adoption of blanket insurance, and it would not have been possible for these partially destroyed properties to have been replaced without a bond issue or a direct raising of funds therefor by taxation.


Recommendations


Traffic-We again recommend that the abuse of the present unlimited parking rules be corrected, and amended so that a parking time limit on the principal streets during business hours be adopted. We further recommend that an appropriation be made the print the Rules as thus amended and for the purpose of installing the necessary legal signs.


Street Signs-We recommend a continuation of the policy inaugurated in 1937 providing uniform street signs through- out the Town.


Town Zoning-At the Annual Town Meeting of 1937, funds were provided for the use of a Zoning Board to be appointed by the Selectmen for the purpose of establishing districts, regulations and restrictions with respect to the use and size of buildings throughout the Town. This Board reported at Special Town Meeting (June 18, 1937) at which it was voted that copies of the Report be printed and furnished to each Town Meeting Member. An editorial in the Milford Daily News of April 15, 1937 emphasizes the need of these regulations.


"Meantime, the need of Milford's recently appointed zoning board, is daily becoming more apparent. The un- fortunate part of it is that such a board did not function sooner. The East side of Main Street, from Central to the Square, is taking on the appearance of a prairie town in- sofar as the skyline is concerned."


Sidewalks-We again recommend an appropriation of $5,000.00 for the construction of cement sidewalks through- out the Town to supplement the work now being done under WPA.


Cedar Swamp Pond-We are glad that at the Annual Town Meeting of 1937, our recommendations were followed with respect to the appointment of a Committee to have general charge and supervision of developing this property and that the recommendations of the Committee spreading the cost of doing this work through a series of years were accepted at the Special Town Meeting of June 18, 1937. We understand that the title to this property is now being registered through the Land Court and until the state of

the title is determined, no work can be begun.


Excess and Deficiency Account-We again recommend an appropriation from the Excess and Deficiency Account for the purpose of using so much of it as is possible .for the purpose of reducing the tax rate and thus lessen the amount to be raised from current taxation.


Tax Titles-To date the Town now owns several parcels of land, the Tax Titles having been foreclosed in the Land Court. We do not believe that the Town should remain in the real estate business and, that these parcels should be disposed of as soon as they practicably can be. We, there- fore, recommend that authority be given at the Town Meeting to sell any or all of these parcels as opportunity may arise.

Report of the Highway Surveyor


I hereby submit my report as Highway Surveyor of the Town of Milford for 1937.


The general appropriation of $21,000.00 for 1937 was sufficient to keep the streets in fair condition with what assistance I received on my payroll by being able to place my machinery and operators on Chapter 90 Construction of Purchase Street, and I am going to request a like amount for 1938 with the expectation that the Chapter 90 Construc- tion of Purchase shall continue.


The sidewalk appropriation has been eliminated the past few years and if the federal sidewalk projects continue I will not request an appropriation for sidewalks for 1938.


The 1937 oiling streets appropriation was increased from $3,500.00 to $5,000.00 and I feel it very necessary that $5,000.00 be appropriated in 1938 as this extra $1,500.00 enabled me to improve the surface on many gravel roads that I had previously neglected.


Due to the mild winter of 1937 the cost of snow removal and sanding was exceedingly small, and I am in hopes that the same weather conditions will continue during 1938. But in the event of snow or ice I will make every effort to keep the streets and walks open and sanded as soon as possible.


I was well pleased with the performance of our new Tractor Sidewalk Plow during the storm on New Years Day and as it is almost impossible to secure horses for sidewalk plowing I hope the Town will secure more units of this kind in the near future.


The Finance Committee granted me sufficient assistance in December of 1937 to secure a Cletrac Tractor and Plow for use in snow on County roads, for which I am very grateful and I am sure that in the event of storms I will be able to give much better service to the people in the out- laving districts in the future.

In expending the $2,500.00 Special Appropriation for repairs and construction of walls on brooks, I cleaned and repaired the walls on the O'Brien and Godfrey brooks, damaged by the heavy rains. And constructed several hun- dred feet of new granite wall along the banks of these brooks at points where the necessity of land takings pro- hibited the E.R.A. or W.P.A. from doing so. I recommend that a like amount be appropriated in 1938 to improve conditions of the Godfrey brook beginning at the point where it enters the Charles River.


I completed the 1936 Chapter 90 Construction on Pur- chase Street, beginning at residence of Senator P. Eugene Casey and ending at residence of Mr. John Henderson, a distance of 3,575 feet, 30 feet wide with granite curb on either side to Dilla Street with a 6 foot walk on West side and 5 foot walk on East side. This was a Bituminous Maca- dam Surface.


I have completed the surface of the 1937 Chapter 90 Construction of Purchase Street, which was a Type 1 Bitu- minous Concrete Surface, beginning at end of 1936 Contract and ending at roadway leading to North Purchase Ceme- tery. This roadway is 30 feet in width to Harris Ave., from which point it narrows to 20 feet.


These projects were built entirely by local labor, all materials and equipment hired or purchased from local business men.


I would recommend that a Chapter 90 project be secured to complete the construction of Purchase Street during 1938, and that the work will be done under the direction of the Selectmen and Highway Surveyor.
