REPORT OF AN AUDIT OF THE ACCOUNTS OF THE TOWN OF DUXBURY.

Gentlemen :


I submit herewith my report of an audit of the ac- counts of the town of Duxbury for the financial year ending December 31, 1923, made in accordance with the provisions of Section 35, Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Examiner of this Division, who was placed in charge of the work.

Complying with your instrutions, I have made an audit of the books and accounts of the town of Duxbury for the financial year ending December 31, 1923, and submit the following report :


The financial transactions of the town, as recorded on the books of the several departments, were checked and compared with the books and records in the se- lectmen's office.


The books and accounts in the selectmen's office were examined and checked. The recorded receipts were checked with the records in the several departments col- lecting money for the town and with the other sources from which money was paid into the town treasury. The disbursements were checked wtih the warrants authoriz- ing the treasurer to make payments and with the treas- urer's books.


The appropriation accounts were checked with the town clerk's records of appropriations voted by the town, the ledger was analyzed, and a balance sheet was pre- pared showing the financial condition of the town Decem- ber 31, 1923.


The books of the treasurer and collector were examined and checked, the cash on hand being verified by an actual count, and the bank accounts reconciled with the state- ments furnished by the banks.


The receipts, as recorded by the treasurer, were com- pared with the selectmen's books and with the records of departmental payments to the treasurer; and the pay- ments were proved by checking the amounts shown on the books with properly approved warrants.


The tax commitments were added and proved; the abatements were checked with the assessors' record of

abatements granted; and the outstanding accounts were listed and proved to the accounts in the selectmen's led- ger. Verification notices were mailed to a number of persons whose names appeared on the books as owing money to the town, and from the replies received I am satisfied that the accounts are correct.


The surety bonds furnished by the officials for the faithful performance of their duties were examined and found to be in proper form.


The accounts of the several trust funds in the custody of the town treasurer were examined and checked, the income being verified and found to be as reported on the treasurer's and the selectmen's books. The securi- ties, as represented by savings bank deposits, were ex- amined and found to be as recorded on the books.


Tables showing a reconciliation of the treasurer's cash and summaries of the tax and assessment accounts, to- gether with a balance sheet, are appended to this report.


During the process of the audit, uniform courtesy was extended by the several town officials, and I wish, on be- half of my assistants and myself, to express my ap- preciation.
