I submit herewith my report of an audit of the books and accounts of the town of 'Milford for the period from December 1, 1956 to April 14, 1958, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Milford for the period from December 1, 1956, the date of the previous examination, to April 14, 1958, and submit the following report thereon:
The records of financial transactions of the several departments receiving or disbursing money for the town or committing bills for collection were examined and checked for the period of the .audit.

The books and accounts in the office of the town accountant were examined and checked. The recorded receipts were verified by comparison with the treasurer's books and with the records of the several departments making the original charges. The dis- bursements, as recorded, were checked with the selectmen's war- rants and with the treasurer's books.
The appropriations, loan authorizations, and transfers voted by the town, as shown by the records of the town clerk, as well as the transfers from the reserve fund authorized by the finance com- mittee, were checked with the accountant's ledger. The ledger accounts were analyzed, and a balance sheet showing the financial condition of the town on April 14, 1958 was prepared and is appended to this report.
The books and accounts of the town treasurer were examined and checked. The recorded receipts were analyzed and compared with the records of the several departments making payments to the treasurer and with other sources from which money was paid into the town treasury. The disbursements were compared with the selectmen's warrants authorizing the treasurer to disburse town funds and with the accountant's records.
The footings of the cash book were verified, and the treasurer's cash balance on April 14, 1958 was proved by reconciliation of the bank balances with statements furnished by the banks of deposit, by verification of United States treasury bills, and by actual count of the cash in the office.
The payments made on account of maturing debt and interest were verified by comparison with the amounts falling due and with the cancelled securities and coupons on file.
The savings bank books and securities representing the invest- ment of the trust, investment, and retirement funds in the custody of the town treasurer were examined and listed, the income being proved and all transactions being verified. The balance in the retire- ment fund was verified by reconciliation of the bank balance with a statement furnished by the bank, and by actual count of the cash in the office.
The tax title deeds on hand were examined and listed, the amounts transferred from the tax levies to the tax title account

were verified, and the tax titles as listed, were compared with the. records at the Registry of Deeds.
The records of payroll deductions for Federal taxes, the pur- chase of savings bonds, Blue Cross and Blue Shield, and group insurance were examined, the payments to the proper agencies being: verified.
The books and accounts of the tax collector were examined and. checked in detail. The accounts outstanding at the time of the previous examination, as well as all subsequent commitment lists. of taxes, excise, and assessments, were audited and reconciled with the warrants of the assessors committing the accounts for collection ..
The collector's cash books were footed, the payments to the treasurer by the collector were checked with the treasurer's books, the recorded abatements were compared with the records of abate- ments granted by the assessors, and the outstanding accounts were listed and reconciled with the ledger controlling accounts. The: collector's cash balance on April 14, 1958 was proved by actual count of the cash in the office.
Verification of the outstanding accounts was made by sending notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received it appears that the accounts, as listed, are correct.
The records of licenses and permits issued by the selectmen and the town clerk, as well as by the police and health departments, were examined and checked, the payments to the State and the town being verified.
The surety bonds of the officials required by law to furnish them were examined and found to be in proper form.
In addition to the departments mentioned, the books and accounts of the sealer of weights and measures, and of the public welfare, veterans' services, school, library, and cemetery depart- ments were examined and checked, the payments to the treasurer being verified.
Appended to this report, in addition to the balance sheet, are tables showing reconciliations of the treasurer's, collector's, and

town clerk's cash, summaries of the tax, excise, assessment, tax title, and departmental accounts, as well as schedules showing the con- dition and transactions of the trust, investment, and retirement funds.

The Polls were opened at 8 A. M. and closed at 8 P. M. Wardens and Clerks were administered the oath by the Town Clerk.
