REPORT OF AN AUDIT OF THE ACCOUNTS OF THE TOWN OF DUXBURY.
FOR THE YEAR ENDING DECEMBER 31, 1923
February 28, 1923
To the Board of Selectmen,
Mr. Sidney C. Soule, Chairman,
Duxbury, Massachusetts.
Gentlemen :
I submit herewith my report of an audit of the accounts of the town of Duxbury for the year ending December 31, 1922, made in accordance with the provisions of Section 35, Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Examiner of this Division, who was placed in charge of the work.
Very truly yours, THEODORE N. WADDELL,
Director of Accounts.
-52-
Mr. Theodore N. Waddell,
Director of Accounts,
Department of Corporations and Taxation, State House, Boston. Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the town of Duxbury for the year ending December 31, 1922, and submit the follow- ing report thereon :
The books and accounts in the selectmen's office were ex- amined and checked in detail. The recorded receipts were checked to the treasurer's books and to the original sources from which money was paid into the treasury. The payments were compared with the bills and pay-roll and also with the treasury warrants. The appropriation accounts were checked with the town clerk's records of appropriations voted by the town. An analysis of the ledger was made, · thus proving the general accuracy of the work. A balance sheet, showing the financial condition of the town as of December 31, 1922, was prepared and is appended to. this report.
The classification book was examined and checked in detail, the totals being checked to the ledger accounts.
The accounts of the treasurer and tax collector were examined. The footings of the treasurer's cash book were proved and checked to the records in the selectmen's office.
The cash balance as of February 1, 1923, was verified by an actual count of cash in office, and the bank accounts were reconciled with the bank statements. /
The trust funds in the custody of the treasurer were veri- fied by an examination of the savings bank books represent- ing the investment of the funds, and the income and ex- penditures were checked to the records in the selectmen's office.
-53-
The books of the tax collector were examined and checked. The commitments were proved to the warrants, the collec- tions were checked to commitment book, and the payments to the treasurer were compared with the treasurer's records.
The abatements were checked to the assessors' records of abatements granted, and the outstanding accounts were listed, the totals of the outstanding accounts for each year being reconciled with the ledger accounts. The outstand- ing accounts were. further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received I am satisfied that the accounts are correct.
Tables showing a reconciliation of the treasurer's cash and summaries of the tax and assessment accounts are ap- pended to this report. .
The financial transactions of the town clerk and of the sealer of weights and measures were examined and checked to the treasurer's and the selectmen's records.
The surety bonds of the treasurer, tax collector, and town clerk were examined and found to be in due form.
While engaged in making the audit I received the hearty co-operation of the various town officials, and on behalf of my assistants and myself I wish to extend my thanks and appreciation for the courtesy extended and the assistance rendered.
Respectfully submitted,
EDWARD H. FENTON,
Chief Examiner.
