To the Superintendent of Schools :
Several have asked me, in the past four months, what the duties of a school nurse were. This question is best answered by giving the general objectives of a school nursing service as outlined by the National Organization of Public Health Nursing.
1. To assist in communicable disease control by the recognition of early symptoms and by securing immuniza- tion.
2. To assist the physician in the annual physical exam- inations.
3. To assist in the correction of defects and in promoting healthı.
4. To assist in securing examinations and such follow- ups as are necessary.
5. To participate in the promotion of hygiene and sani- tation of the school.
6. To assist in securing proper instruction of pupils and parents in the principles of healthful living.
These six points boil down to the aim of helping to se- cure maximum health for every school child through his own intelligent cooperation and that of all others who influence his environment.
The control of communicable disease is one of the great- est responsibilities, and one which should be started by the home and community as well as the school. Classrooms, ex- posed to a communicable disease, are kept open, and a care- ful inspection of the pupils is made by nurse or teacher each morning throughout the period of incubation for the disease

in question. Those showing signs and symptoms of any contagion, such as temperature, inflamed throat, coryza, cough, rash, nausea, vomiting, pink eye or other discharge in eye conditions are excluded by the teacher.
The State law requires all families to notify the local board of health of all contagious diseases in the home. The State also requires any child who returns to school after being ill with a contagious disease or exposed to the same, to furnish the teacher with a certificate from the local board of health or from the attending physician stating that danger of convey- ing such disease by such child has passed. Any child failing to bring a certificate will be excluded from school until the teacher has been furnished with one. We have been very lax in fulfilling these two requirements in the past four months so let me urge you to give these your prompt attention.
One hundred and seventy-eight pupils were examined by the physician in October, Ninety-seven of those examined were found to have physical defects. These defects are listed below :
Nutrition-14. Six of those found defective last year were corrected.
Posture-32.
Skin-7.
Teeth-77. Twelve of those found defective last year were corrected. Throat-40. Nine of those found defective last year
were corrected.
Glands-16. One of those found defective last year were corrected.
Home visits will be made as much as possible to all with defects in order to personally interview the parents and explain the necessity for the correction.
The Chadwick clinic held its clinic on October 15th. Twenty-one of the twenty-three reommended for the follow-

up work last year were X-rayed. On October 29th fifteen of these were given a physical examination. Those who had no physical examination were absent because of illness. Nine parents were present to consult with the physician and the nutritionist about further treatment and care of their chil- dren. All had shown improvement and seventeen were recom- mended for follow-ups through the year.
We had two outbreaks of scarlet fever during the lat- ter part of September and early part of October. Four cases occurred in the second grade. This room was closed for a week and all classes examined each day of the incubation pe- riod by the school physician. This has been the only epi- demic of the year.
There were thirty-eight 4 A. Audiometer tests given to detect defective hearing. These will be followed up to de- termine what improvement may be made.

REPORT OF THE SCHOOL PHYSICIAN
To the Superintendent of Schools :
The following is the report of the medical examination in the Rutland Schools for 1935. Details will be found in the report of the School Nurse.
Physical examinations were given and notices sent to parents when defects were found. The Pre-School Clinic was well attended and an effort was made by the parents to correct abnormalities which might interfere with the future school work of the child.
I wish to thank the superintendent and the nurse and teachers for their hearty co-operation.

COMMONWEALTH OF MASSACHUSETTS
To Either of the Constables of the Town of Rutland, in the County of Worcester :
Greeting :
Worcester, ss.
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Rut- land, qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Rutland, on the First day of February next, at nine o'clock, in the forenoon, then and there to act on the following articles :
ARTICLE 1. To bring in and deposit their ballots for a Moderator for one year; for a Town Clerk for three years; for one Selectman for three years; for one Assessor for three years ; for a Treasurer for one year; for a Collector of Taxes for one year; for one Water Commissioner for three years; for one member of the School Committee for three years; for one member of the Board of Health for three years; for one member of the Board of Public Welfare for three years; for one Park Commissioner for three years; for two (2) Library Trustees for three years; for one Tree Warden for one year ;

for five (5) Constables for one year. Each to specify the person voted for by placing a Cross (X) against the name. The polls will be opened at 12 o'clock noon and may be closed at 8 o'clock P. M.
ARTICLE 2. To hear the Annual Report of the Town Officers and Committees and to act thereon.
ARTICLE 3. To choose all necessary Town Officers and Committees and act thereon.
ARTICLE 4. To determine how much money the Town will raise and appropriate for (1) General Government; (2) Protection of Persons and Property ; (3) Health and Sanita- tion; (4) Highway; (5) Public Welfare and Soldiers' Bene- fits; (6) Education; (7) Recreation and Unclassified ; (8) Public Service Enterprises; (9) Interest and Maturing Debt.
ARTICLE 5. To see if the Town will authorize the Town Treasurer with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1937; and to issue a note or notes therefore, payable within one year, and to re- new any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 6. To see if the Town will authorize the As- sessors to use any unappropriated money and free cash in the Treasury on December 31, 1936, for the purpose of reduc- ing the Tax Rate, or take any action thereon.
ARTICLE 7. To see if the Town will vote to raise and appropriate a sum of money for the payment of the Annual Assessment and Interest charges on the Town's share of the cost of the building of the Worcester County Tuberculosis Hospital or take any action thereon.

ARTICLE 8. To see if the Town will vote to raise and appropriate a sum of money to pay its proportionate part of Maintenance of the County Tuberculosis Hospital expenses or take any action thereon.
ARTICLE 9. To see if the Town will vote to contract with the State for Highway purposes as provided under Chapter 81, or take any action thereon.
ARTICLE 10. To see if the Town will vote to raise and appropriate a sum of money for the improvement of Pomma- gussett Street and Pleasantdale Street, said money to be used in conjunction with any money which may be allotted by the State or County or both for this purpose, or take any action thereon.
ARTICLE 11. To see if the Town will vote to raise and appropriate a sum of money to be used with money allotted by the State and County for Chapter 90 Maintenance, or take any action thereon.
ARTICLE 12. To see if the Town will authorize the Collector of Taxes to use all means of collecting taxes which a Town Treasurer may use when appointed a Collector of Taxes, or take any action thereon.
ARTICLE 13. To see what action the Town will take relative to providing new quarters for the Public Library and Town Officers' rooms.
ARTICLE 14. To see if the Town will vote to raise and appropriate a sum of money not to exceed Twenty Thousand Dollars ($20,000), for the purpose of installing a new heating system and make improvements in the sanitary system in the Public Building, making necessary alterations incident thereto, and appoint a committee to have charge of the same, or take any action thereon.

ARTICLE 15. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen to borrow such sum of money as may be necessary to carry out the vote taken on Article 14, said money to be borrowed in accordance with Chapter 147 of the Acts of 1934.
ARTICLE 16. To see if the Town will vote to take over the Second Rural Cemetery at West Rutland, or take any action thereon.
ARTICLE 17. To see if the Town will vote to appoint a Committee to co-operate with other Committees which may be appointed in Towns adjoining Rutland, in an effort to se- cure a reduction in our Electric Light Rates in this district.
ARTICLE 18. To see if the Town will authorize the Selectmen to settle any and all suits which may be brought against the Town or claims which may be presented to the Town, and in which the amount paid in compromise or settle- ment does not exceed Five Hundred Dollars ($500).
ARTICLE 19. To see if the Town will vote to insure their employees or take any action thereon.
And you are directed to serve this Warrant, by posting up attested copies thereof agreeable to vote of the Town. One at each of the five public places in said Town, seven days at least before the time of holding said meeting.
Hereof, fail not and make due return of this Warrant. with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.
