Police Department-Salaries and Wages Account


It was moved and seconded that the town vote to raise and appropriate the sum of $85,989.07 for Salaries and Wages of the Police Department. The motion was declared lost by a voice vote.


John DePaolo, William F. Fitzpatrick, John J. Crowley, A. Raymond Cross, Peter Costanza, Anthony J. Rossetti and Iginio A. Pantano stood and doubted the vote.

Article 3. Voted: That the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st, 1959, and to issue a note or notes therefore, payable within one year, and to renew such note or notes, as may be given for a period of less than one year, in accordance with Sec. 17, Chap. 44, of the General Laws.

Article 6. Voted: That the Town vote to authorize the Selectmen to sell any or all real estate owned by the Town by reason of the foreclosure of tax titles thereon and to execute, acknowledge and deliver a proper deed or deeds therefore, authority therefore, to terminate March 1st, 1959.

Voted: That the town vote to authorize the Sewer Commissioners to appoint a member of the Sewer Commissioners to the position of part-time Superintendent of Sewers and that the compensation of said appointee be Thirteen hundred twenty ($1,320.00) dollars, retroactive to January 1st, 1958, in compliance with Chapter 41, Section 4A of the General Laws (Ter. Ed.)


Article 9. Voted: That the town raise and appropriate the sum of $1,700.00 for the compilation, recodification, revision and printing in pamphlet form, the By-Laws of the Town, and that said sum be expended under the supervision of the Board of Selectmen.

Article 15. Voted: That the Town vote to raise and appro- priate the sum of Fifteen hundred ($1,500.00) dollars to be used by the Park Commissioners for the purpose of making a basket ball court on the Prospect Heights Playground.

Voted: That the Town vote to authorize the Board of Selectmen to appoint a committee of three (3) to make an exhaustive study of the Milford Public Medical Home and Infirmary in all its phases of operation in order to determine the economic and social needs of the home, both as to the present and the projected future.


Article 17. Voted: That the Town raise and appropriate the sum of Fifteen hundred ($1,500.00) for the installation of a granite curb on the Southerly side of Walnut Street, extending from a point at the corner of Congress and Walnut Streets in an Easterly direc- tion to a point opposite Emmons Street, a distance of approximately three hundred (300) feet. Said money to be expended by Highway Department.


Article 18. Voted: That the Town vote to authorize the School Committee to sell or lease any obsolete materials, apparatus or equipment owned by the Town and presently controlled by the School Committee.


Article 19. Voted: That the Town vote to authorize the Chief of Police to sell any obsolete equipment presently under the control of the Police Department.


Article 20. Voted: That the Town vote to authorize the Fire Chief to sell or trade any obsolete equipment or apparatus now under the control of the Fire Department.


Article 21. Voted: That the Town vote to instruct the Select- men to revise the boundaries of the voting precincts so that all precincts shall contain approximately an equal number of regis- tered voters, as provided by St. 1933, Ch. 271.


At this time it was moved and seconded to reconsider Article 17. A standing vote was taken and 86 persons voted in the affirma- tive and 53 in the negative and Article 17 was passed in same form as previously voted.

Article 23. Voted: That the Town vote to transfer from the 1956 Highway Bond Issue Chapter 718 Account the sum of seven thousand-five hundred ($7,500.00) dollars for the reconstruction

of the Drainage system and Surfacing with Bituminous Concrete a section of Main Street starting at the New York-New Haven and Hartford Crossing, said money to be used with money allotted by the State and County for said purpose, the same to be expended under the supervision of the Board of Selectmen.


Article 24. Voted: That the Town vote to raise and appro- priate the sum of One Thousand - Five hundred ($1,500.00) dollars for Chapter 90 Maintenance, said money to be used with money allotted by the State and County for said purpose. The same to be expended under the supervision of the Board of Selectmen.

Voted: That the Town vote to accept as a gift the sum of One Thousand ($1,000.00) dollars which has been donated to the Town of Milford by Madame Draper Boncompagni, which funds are now in the Town Treasury. Said sum of money to be used for the purpose of caring and maintaining the General Draper Park. Said sum of money to be used and expended by and under the supervision of the Park Commissioners.


Article 28. Voted: That the Town vote to appropriate the dog tax of Eighteen Hundred Ninety-Five dollars and fifty-eight cents ($1,895.58) to the Salaries and Wages account of the Town Library.


Article 29. Voted: That the Town vote to raise and appro- priate the sum of Eight hundred ($800.00) dollars for the purpose of maintaining the Industrial Development Commission and to defray the expenses incurred by said commission in promoting busi- ness and industry in Milford, and for expenditures made in induc- ing industry and business to locate in Milford, Massachusetts.


Article 30. Voted: That the Town vote to raise and appro- priate the sum of One thousand ($1,000.00) dollars for Christmas Lighting, said committee to be appointed by the Moderator.


Article 31. Voted: That the Town raise and appropriate the sum of Two hundred and seventy-five dollars ($275.00) for band concert expenses.

Article 32. Voted: That the Town raise and appropriate the sum of Five hundred and twenty-five dollars ($525.00) for band hire for public band concerts.

Article 34. Voted: That the Town vote to transfer from available funds in the Treasury, the sum of Forty-four thousand ($44,000.00) dollars for sewer extensions on the following streets :


Cunniff Avenue, Purchase Street, Highland Street, South Cen- tral Street and Congress Street, said money to be expended under the supervision of the Sewer Commissioners.


Voted: To pass over Article 35, 36, 37, 38, 39, 40 and 41 inclusive.

Voted: That the Town vote to accept as a public way a private way known as Iadarola Avenue.


Article 45. Voted: That the Town vote to raise and appro- priate the sum of One thousand three hundred ($1,300.00) dollars for the construction of approximately five hundred twenty-five (525) feet of Iadarola Avenue.


Article 46. Voted: To pass over the article.


Article 47. Voted: That the Town vote to assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protection of tidal and non-tidal

waters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimac and Connecticut Rivers in accor- dance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.


Article 48. A motion was made and seconded to raise and appropriate the sum of One thousand seven hundred ($1,700.00) dollars for the purpose of piping the brook from Fruit Street at the Kavanagh property to the Godfrey Brook. The Motion was lost.


Article 49. Voted: That the Town vote to raise and appro- priate the sum of Twelve thousand five hundred ($12,500.00) dol- lars for the repair of Flood Damage to the various brooks namely: Godfrey, O'Brien, Hospital and Heights.


Article 50. It was moved and seconded that the Town vote to accept Chapter 537 of the Acts of 1951 an act to provide annual step-rate increases for Municipal Public Welfare Employees. The Motion was lost.


It was moved and seconded to adjourn the meeting to next Wednesday at 8 P. M.


The meeting adjourned at 11:15 P. M.

ADJOURNED TOWN MEETING-MARCH 19th, 1958


The adjourned Town Meeting was called to order by Moderator Curran at 8 P. M. The Monitors reported 165 persons present.


Article 51. A motion was made and seconded that the Town vote to appropriate the sum of $61,372.34 for the construction or reconstruction, renovation, repair and furnishing of the Claflin School building, to include improvement of the school play yard, and all architects' fees and other expenses connected with the fire loss thereon, and to authorize the School Committee to enter into

all contracts, including the payment of architects' fees and other incidental expenses connected with the fire thereon, and that to meet said appropriation the sum of $22,837.04 be raised and appro- priated by taxation and the sum of $38,535.30 to be appropriated by transfer from the Claflin School Fire Loss Account.


A motion was made and seconded to lay the matter before us on the table. A standing vote was taken and 74 persons voted in the affirmative and 56 in the negative and the motion "to lay on the table" was carried.


It was moved, and seconded that the Moderator be authorized to appoint a committee of 7 members to study the advisability of having a school in Precinct 3 area, and that a report be made at a Special Town Meeting in 1958.


An amendment was made and seconded to insert "Moderator and Selectmen" appoint a committee of 7 members instead of just the Moderator.


An amendment to the amendment was made and seconded that the committee consist of one from each precinct and one at-large.


The amendment to the amendment was lost. Question now came on the amendment and the amendment was lost and it was


Voted: That the Moderator be authorized to appoint a com- mittee of 7 citizens to study the advisability of having a school in Precinct 3 area, and that a report be made at a Special Town Meeting in 1958.


Article 52. Voted: To pass over the article.


Article 53. Voted: That the Town vote to raise and appro- priate $100.00 for the purpose of further investigating the question of a new street in the vicinity of Hamilton and Prairie Streets.


Article 54. Voted: That the Town vote to raise and appro- priate the sum of Three thousand ($3,000.00) dollars for the pur- chase of a sand spreader for the use of the Highway Department.


Article 55. A motion was made and seconded that the Town vote to raise and appropriate the sum of Sixteen thousand five hun-

dred ($16,500.00) dollars for the purchase of a new four wheel drive end loader for the use of the Highway Department. The Motion was lost.


A motion was made and seconded to reconsider Article 2. The following persons stood and requested a ballot vote: Philip Watson, Henry R. Acquafresca, Albert Luby, Roger Letourneau, John Barlow, Francis H. Byron and Gerard Luby.


The Moderator appointed the following persons as Assistant Monitors: Precinct 1, Richard Foncault; Precinct 2, John Gandolfi; Precinct 3, Rico Ferrucci; Precinct 4, John George Cahill; Precinct 5, John T. Glennon; At-Large, Marco A. Balzarini.


The Moderator appointed Adam F. Diorio, Charles A. Tredeau and Frederick T. Besozzi as Counters.

Article 58. Voted: That the Town raise and appropriate the sum of $3,300.00 to replace the cells in the Town Hall Lock-up, money to be expended by the Board of Selectmen.


Article 59. Voted: That the Town vote to accept Chapter No. 427 of the Acts of 1957.


Article 60. Voted: That the Town vote to transfer from the Parking Meter Collection Account to the Police Department Parking Meter Maintenance Account, the sum of $1,500.00 for the purpose of maintaining the parking meters.


Article 61. Voted: That the Town vote to transfer from the Parking Meter Collection Account the sum of $16,619.41 to the Police Department Parking Meter Maintenance and Operating Account, for the purpose of paying salaries.


Article 62. Voted: That the Town appropriate from avail- able funds under the Excess and Deficiency Account, the sum of $35,000.00 for use by the Board of Assessors in fixing the' tax rate for 1958.

The meeting was called to order by Moderator Curran at 8 P. M.


The Monitors reported 120 persons present, a sufficient number for a quorum. The Town Clerk read the warrant and the officers" return.


At this time a resolution was read by Michael DeCesare:


Resolution


WHEREAS, Almighty God, in His infinite wisdom, has deigned to summon John J. Barlow, His servant, to his eternal reward and repose on May 27th, 1958.


WHEREAS, John J. Barlow by his membership in this group here assembled, the Tax Revaluation Study Committee and other civic, fraternal and religious groups demonstrated a true spirit of public interest and realization of his civic duties,


WHEREAS, his passing is deeply mourned by his many friends in this Community where he was well known and esteemed.


THEREFORE BE IT RESOLVED, that we the Town Meeting Members of Milford offer to his beloved wife and daughter our sincere expression of sympathy and request that the business of this:

meeting be suspended and that the members thereof stand in prayer and silent tribute to his memory, and


BE IT FURTHER RESOLVED, that his wife be presented a copy of these resolutions and that a copy be inserted in the records of the next Annual Town Report.

Paul Lally gave a verbal report for the Finance Committee.


William F. Fitzpatrick, chairman of the committee to study the advisability of building a school in Precinct 3 area, gave a ver- bal report.


Article 2. It was moved and seconded that the Town appro- priate the sum of $62,168.96 for planning, constructing and equip- ping a four (4) room addition to the elementary school now in construction at the Town Park, and that to meet said appropriation the sum of $37,168.96 be transferred from the Claflin School-Fire Loss Account, and that the sum of $25,000.00 be transferred from available funds in the hands of the treasury.


Americo Mancini requested a secret ballot. Luigi Grillo requested a secret ballot. Henry R. Acquafresca requested a secret ballot. Francis Byron requested a secret ballot. John E. Murphy requested a secret ballot. Anthony A. Grillo requested a secret ballot.


Victor G. Casasanta requested a secret ballot.


It was moved the previous question. Moderator Curran appointed the following persons as Assistant Monitors:

A motion was made and seconded to pass over the article. A standing vote was taken and 23 having voted in favor and 82 voted as opposed, the motion to "pass over" was lost.


It was moved and seconded that the motion before the house be placed on the table and it was so voted.


It was moved and seconded that the Board of Health, in agree- ment with the Master Plumbers, be instructed to bring into our next meeting or our annual meeting Rules and Regulations for adoption and it was so voted.


Article 6. Voted: To pass over the article.


Article 7. Voted: That the Town appropriate by transfer from the Fire Loss-Claflin School Account the sum of $1,366.34 for

the purpose of defraying all expenses incidental to the adjustment of the fire loss at the Claflin School, in the year 1957, said money to be expended by the School Committee.

Article 8. Voted: That the Town vote to transfer the sum of six thousand ($6,000.00) dollars from the Excess and Deficiency Account to the Snow Removal Account of the Highway Depart- ment.


It was moved and seconded to dissolve the warrant.
