Annual Report of the Board of Selectmen
The Board of Selectmen, Anthony E. Allegrezza, Marco A. Bal- zarini and John P. Pyne, held weekly scheduled meetings on Monday evenings throughout the year. Representatives of the press also attended these meetings in keeping with our desire that the public be informed on all action taken. Numerous other hearings, meet- ings and trips were also conducted during the year.
The year 1958 was a remarkable year for the town because of the several projects of capital construction which were either started or completed. On the Town Park we started the construction of a 16 room school which was, because of the fire at the Claflin School, later expanded to 20 rooms. This structure complete with modern facilities will adequately house the school child of the future who will have to be educated to meet the challenges of the "space age." This building will house about one-quarter of the total number of children enrolled in our public schools.

The amount, thus far, appropriated for the planning, construc- tion, furnishing and equipping of this school is $837,000.00, most of which has been bonded for the next 20 years.
Also in construction at the present time is an addition to our sewage treatment plant. When completed, this plant will give the town for many years to come a most modern and efficient treatment plant capable of handling not only our present requirements, but the requirements of normal future expansion.
A total of $260,000.00 was appropriated for this job, all of which was bonded for twenty years. In addition the federal gov- ernment has appropriated the sum of $105,000.00.
Completed in the past year was a 50 car parking facility in the rear of the Casey and Ring & Welch Blocks just off Main Street. The ease with which motorists may enter and exit from this parking lot is a credit, indeed, to the persons who planned it. In addition to alleviating the Main Street parking problem in the peak hours, this facility will tend to stabilize real estate values on the Main Street and thus benefit the town as a whole.
This project cost roughly $70,000.00 and was bonded over a period of 14 years. It is hoped that this project will pay for itself.
In addition the annual town meeting last year appropriated out of cash the sum of $44,000.00 for new sewer construction. There is also authority for borrowing the sum of $100,000.00 for the Charles River flood control project which the Board is anxious to get started as soon as we receive land-damage releases from landowners whose property will be directly enhanced in value as a result of our expenditure. To date we have not received all these releases and the Department of Waterways for the Commonwealth has not been able to obtain the same.
In the past year we completed an extensive job of remodeling part of the interior of the first floor of the Town Hall, an under- taking long overdue. The cost for this project was about $6,300.00, all taken from available cash.
We shall recommend to the next annual Town Meeting that this job be completed.

Your Board wishes to point out that at this writing the total bonded indebtedness of the town is approaching the $1,250,000.00 mark and that in order to meet this obligation the tax rate will rise substantially. We do not mean to imply that the financial con- dition of the town is bad or that the projects undertaken were un- necessary. On the contrary, the town's financial condition is good. and the projects mentioned above were long overdue.
What is impressed upon us is that this program of construction and major repair was started when the tax rate was in the seventies when for a decade after World War II, when the tax rate was in the forties and the low fifties, we did very little construction, reconstruc- tion, replacement, major repairs and improvement of schools, public buildings and facilities. It is also interesting to note that in the decade mentioned large sums of money, sometimes as high as $90,000.00, were annually transferred from the excess and deficiency fund to further lower the tax rate, which was already one of the lowest in the state.
The day of the $40.00 tax rate has gone perhaps never to return. Now we are faced with a substantial capital budget program and greater interest in new construction and major repair. Unless there is some sort of relief in the governor's sales tax program we will be faced not only with the problem of higher taxes but a curtailment of needed repairs and replacement. We face yet the problem of higher costs and the problem of achieving a balance between our operating budget and our capital improvement program. This bal- ance will require understanding, coordination, and cooperation among the key groups in the planning and financial fields, among the department heads, the members of other boards and the town meeting.
