ANNUAL TOWN MEETING, MONDAY, FEBRUARY 5, 1934
COMMONWEALTH OF MASSACHUSETTS
To Either of the Constables of the Town of Rutland, in the County of Worceter :
Greeting :
Worcester, ss.
In the name of the Commonwealth of Massachusetts, you. are directed to notify the inhabitants of the Town of Rutland, qualified to vote in elections and in Town affairs, to meet in the Town Hall in said Rutland, on the 5th day of February, next, at nine o'clock in the forenoon, then and there to act on the following articles :
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year, for one Selectman for three years, for one Town Clerk for three years, for one Assessor for three years, for one Treasurer for one year, for one Collector of Taxes for one year, for one Water Commissioner for three years, for one member of the School Committee for three years, for one member of the Board of Health for three years, for one member of the Board of Public Welfare for three years. for one Park Commissioner for three years, for two (2) Library

Trustecs for three years, for one Tree Warden for one year, for five (5) Constables for one year.
and to vote on the following questions :
1. Shall licenses be granted in this town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt beverages, wines, and all other alcoholic beverages)
2. Shall licenses be granted in this town for the sale therein of wines, and malt beverages (wines and beer, ale and all malt beverages)
Each to specify the person voted for by placing a cross (X) against the name and on the questions by placing a cross (X) against "YES" or "NO" after the question.
ARTICLE 2. To hear the annual report of the town officers and committees and to act thereon.
ARTICLE 3. To choose all necessary town officers and committees and to act thereon.
ARTICLE 4. To determine how much money the town will raise and appropriate for 1 .- General Government. 2- Protection of Persons and Property. 3 .- Highways. 4 .- Health and Sanitation. 5 .- Public Welfare and Soldiers' Benefits. 6 .- Education. 7 .- Recreation and Unclassified. 8 .- Public Service Enterprises. 9 .- Interest. 10 .- Maturing Debts.
ARTICLE 5. To see if the town will authorize the Treasurer to borrow money for the use of the town in antici- pation of revenue under the approval of the Selectmen.

ARTICLE 6. To see if the town will authorize the As- sessors to use such unappropriated money and free cash in the Treasury on December 31, 1933 for the purpose of redac- ing the tax rate, or take any action thereon.
ARTICLE 7. To see if the town will vote to raise a sum of money for the payment of the annual assessment and inter- est charges on the town's share of the cost of the building of the Worcester County Tuberculosis Hospital, or take any action thereon.
ARTICLE 8. To see if the town will vote to raise and appropriate a sum of money to pay its proportionate part of maintenance of the Tuberculosis Hospital expenses or take any action thereon.
ARTICLE 9. To see if the town will vote to contract with the State for Highway purposes as provided under Chap- ter 81.
ARTICLE 10. To see if the town will vote to raise and appropriate a sum of money to be used with money to be allotted by the State and County for permanent improvement to Pommagussett St. and Pleasantdale St. or take any action thereon.
ARTICLE 11. To see if the town will vote to raise and appropriate a sum of money to be used with money allotted by the State and County for Chap. 90 maintenance, or take any action thereon.
ARTICLE 12. To see if the town will vote to appropri- ate a sum of money from the Machinery Fund for the pur- chase of a Road Grader or take any action thereon.

ARTICLE 13. To see if the town will vote to purchase snow removal equipment and raise and appropriate a sum of money for the same, or take any action thereon.
ARTICLE 14. To see if the town will authorize the Treasurer under the approval of the Selectmen to borrow a sum of money for the purpose of purchasing snow removal equipment.
ARTICLE 15. To see if the town will vote to have four (4) additional street lights installed on Central Tree Road, or take any action thereon.
ARTICLE 16. To see if the town will vote to raise and appropriate a sum of money to establish a public dump, or take any action thereon.
ARTICLE 17. To see if the town will vote to raise and appropriate a sum of money to purchase lawn fence for Old Cemetery, or take any action thereon.
ARTICLE 18. To see if the town will vote to raise and appropriate a sum of money for sidewalk construction on Maple Avenue to provide a connecting link near the Red and White store, or take any action thereon.
ARTICLE 19. To see if the town will vote to raise and appropriate a sum of money to be used for the clearing and sanding of sidewalks, or take any action thereon. .
ARTICLE 20. To see if the town will vote to raise and appropriate a sum of money to provide additional fire pro- tection beyond the limits of the hydrant system, or take any action thereon.

ARTICLE 21. To see if the town will vote to raise and appropriate a sum of money to purchase a filing cabinet, or take any action thereon.
ARTICLE 22. To see if the town will vote to raise and appropriate a sum of money to install an additional hydrant on Miles Road, or take any action thereon.
ARTICLE 23. To see if the town will vote to discon- tinue the special assessment on property owners for moth work done, or take any action thereon.
ARTICLE 24. To see if the town will vote to conduct all business of the Annual Town Meeting, except that con- tained on the Ballot, at an adjourned session to be held on Saturday evening following the first Monday of February, or take any action thereon.
ARTICLE 25. To see if the town will vote to raise and appropriate a sum of money for the construction of a build- ing to house the town hall, town offices, and library and authorize the Selectmen to petition the Federal Government for a grant of money under the National Industrial Recovery Act and accept such grant, and to provide by borrowing or otherwise any sum of money that is required to be raised by the town for completing said project, or take any action rela- tive thereto.
ARTICLE 26. To see if the town will vote to raise and appropriate a sum of money for the construction of a building to house the elementary schools (lower six grades) and autho- rize the Selectmen to petition the Federal Government for a grant of money under the National Industrial Recovery Act and accept such grant, and to provide by borrowing or other-

wise any sum of money that is required to be raised by the town for completing said project, or take any action relative thereto.
ARTICLE 27. To see if the town will vote to instruct the Selectmen to petition the General Court for leave io erect a building on land acquired for a playground and recreation center, or take any action thereon.
ARTICLE 28. To see if the town will vote to choose a building committee to carry out the vote for the construction of the project selected by the town at the special town meet- ing held January 30, 1934, or take any action thereon.
ARTICLE 29. To see if the town will vote to appoint a committee of three to study the question of a municipal lighting plant, said committee to report at a future town meeting, or take any action thereon.
ARTICLE 30. To see if the town will vote to accept the legacy of $5,000 from Charles T. Munroe and choose a trustee of the fund, or take any action thereon.
And you are directed to serve this Warrant, by posting up attested copies thereof agreeable to vote of the Town. One at each of five public places in said Town, seven days at least before the time of holding said meeting.
Hereof, fail not and make due return of this Warrant, with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.

Report of Finance Committee
Rutland, Mass., January 20, 1934.
To the Citizens of Rutland :
The Finance Committee submits herewith its recom- mendations in detail for the 1934 Budget. The figures have been given careful study by the committee and the heads of the various Departments.
It was voted to recommend the continuance of the vol- untary ten per cent pay contribution from the salaries of all persons in the employ of the Town.
We also advise that the following sums be voted under articles listed :
ARTICLE 10. Fifteen Hundred Dollars to be used with money allotted by State and County for permanent improve- ment of Pommegusett St.
Fifteen Hundred Dollars on the same conditions to pro- vide permanent improvement of Pleasantdale Rd.
ARTICLE 11. Eight Hundred Dollars to be used with money allotted by State and County for Chap. 90 mainte- nance.
Eighty dollars for maintaining four street lights on Cen- tral Tree Rd.

ARTICLE 7. Fourteen Hundred Dollars to cover the Town's apportionment of construction of the County Tuber- culosis Hospital; this amount being our annual payment of $1000.00 together with interest charges.
ARTICLE 21. Sixty Dollars for purchasing filing equip- ment for the Accountant's records.
