THE COMMONWEALTH OF MASSACHUSETTS Department of Corporations and Taxation Division of Accounts State House, Boston
February 25, 1925.
To the Board of Selectmen,
Mr. Sidney C. Soule, Chairman, Duxbury, Massachusetts.
Gentlemen :
I submit herewith my report of an audit of the accounts of the town of Duxbury for the financial year ending Decem- ber 31, 1924, made in accordance with the provisions of Sec- tion 35, Chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Examiner of this Division, who was placed in charge of the work.
Very truly yours, THEODORE N. WADDELL,
Director of Accounts.
Mr. Theodore N. Waddell, Director of Accounts,
Department of Corporations and Taxation, State House, Boston.
Sir :
In accordance with your instructions, I have made an audit of the books and accounts of the town of Duxbury for the financial year ending December 31, 1924, and submit the following report thereon :
52
The financial transactions of the town as recorded on the books of the several departments, were checked and compared with the books and records in the Selectmen's office.
The books and accounts in the selectmen's office were ex- amined and checked. The recorded receipts were checked to the treasurer's books and to the original sources from which money was paid into the treasury, and the disbursements were checked with the warrants authorizing the treasurer to make payments and with the treasurer's books.
The appropriation accounts were checked with the town clerk's records of appropriations voted by the town. An analysis of the ledger was made and a balance sheet was pre- pared showing the financial condition of the town Decem- ber 31, 1924.
The accounts of the treasurer and collector of taxes were examined and checked. The treasurer's cash book was proved and checked to the records in the selectmen's office, and the cash on hand was verified by an actual count, the bank ac- counts being reconciled with statements received from the banks.
The books of the tax collector were examined and checked. The commitments were proved to the warrants, the collec- tions were checked to the commitment book, the abatements were checked with the assessors' record of abatements granted, and the outstanding accounts were listed and proved to the accounts in the selectmen's ledger. Verification notices were mailed to a number of persons whose names appeared on the books as owing money to the town, and from the replies re- ceived I am satisfied that the accounts are correct.
The surety bonds furnished by the officials for the faith- ful performance of their duties were examined and found to be in proper form.
The accounts of the several trust funds in the custody of the town treasurer were examined and checked. the income being verified and found to be as reported on the treasurer's and selectmen's books. The securities, as represented by sav-
53
ings bank deposits, were examined and found to be as re- corded on the books.
Tables showing a reconciliation of the treasurer's cash, summaries of the tax and assessment accounts, together with a balance sheet, are appended to this report.
For the courtesies extended by the various town officials during the process of the audit, I wish on behalf of my assist- ants and myself, to express appreciation.
Respectfully submitted,
EDW. H. FENTON, Chief Examiner.
