Article 3. Voted : That all personal and real estate taxes become due and payable, in two equal installments, on July 1st. 1937, and on October 1st, 1937.


On all taxes remaining unpaid after Nov. 1st, 1937, interest shall be paid at the rate of five per cent per annum, computed from October 1st, 1937, and by way of penalty, at the additional rate of one and one-half per cent per annum, on so much of the taxes assessed to any person and remaining unpaid after December 31st, 1937, as is in excess

of $300.00 computed from October 1st, 1937.


The Collector shall be paid the sum of $3,500.00 per annum for the collection of all taxes and assessments.


The Town of Milford shall pay all expenses incurred by the Collector in law and equity in collection of said taxes and assessments.


The Town of Milford shall pay all expenses of the Collector's Office, excepting clerk hire, which shall be paid by the Collector from his own salary.


The vote was unanimous.


Article 4. Voted : That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1938, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


The vote was unanimous.


Article 5. Voted: To authorize the Selectmen to take charge of all legal proceedings for or against the Town.


Article 6. Voted : To appropriate the Dog Tax of Four- teen hundred forty-seven dollars and eighty cents ($1447.80) for Town Library.


Article 7. Voted : To pass over the article.


Voted: To adjourn until Monday, March 15, 1937, at eight o'clock P. M.

ADJOURNED TOWN MEETING, March 15, 1937 COMMONWEALTH OF MASSACHUSETTS

Milford, March 15, 1937


In pursuance to a vote passed at the Annual Town Meet- ing, March 10, 1937, the inhabitants of the Town of Milford, qualified by law to vote in Town Affairs, met in Town Hall on the above date and proceeded as follows :


The meeting was called to order by John T. McLoughlin, Moderator, at eight o'clock P. M.


The Monitors checked the lists of Town Meeting Members and reported that there were 143 Town Meeting Members present as follows : Precinct 1-32; Precinct 2-19 ; Precinct 3-27; Precinct 4-21; Precinct 5-28; At large-16; Total 143. A quorum was present.


The Moderator gave a eulogy on the Death of William K. Coombs, from Precinct 4, and Philip Cenedella from Precinct 1.


The following Resolutions were presented to the meeting by the Town Clerk.


RESOLUTIONS


Resolved : That the voters of Milford, in Annual Town Meeting Assembled, have heard with deep regret and pro- found sorrow of the death of William K. Coombs, November 2, 1936, who was a Town Meeting Member Precinct 4 and for many years Trustee for Milford Public Library.


His success in life rested upon the merits of honest and persistent toil, coupled with unusual mental powers, applied unwaveringly in a fearless and forceful espousal of any cause for the elevation of the common level of man- kind.


He was always honorable and manly, as he was always honest and sincere in his convictions concerning the welfare of his home town and country.


Resolved : That as a further mark of respect, business of the meeting be suspended and the voters stand with bowed heads as a silent tribute to his memory.


Resolved : That the Clerk be directed to send a copy of these resolutions to the relatives of the deceased.


Voted : That the resolutions be adopted.

RESOLUTIONS


Resolved : That the voters of Milford in Annual Town Meeting Assembled, have heard with deep regret and pro- found sorrow of the death of Philip Cenedella, December 2, 1936, a Town Meeting Member from Precinct 1, Chairman of the Board of Selectmen and a Member of that Board for many years, an active and valuable member of many im- portant committees of the Town. President of the Milford Chamber of Commerce, and the Leader of a large, civil and industrial contracting firm, particularly employed for pure water supply and sanitation and drainage.


His company became one of the leading concerns in this country, in that special line of sanitary improvements. Possessed of a quick perception and an understanding of the personal and public consideration and determination of matters concerning public welfare, he always exercised his good judgment for the well being of the civil industrial and social improvement of the public.


Resolved: That as a further mark of respect, business of the meeting be suspended and the voters stand with bowed heads as a silent tribute to his memory.


Resolved : That the Clerk be directed to send a copy of these resolutions to the relatives of the deceased.


Voted : That the resolutions be adopted.


Article 8. Voted : To pass over the Article.


Voted : That Mrs. Nettie Rose be given a rising vote of thanks for services for the Town of Milford as Local Di- rector of County Aid to Agriculture.


Article 9. Voted : That the Town raise and appropriate the sum of Twenty-five thousand dollars ($25,000.00) for the purchase of tools, materials and for trucking and team hire, and for investigation and maintenance expenses that may be incurred in connection wtih W. P. A. or other governmental projects, or projects that the Town may undertake with Welfare Labor.


An amendment to raise and appropriate the sum of Twenty thousand Dollars ($20,000.00) for the purpose referred to in the article was defeated.


Voted : To pass over the remainder of the article.


Article 10. Voted : To pass over the Article.


Article 11. Voted : That the Town raise and appropriate the sum of Ten thousand dollars ($10,000.00) for the im- provement of Purchase Street, said money to be used in

conjunction with any money which may be allotted by the State or County or both for said purpose, the same to be expended under the Supervision of the Selectmen and High- way Surveyor.

Article 12. Voted : That the Town raise and appropriate the sum of Six hundred dollars ($600.00) for the purpose of printing a list of the Real Estate and Personal Property assessed in the Town of Milford.

Article 13. Voted : That the Town raise and appropriate the sum of Three hundred dollars and seventy-five cents ($300.75) for the purpose of paying land damages caused by the reconstruction of Purchase Street.

Article 14. Voted : That the Town raise and appropriate the sum of One hundred dollars ($100.00) for the use of the Zoning Board to be appointed by the Selectmen under Acts of 1933, Chapter 269.

Article 16. Voted : That the Town appropriate from available funds under the Excess and Deficiency Account the sum of Twenty five thousand ($25,000.00) dollars for use by the Board of Assessors in fixing the tax rate for 1937.

Voted: That the Board of Selectmen be authorized to appoint a committee of five citizens, said committee to be known as Cedar Swamp Pond Development Commission, for the purpose of investigating any beneficial use that might be made thereof and to make a report to the Selectmen on or before July 1, 1937, of such recom- mendations as said Commission may deem advisable.

Article 18. Voted : That the Town raise and appropriate the sum of Twenty five hundred dollars ($2500.00) for the maintenance and care of Godfrey Brook and its branches, that portion of the Charles River located on or adjacent to the Town property north of Central Street, the Town property located off Hayward Street and Cedar Street, and of any other Town improvements constructed as C. W. A., E. R. A. or W. P. A. projects constructed as C. W. A., E. R. A. or W. P. A. projects.

Article 19. Voted : That the Town appropriate the sum of ($5,000.00) Five thousand dollars from available funds to the W. P. A. project (No. Mass. 1023) account for the construction of an Imhoff Trickler at the Sewage Treatment Works, said sum having been forfeited to the Town as liquidated damages in the case of Antonio Daddario vs Town of Milford.


Voted : To pass over the remainder of the article.


Article 20. Voted : That the Town raise and appropriate the sum of Five hundred dollars ($500.00) for the purpose of erecting street signs donated by the Lions Club, and to continue the program of installing signs of a similar design throughout the town.


Voted : To pass over the remainder of the article.


Article 21. A motion was made that a committee of five be appointed by the Moderator under this article to study the matter contained in the article and report on or before May 1. 1937 with their recommendations. The motion was amended :


That a committee of five, one Town Meeting Member from each Precinct be appointed by the Moderator as the Committee.


An amendment was made to the amendment :


That the Committee will not include any Members or Officers of the Fire Department.


The motion and amendment and amendment to the amendment were carried.


Article 22. Voted: That the Town establish a road machinery fund to which shall be credited all receipts received for the use or rental of road machinery, the pro- ceeds to be appropriated as voted by the Town for road machinery purposes.

Article 23. Voted : That the Town vote to appropriate from the road machinery fund the sum of Five hundred dollars ($500.00) to establish a road machinery account for the purpose of repairing and operating road machinery.

Article 31. Voted: That the Selectmen be authorized to sell all the right, title and interest that the Town may have in a certain parcel of land located on the southerly side of Railroad Street, bounded and described as follows :


Commencing at the northeasterly corner thereof; thence N. 72 W. 69.25 feet on the southerly side of said Railroad Street to other property owned by the Town upon which is located the Claflin School; thence S. 15 W. 300 feet to Cemetery Street; thence easterly along Cemetery Street 42 feet to land of the New York, New Haven & Hartford Railroad; thence N. 19 50' E., 307 feet along said Railroad property to Railroad Street at the point of beginning, and to execute and deliver a deed therefor.

direction of the Inspector of Wires, to defray the cost of installing electric lights for lighting Main Street during the Christmas and New Years Holiday season.
