Town Meeting Progress Report Special Police Committee
Mr. Moderator:
I wish to give a partial report on the progress of your com- mittee for the investigation of possibilities for the construction of a new police station. Your committee has five members: Joseph Di- Batista, John McGrath, Herbert C. Davis, Francis Bodio and John C. Lynch, Jr., Chairman.

Items Considered
1. We have looked at seven local sites centrally located in down town area. Assessed values of all properties are cataloged.
2. Out of Town surveys of police stations were conducted in Wellesley, Natick, Framingham, and Walpole for station facilities and equipment.
3. We made detailed inspection of the Milford Police facilities and equipment.
The majority of the members of this committee feel something should be done to improve the operations of the Milford Police Department.
Items to Be Considered
1. This committee does not have sufficient information to com- plete this report and we need additional time for this work.
2. Recent construction at the Milford Industrial Park area and the new Bettinger Corporation plant are factors that have created new police problems which your committee feels it should investigate further.
3. The new highway route 110 which will be constructed through part of Milford will have additional traffic problems for the Milford police and your committee wishes to get current details from our State Representatives John F. X. Davoren and Nathan Rosenfeld.
4. In order to round out the committee report it will be neces- sary to co-ordinate the State regulations with our final recom- mendations to this town meeting. We hope to get informa- tion on this phase from our State Senator and State Repre- · sentatives.

Report of World War II Memorial Committee and Korean War Memorial Committee
Your combined committees recommend that the Chairman of these combined committees insert an article in the Warrant for the next Special Town Meeting or Annual Town Meeting, seeking the transfer of the balance of the Post War Rehabilitation Fund to a fund to be called the World War II Memorial and the Korean War Memorial Fund. Said fund to be expended only by vote at a Special or Annual Town Meeting.
Your combined committees further recommend that these com- mittees be continued to further investigate, from time to time, the possibilities of erecting a suitable Memorial to honor the memory of our Veterans of World War II and the Korean War.

Report of The Revaluation Study Committee
In accordance with Article 85 of the adjourned Town Meeting of March 25, 1957, the committee, appointed by Moderator John F. Curran, and having as its members, Manfred Zurndorfer, Donald F. Phillips and Michael J. DeCesare, respectfully submits this report regarding "The advisability of revaluing the real estate and land values of the Town of Milford."
It is essential that the definition and aim of a Tax Equalization and Revaluation Survey be given. In general use, the term equaliza- tion refers to any process of adjusting local property valuations to some uniform standard of value so as to make possible precise and fair comparisons of valuation. An objective scientific revaluation survey should encourage sounder assessing practices such as will tend to promote the equitable valuation of all taxable real and personal property and offers the town a standard system of assessing that will assure (a) adequate maps for assessment purposes, (b)

detailed and accurate records of assessed property and (c) the equitable valuation of individual properties in accordance with uniform standards.
Through the years assessment inequities creep into the taxing situation of any given city or town. It is only fair that the home owner, the business man, the manufacturer-all who pay taxes to enable the local government to maintain the necessary services- are entitled to equitable assessments. Thus, the undertaking of a revaluation survey should be had with only one thought in mind -.- namely, to correct inequalities. It should not be used as a device to drop the tax rate, to raise revenue or ease any financial problems of the town. Simply stated, a revaluation survey, which is done objectively, scientifically and expertly should give everyone a fair share of the tax load.
It might be appropriate at this time to make the following quotation from an article on municipal revaluation in the 1956 edition, page 27 of the Massachusetts Municipal Manual prepared under the supervision of the Bureau of Public Administration of Boston University.
« A recent questionnaire returned by the assessors of twenty-four of the revalued municipalities indicates that in almost every case the appraisal methods used in the revaluations have since been maintained. Without exception, these assessors express satisfaction with the revaluation results. Much of this satisfaction no doubt results from the fact that modern valuation methods tend to impersonalize the assessing process and to reduce the element of personal judgment to a minimum.
The effect of revaluations on total assessments and, therefore, on tax rates have been varied, depending on the level of prior valuations and on the base year selected for the calculations of replacement costs as well as the percentage applied in many cases to reduce the appraised value to a predetermined level of assess- ment. :
Although perfect results have never been claimed for any sys- tem of assessment, there can be little question but that recent pro- fessional reappraisal in Massachusetts municipalities have reduced inequities in individual assessments to a reasonable minimum .. . " ¿

.... "Apart from the professionally reassessed communities, a number of other Massachusetts cities and towns are known to be using sound assessment techniques and in some cases appear, on the basis of statistical tests, to have produced results comparable with those of outside reappraisals .
The records of the local Board of Assessors of the Town of Milford are inadequate. There are sets of maps on hand, prepared by a W.P.A. project and these maps, have proved of some value to the Board; however, the maps are not precise enough. In addition to these maps there are individual plot plans on the newer develop- ments. There is no uniformity in these plans.
There are cards prepared for each parcel of property. The information on these cards especially as to the older parcels of property are meager indeed. The Board has prepared a much more detailed card on the more recently built homes. These cards with detailed description of the property number approximately 200-300, out of a total number of 5,000.
Since this question of revaluation is a very serious and far reaching one, it is of prime importance that the approach be a positive one and not a negative approach so common in many of our municipal undertakings in which decisions of this sort have to be made. Consequently, during the coming year the whole broad question should be probed and intelligently discussed in general sessions which should be open to the public and at which experts or those persons familiar with municipal revaluations could be asked to attend. It is also hoped that some or all of the Service organiza- tions in the Town could plan to have a revaluation discussion at their dinner meetings.
Having visited some of the towns who have had revaluation surveys and having observed the results derived therefrom, the Committee recommends that this study be continued for the ensuing year and that the Committee be increased to include three members from the Finance Committee and one Town Meeting member from each of the precincts; these additional members to be appointed by the Moderator.
The Committee is most appreciative of the opportunity to ren- der some small service to the Town and it is hopeful that this report

will prove of some help in making our Town a happier and economically more healthy town in which to live.
