence to this policy Town business must stop, salaries of school teachers and Town employees are threatened, merchants supplying the Town with commodities are de- layed in their payments, and as all to some extent, are interdependent on each other, the whole community suffers as a result.


The wisdom of the policy inaugurated by this Board in 1933 establishing blanket fire insurance for all Town prop- erty, as outlined in our Annual Report of 1935, was brought home during the year as a result of fires in the old High School building, Highway Department building, and South Main Street fire station. According to the data furnished by the Special Agent, prior to the adoption of this plan the insurance on these properties was as follows :
