Article 7. Voted : That Article 9 of the by-laws of the Town, approved April 9, 1924, be amended by adding the following section :


Section 3 .. When the estimated amount of a proposed contract exceeds $500.00, proposals shall be called for in the manner provided in this section. Such calls for pro- posals shall be advertised in a local newspaper having a daily circulation, not less than three times in said news- paper at intervals of two days. the last publication to be at least two days before the opening of the bids. The advertisement shall require such proposals to be sealed and properly designated and shall announce the place. day

The bids shall be delivered to the Department authorized to make the con- tract and shall be deposited in a box or other container, securely locked, and at the time and place named, shall be publicly opened in the presence of a majority of the Board . of Selectmen. A motion was made to rescind the action taken under Article 3 of the warrant for the Special Town Meeting June 18, 1937, whereby it was voted: That the Committee appointed under Article 21 of the Annual Town Meeting 1937, be empowered to investigate Articles 3 and 8 of this warrant and any other matters pertaining to the Fire Department, a re-organization thereof, and all other matters under the jurisdiction of the Fire Department, and report their recommendations to the Annual Town Meeting of 1938. Motion was defeated.

Voted : That the Town vote to amend Article 3 of the Special Town Meeting September 16, 1935, whereby it was voted to appropriate the sum of Eighty-nine thou- sand Eight Hundred Fifteen ($89,815.00) dollars to meet the cost of completing the construction of the sewage treat- ment plant, by striking out the figures Eighty-nine thou -. sand eight hundred fifteen ($89,815.00) dollars, and sub- stituting the figures Ninety-two thousand five hundred ($92,500.00) dollars.

Article 17. Voted: That the Selectmen be authorized to sell all the right, title and interest that the Town may have in a certain parcel of land located on the southerly side of Railroad Street, bounded and described as follows :


Commencing at the northeasterly corner thereof at an iron pipe on the southerly side of Railroad Street at land of New York, New Haven & Hartford Railroad; thence westerly 70 feet on the southerly side of said street to an iron pipe at other property owned by the Town upon which is located the Claflin School; thence S 22ºW., 300.9 feet to a stake at Cemetery Street; thence easterly along the northerly side of Cemetery Street 52 feet to a stone bound at land of said Railroad ; thence northerly along the westerly side of said Railroad property 338.9 feet to the point of beginning; reserving to said Town its successors and assigns a strip of land 20 feet wide extending from the easterly side to the westerly side thereof through which is located a conduit of the Milford Sewerage System viz., commencing on the westerly line of said lot herein conveyed at a point 120.2 feet south of said Railroad Street ; thence southerly along the westerly line of said lot 33 feet; thence southeasterly 103 feet to the easterly line thereof; thence northerly along said easterly line to a stone bound 33 feet ; thence turning at an angle of 140° 70' in a north-westerly direction 109 feet to the point of begin- ning ; granting however, as anpurtenant to said lot hereby conveved a right of way at the present grade, 10 feet wide across the middle of the strip herein reserved : all as shown on a nlan entitled "Plan of Land. Town of Milford, Mass. June 1937. Gaskill and Stone C. E."
