TOWN WARRANT COMMONWEALTH OF MASSACHUSETTS
Worcester, ss.
To either Constable of the Town of Milford, in said County, Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of the Town of Milford qualified by law to vote in Town Affairs, to meet in the Town Hall in said Town on Friday, the eigh- teenth day of June, A. D. 1937, at eight o'clock in the eve- ning, then and. there to act upon the following articles, namely :-
Article 1. To hear and act upon the reports of any Com- mittees of said Town.
Article 2. To see if the Town will vote to raise and ap- propriate the sum of Five Hundred ($500.00) dollars for maturing debt.
Article 3. To see if the Town will vote to raise and ap- propriate the sum of Six Thousand ($6,000) dollars for the purpose of adding permanent men to the Milford Fire De- partment, or take any action in relation thereto.
Article 4. To see if the Town will vote to raise and ap- propriate the sum of Two Thousand ($2000.00) dollars for the purchase or rental of land in various sections of the Town; said land to be used by the children of the Town for baseball playing and other sports, or take any action in relation thereto.
Article 5. To see if the Town will accept the recommen- dations of the Zoning Board appointed by the Selectmen under Article 14 of the Annual Town Meeting, 1937, in accordance with Statute 1933, Chapter 269, now G. L. (Ter. Ed.) Chapter 40, Sections 25-30A, for the purpose of origin- ally establishing the boundaries of the districts and the regulations and restrictions to be enforced therein, and adopt such ordinances or by-laws with respect thereto as may be contained in said recommendations; or take any other action in relation thereto.

Article 6. To see if the Town will vote to permit for use for burial certain lands located on the easterly side of Medway Street in said Milford, approval of the location of which for such use was given by the Board of Health at a special meeting held May 26, 1937, in accordance with the provisions of G. L. (Ter. Ed.) Chapter 114, Section 34; or take any other action in relation to the same.
Article 7. To see if the Town will vote to amend Article 9 of the By-Laws approved April 9, 1924, by adding the following section :
Section 3. When the estimated amount of a proposed contract exceeds Five Hundred ($500.00) dollars, proposals shall be called for in the manner provided in this section. Such calls for proposals shall be advertised in a local news- paper having a daily circulation, not less than three times in said newspaper at intervals of two days, the last publication to be at least two days before the opening of the bids. The advertisement shall require such proposals to be sealed and properly designated and shall announce the place, day and hour at which they will be opened. The bids shall be deliv- ered to the Department authorized to make the contract and shall be deposited in a box or other container, securely locked, and at the time and place named, shall be publicly opened in the presence of a majority of the Board of Select- men. No bids shall be received after the time advertised for the opening. So far as practicable, contracts for less than Five Hundred ($500.00) dollars shall be awarded in such manner as to secure reasonable competition; or take any action in relation thereto.
Article 8. To see if the Town will vote to accept the provisions of G. L. (Ter. Ed.) Chapter 48, Sections 42, 43, and 44 relative to the establishment of the Fire Department under the control of an officer to be known as "Chief of the Fire Department"; or take any action in relation thereto.
Article 9. To see if the Town will vote to discontinue the easterly portion of Railroad Street bounded and des- cribed as follows :
"Commencing at the northeasterly corner thereof at its termination with the location of the New York, New Haven and Hartford Railroad; thence South along said Railroad land 49.5 feet to land of the Town of Milford; thence West- erly 69.25 feet along the southerly side of said street ; thence Northerly 42.5 feet to land of Clark, et al; thence Easterly along the northerly boundary of said Street, 69.25 feet to

the place of beginning"; or take any action in relation to the same.
Article 10. To see if the Town will vote to change the scope of the Project for the construction of the sewage treatment plant (PWA Docket No. 1023-R) authorized by Article 2 of the Special Town Meeting September 16. 1935, so as to include the construction of a combined storehouse and plant office building and the erection of a steel wire fence to enclose the plant; or take any action in relation thereto.
Article 11. To see if the Town will vote to amend Article 3 of the Special Town Meeting September 16, 1935, whereby it was voted to appropriate the sum of Eighty-nine Thous- and Eight Hundred Fifteen ($89,815.00) dollars to meet the cost of completing the construction of the sewage treatment plant, by striking out the figures Eighty-nine thousand eight hundred fifteen ($89,815.00) dollars, and substituting the figures Ninety-two thousand five hundred ($92,500.00) dollars; or take any other action in relation thereto.
Article 12. To see if the Town will vote to authorize the Selectmen to accept such offer as the United States of America may make to aid the Town in financing the re- construction, repairing and furnishing of the Milford High School and to authorize a Building Committee of eleven (11) consisting of the School Committee, the Board of Se- lectmen, the Town Counsel and one Town Meeting Member to carry out said project and contract with respect thereto ; or take any action in relation to the same.
Article 13. To see if the Town will vote to raise and ap- propriate the sum of Ninety thousand ($90,000.00) dollars, including the amount of Sixty-four thousand one hundred sixty dollars and thirty-six cents ($64,160.36) accruing to the Town on account of the adjustment of the fire loss at the High School, to meet the cost of the reconstruction and furnishings of said School and of architect's fees and all other incidental expenses connected with the fire loss there- on, the same to be expended under the supervision of a Building Committee described under Article 12, all money received from the Federal Government on account of this project to be applied to meet the cost of the same, or take any action in relation thereto.
Article 14. To see if the Town will vote to transfer to the School Committee the sum of Sixty-four thousand one hundred sixty dollars and thirty-six cents ($64,160.36) the

amount received for fire loss on the old High School, said money to be used for the reconstruction, furnishing, archi- tect's fees and all other incidental expenses connected with the fire loss of the old High School, or take any action in relation thereto.
Article 15. To see if the Town will vote to raise and ap- propriate the sum of Twenty-six thousand thirty-nine dol- lars and sixty-four cents ($26,039.64) for the reconstruc- tion, furnishing, architect's fees, and all other incidental expenses connected with the fire loss of the Old High School, or take any action in relation thereto.
Article 16. To see if the Town will rescind the vote under Article 31 of the Annual Town Meeting, 1937, whereby the Selectmen were authorized to sell certain real estate of the Town located off South Bow Street; or take any action in relation to the same.
Article 17. To see if the Town will authorize the Select- men to sell certain real estate on the southerly side of Rail- road Street, owned by the Town near the location of the New York, New Haven & Hartford Railroad and to execute and deliver a proper deed therefor, or take any action in relation thereto.
Article 18. To see if the Town will vote to establish a Planning Board under Statute 1936, Chapter 211, Section 4 (G. L. Ter. Ed. Ch. 41, Sec. 81A), or take any action in rela- tion to the same.
Article 19. To see if the Town will vote to accept the recommendations of the Cedar Swamp Pond Development Commission appointed under Article 17, at the annual Town Meeting of 1937, raise and appropriate such money as may be called for therein, or take any action in relation thereto. ! Article 20. To see if the Town will vote to accept and
allow the report of the Selectmen on the laying out of Colonial Road.

Article 1. The report of the Committee appointed by the Town to study the article of Playfields was presented and read.
Report of the Committee to Study Matter of Playfields To The Honorable Board of Selectmen :
The Special Committee appointed by the Moderator at the last Town Meeting, consisting of Almorin Caswell, Thomas E. Barnes, Joseph E. Broughey, John J. Moloney, and Joseph Morcone organized with John J. Moloney as Chairman and Joseph E. Broughey as Secretary.
The committee took under consideration the various sections of the town in which playfields are most needed. Chief Moloney has had complaints from time to time as to boys playing in streets or in privately owned fields and has had to make trips there to straighten out these difficulties. The committee felt that these sections should be taken care of first. We have made a tour of these sections and inspected several fields and interviewed the owners about leasing same. We have selected the following named fields that will be suitable playfields :
Lynch property on Oliver Street Kehoe property on Orange Street
Larson property on Depot Street
These fields can be leased from the owners at a rate of five dollars ($5.00) a. week. The committee feels that play- fields are very much needed in these sections, and also the price asked by the owners is a reasonable one. We recom- mend the Honorable Board of Selectmen give this matter immediate consideration and trust that these playfields be secured for the benefit of children living in sections men- tioned.

Your Finance Committee wish to make the following recommendations on the articles in the warrant for the Town Meeting of September 8th, 1937.
