Gentlemen:


I respectfully wish to submit the following report on my activities as Town Physician for the period from January through December, 1958.


During this past year, I have treated patients on General Welfare in the various rest homes in town, in their homes and in my office.


Throughout the past year, I made an average of six calls weekly to the Milford Medical Home which during 1958 was filled to capacity. The Medical Home continues to fulfill an urgent need for the elderly of our community who require nursing home care ..

In this connection, I am very pleased to report that through the cooperation of the entire staff and of visiting physicians the Medical Home has been operated with a maximum of efficiency. The patients have received the best possible care. I am deeply grateful to the nursing staff and the other personnel who have done their work with enthusiasm and devotion.


I wish, also, to express my appreciation for the pleasant rela- tions and cooperation extended to me by Mr. James Ahearn, Mr. Emilio Pighetti, the members of the Welfare Board and to the entire personnel of the Board of Public Welfare.

At 12:10 P.M .- All grades below the High School close for the afternoon session.


Announcements will also be made over radio stations WTAG, WBZ, WKOX, WCOP, WAAB and WMRC between 6:55 A.M. and 7:45 A.M.

REPORT OF THE SUPERINTENDENT OF SCHOOLS TO THE SCHOOL COMMITTEE AND THE CITIZENS OF THE TOWN OF MILFORD


Herewith is respectfully submitted the eightieth annual report of the School Department and my twelfth as Superintendent of Schools.


Program


The opening of the new elementary school building presently under construction will enable us to present to a large segment of our elementary age pupil population an improved offering in our- program.

The occupancy and operation of the new building will fill a sizeable void in providing for many pupils certain instructional facilities and spaces denied to pupils in the past.


At the upper level of our school system (grade eight through grade twelve), your School Committee has shown a profound interest in the improvements of offerings in mathematics and the sciences during the previous four or five years. This action has proven to be a visionary one as is indicated by the national interest being shown in these areas by all types of leaders of our country.


However, there still remains much more to be done and it is planned to the 1959 budget to seek funds to further improve our offerings, not only in the fields of chemistry, physics, biology and mathematics, but in general science, guidance, audio-visual educa- tion and foreign languages as well.


Intensive studies which have been made by personnel of the school department include some structural renovations, new spaces, additional equipment, furnishings, instructional materials and tech- niques, all of which will enhance the teaching of subjects mentioned in the preceding paragraph.


The recommendations which emanated from these studies have been approved by the School Committee, and as they develop into reality the program of studies will be proportionately refined and enriched.


The aspects of our program dealing with adults have been continued and are flourishing in an encouragingly vigorous man- ner. These programs include Adult Vocational Arts classes, the Equivalency Certificate Program classes, University Extension classes and Adult Civic Education classes.


The educational needs of the adult population of our com- munity are being satisfied quite adequately by the variety and quality of our offering in the School Department.


Our program is constantly and continually being studied by personnel of the department, and the School Committee has been particularly interested, striving to improve all phases of our cur- riculum consistent with facilities and resources available or reason- ably attainable.

Plant


During 1958, ground was broken and construction started on^ the new elementary school building at the Town Park site.


The completion and occupancy of this excellent facility will constitute a milestone in the Milford School Department long to be" remembered. In my opinion, the new building will be the most significant event of modern years in the Milford schools.


The building will house twenty classrooms and will serve the so-called "Town Park" area as well as the area formerly served by the Claflin School building which was damaged by fire in Novem- ber of 1957.


The townspeople declined to repair the Claflin building and approved a plan to enlarge the new school by adding four class- rooms to the sixteen classrooms originally planned.


In the very near future, all of these children from the Park area and the Claflin area will be housed in the new building, which compares favorably, in structural quality and functioning facilities, to any elementary grade building in our area.


Pleased as I am with the prospect of this new schoolhouse and its impact on the future of our community educationally, let me' sound a word of caution to our townspeople that it does not solve" completely our school housing problems.


The so-called South End area of our town is still in serious: need of improved school buildings.


Our thoughts must turn to this problem in the South End just as soon as the building on the Town Park is completed and occupied.


The South Grammar School ("Brick School") is a building of questionable soundness for mere housing of pupils, not to mention its inadequacy to provide a reasonably good elementary grade educational program.


In consideration of the age of the building and its structural weaknesses, I have recommended that this building be abandoned for school use as soon as space to house the children elsewhere becomes available.

Gifts - 1958


I wish to extend my sincere appreciation to Mr. Allen Dudley, who has donated to the Milford High School an "Oudin" Coil for making and demonstrating high voltage electricity. Mr. Dudley's gift was given in memory of Lt. Albert E. Mckinley.


Sincere appreciation is also extended to the Class of 1933 for its gift of a table and chair for the Milford High School public-address system.


Repairs to Plant - 1958


In keeping with a long range policy, several of our other build- ings are being reconditioned and rehabilitated. This year our atten- tion was focused on the Plains School, where new flooring was installed throughout the building, new plumbing facilities installed in the girls' toilet rooms and new fluorescent lighting placed in the classrooms.


It is planned to continue with our efforts to recondition this building so that it may continue to serve for many years to come.


At the Purchase School, the exterior of the building and the fence surrounding the school yard were painted.


The exterior of the Chapin Street School and the schoolyard fence were painted.


The flooring at the West Street School was reinforced and new supports were installed. The exterior of the building and the school- yard fence were also painted.


New plumbing facilities were installed in the girls' and boys' toilet rooms at the Spruce Street School.


At the Milford High School, new lockers were installed and the firebrick in the boilers was replaced.


In 1959, it is planned to continue the complete rehabilitation of several buildings, particularly the Plains, Oliver and Chapin Schools.

Personnel


Again, the School Department was able to fill the needs of the teaching force by engaging well qualified teachers who give promise of meeting with success in their duties.


The School Committee is to be congratulated for their profound interest in bringing to our teaching force personnel of high caliber.

WHEREAS, after 35 years of devoted, loyal, and efficient service as teacher and principal of the Plains School, the career of Miss Mary F. Ranahan was, in the providence of God, shortened through a disability retirement; and


WHEREAS, the influence of her teaching extended also to the evening Americanization classes; and


WHEREAS, two generations of Milfordians were guided by her high ideals and standards of righteousness; and


WHEREAS, after 17 years of progressive invalidism and patient suffering, Mary F. Ranahan was called home to God on September 15, 1958;


THEREFORE, BE IT RESOLVED that the Milford Teachers Associa- tion extend sympathy to her family on the occasion of her death and with a deep and abiding faith in the infinite wisdom and mercy
