REPORT OF THE SELECTMEN


Your Board of Selectmen herewith submit a report of their stewardship for the year of 1920:


In accordance with a vote of the town, the road construction and repairs received attention. The Bay Road was completed to the Kingston line with an exception of a fence, which will be built as soon as weather is suitable.


Chestnut Street has been completed. Toby Garden, Elm and Summer Streets have been completed from the Tree of Knowl- edge to the foot of Toby Garden hill. Operations were then suspended pending an investigation of the material which the Street Superintendent. Mr. O'Neil, criticized as inferior. Cold weather then setting in operations were suspended until spring. The company from whom the material was bought has promised to make good.


The $30,000 appropriation was inadequate to complete the whole section. On our presentation of the case to the Highway Division of the Board of Public Works, who have always ap- preciated the lead Duxbury has taken in the good roads nicve- ment, they have granted us $10,000 which will be available as soon as the road is completed.


The work on Josselyn Avenue was delayed until this year, on account of our machinery being worked to its capacity after receiving the asphalt for building purposes.


Massasoit Road and Mayflower Avenue have yet to be at- tended to.


The relocation of Washington Street from Blue Fish River to Mattakeesett Court has been completed without any land damage to the residents along said street.


The painting of the Town Office building was given to the lowest bidder, Mr. George H. Doane, who did the work in a very satisfactory manner.

With regard to the Town House grounds, the impossibility of getting materials, the operations were delayed until it was too late on account of weather, and we thought it advisable to wait until spring.


The World War is over but its aftermath is with us and is very much in evidence in the form of extravagance. We have become infected with this germ disease and the remedy, which is painful and therefore dreaded, is sacrifice. Last year appro- priations were granted with a lavish hand in utter disregard of that large number of tax payers living on small fixed incomes who, owing to high prices, have been suffering in silence.


While the town can vote appropriations at will the duty of raising the funds devolves upon the Selectmen who act as a committee on ways and means. We were confronted with the problem of raising, approximately, double the usual tax levy and this we did by readjusting property values, which netted an increase of $900,000. But even then the tax rate had to be increased to $24.50, the highest rate ever known in Duxbury.


We wish to thank the tax payers for the kindly and uncom- plaining spirit in which they accepted our solution of the tax problem and will now call to their attention that without they practise economy in expenditures this year, the tax rate will be so high that it will bring positive injury to the town, for with rare exceptions properties are valued to the limit.


As individuals nearly all of us regulate our expenses to our income. Let us practise the same principle in town affairs and may we ask the various departments, for this year at least, to make an effort to reduce expenses, and also ask our fellow citi- ,zens to cooperate with and encourage the officers of the town in the attainment of this object.
